The Contract for Provision of Services — Environmental Services & Consulting in Support of the Stormwater Management Plan of the Aspen/Pitkin County Airport — Contract 094-2011 (the "AgreemenP') dated 09-27-2011 between the Board of County Commissioners of Pitkin Counry (the "County") a�d Tetra Tech Ina (the "Contractor"), is hereby amended as follows: Description of Chanae: Tetra Tech will perform quarterly visual and benchmark monitoring of 7 stormwater outfalls at the Aspen/Pitkin County Airport as outlined in the attached exhibit This is an increase per the new Stormwater Management Plan (SWMP) requirements. Reason for ChanQe: The airport's SWMP was modified in accordance with the Colorado Department of Public Health and Environment's (CDPHE) General Permit Requireme�ts. This change increased the number of defined outfalls and �unount of visual and benchmark monitoring required. Airport Road Aspen, Colorado 8161 I Subject: Aspen/Pitkin County Airport CDPFIE General Permit COR9000000 Quarterly Storm Water Sampling (Contract #094-2011 Modification #2) Tetra Tech Ina (Tetra Tech) is pleased to provide the Aspen/Pitkin County Airport with this scope of wark and cost estimate to provide quarterly visual monitoring, benchmark monitoring and reporting in accordance with the Colorado Department of Public Health and Environment's (CDPHE) Storm Water Discharges Associated with NornExtractive Industrial Activity CDPS General Permit COR900000. Upon acceptance of this proposal, Tetra Tech shall begin quarterly monitoring of the Aspen/Pitkin County stormwater outfalls as described in the following paragraphs. Scone of Work Ta.rk 6: Quarter[y Stormwater Mnnitoring Tetra Tech will perform quarterly visual and benchmark monitoring of 7 stormwater outfalls at the Aspen/Pitkin Counry Airport to include the fbllowing: l. Visual Monitoring - A grab sample will be collected from each stormwater outfall during a qualifying precipitation event. Each grab sample will be assessed for presence of the following water quality characteristics: color, odor, clarity, floating solids, settled solids, suspended solids, foam, oil sheen, and any other obvious indicators of stormwater pollution. The results of the visual monitoring will be recorded using forms prescribed in the Aspen/Pitkin County Airport's Storm Water Management Plan. 2. Benchmark Monitoring - A grab sample will be collected from each stqrmwater outfall during a qualifying precipitation event. Each grab sample will be sent to an approved analytical laboratory and analyzed for Biological Oxygen Demand (BOD), Chemical Oxygen Demand (COD), and Oils and Grease. The analytical results will be reviewed to ensure all laboratory quality control requiremenfs are met. The results of the benchmark monitoring will be summarized on the state required Discharge Monitoring Report form and submitted to Aspen/Pitkin County Airport for signature. Tetra Tech will complete the draft Discharge Monitoring Reports each quarter as required by the General Permit. Tetra Tech will perform three sampling events for contract year 2 and four sampling events during each of the remaining contract years. � Costs Tetra Tech estimates that the costs to complete the scope of work described above will not exceed $69,290. Table I presents Tetra Tech's proposed cost, broken out by contract year, to complete the scope of work. Work will be completed on a time and materials basis as required by the basic contract and to account for variations in stormwater discharges. Analytical sampling of these three outfalls includes glycol, BOD, COD, oil and grease, and total suspended solids. If this modification is approved, the work activities proposed above would replace the stormwater monitoring activities included as part of Task 2 in the basic contract. The other requirements ofTask 2, including biannual facility inspection and annual report should remain and Tetra Tech plans to continue completing two inspections per year and submit the draft annual report to Aspen/Pitkin County Airport stafC Table 2 summarizes the current pricing of Task 2 and proposed cost reductions for Task 2.
