HomeMy WebLinkAboutbocc.res.056.2013 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO, APPOINTING THE LOCAL MEDICAL OFFICER Resolution # Q5-6 - 2013 RECITALS 1. The local Board of Health assures the provision of public health services to areas within its jurisdiction. 2. The Colorado Public Health Act(SB 08-194) requires each county to establish a Board of Health, a Public Health Director, and, if the Public Health Director is not a physician, to appoint or employ at least one medical officer to advise the Public Health Director on medical decisions. (C.R.S. 25-1-508 (5)(c)(I)). 3. C.R.S. 25-1-508 and 6 CCR 1014-6 require a medical officer to be currently licensed to practice medicine in Colorado without conditions, restrictions or letters of admonition from any Medical Board: graduate of approved medical school (MD or DO); available at all times to advise non-physician Public Health Director on medical decisions. 4. When the previous Local Medical Officer, Dr. Morris Cohen, announced his resignation, the Public Health Director initiated a search to find a replacement. She convened a group of subject matter experts who participated in several interviews. As a result, the Public Health Director is recommending Dr. Kimberly Levin for the position. Dr. Levin has both a Master's in Public Health (M.P.H) and a Doctor of Medicine (M.D.). She is currently a practicing physician in area hospital emergency room departments and after hour clinics. She has an excellent understanding of the health issues facing our community and is bilingual in Spanish. Her background in Public Health gives her a keen understanding of the systemic nature of health and the critical role of prevention. 5. C.R.S 25-1-502 (4) allows that the medical officer can be either a volunteer or paid position. Pitkin County will pay a small stipend to the Local Medical Officer of$725 per month starting July I, 2013 ($8,700.00 annually). Payment will be managed through a contract process and will be paid monthly. In subsequent years, the salary will be reviewed as part of the annual budget process. 6. The Board of County Commissioners, acting as the Board of Health, desire to appoint Dr. Kimberly Levin to the position of Pitkin County Local Medical Officer. NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado, that Dr. Kimberly Levin is appointed to serve as Pitkin County's local Health Officer and direct staff to execute a Letter of Agreement that includes an annual contract that automatically renews annually unless either party chooses to terminate.
