REGULAR MEETING DATE: September 11, 2013
AGENDA ITEM TITLE: Approving Resolution of the Board of County
Commissioners of Pitkin County, Colorado authorizing the
Pitkin County Emergency Management Department to
submit a grant application to the State of Colorado,
Emergency Management Performance Grant (EMPG) for
the purpose of funding a portion of the Pitkin County
Emergency Management annual budget.
STAFF RESPONSIBLE: Valerie MacDonald, Interim Emergency Manager
ISSUE STATEMENT: The EMPG is the primary source of federal funding directed to state,
local, and tribal governments to support all -hazards emergency management programs through
personnel, planning, training, and exercises. The purpose of the EMPG program is to encourage the
development of comprehensive, risk based, all hazard emergency management programs at local
levels and to improve emergency planning, preparedness, mitigation, response, and recovery
capabilities.
BACKGROUND: This will be the first year that Pitkin County will apply for this annual grant
which is administered by the State on the Federal fiscal budget year (October to September 30t).
The EMPG award is a percentage of the approved annual Pitkin County Emergency Management
budget. The timing of the reimbursement depends upon the approval of the FEMA budget by
Congress. The grant deliverables are set by the Federal and State guidance and are focused upon
building a capable emergency management program based on our needs. With or without the grant
money it is important for Pitkin County to continue to implement comprehensive emergency
management programs to build capability and resiliency in our community.

KEY DISCUSSION ITEMS: Staff will be present to answer any questions the BOCC might
have.
BUDGETARY IMPACT: Based on the proposed 2014 Emergency Management budget the
amount of our 2014 grant award would be $68,000.
RECOMMENDED BOCC ACTION: Motion to approve and sign the attached resolution
granting approval to submit a grant application to the State of Colorado for the EMPG.

Based on the proposed. 2014 budget the amount of our grant award would be $68,000.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that: the Pitkin County Emergency Manager will submit a grant
application EMPG to the State in order to fund a portion of the Pitkin County Emergency
Management annual budget.
