Susan Crown ( "Applicant ") has applied to the Pitkin County Community Development Director ( "Director ") to amend condition #9 of Hearing Officer Determination No. 14 -2002 in order to allow a dewatering system outside of the approved building envelope. The system will drain water from the building site into the wetlands adjacent to Owl Creek. 2. The parcel is located at 2298 Owl Creek Road, and is more specifically described in Exhibit A. The parcel contains approximately 4 acres and is a non - conforming size parcel in the AFR -10 zone district. 4. The Hearing Officer granted 1041 hazard review, conceptual submission and caretaker dwelling unit approval, pursuant to Determination No. 14 -2002. The Hearing Officer denied the Special Review for a TDR receiver site. The Applicant appealed to the BOCC, who upheld the appeal and allowed the use of TDRs for development of up to 10,750 square feet of floor area, pursuant to Resolution No. 121 1.002 The 1,041 site plan was recorded in Plat Book 62 at Page 41. 5. The Anny Corps of Engineers has approved the outlet for groundwater drainage and discharge, pursuant to Nationwide general permit number 12. The Colorado State Department of Public Health and Environment has authorized the discharge into Owl Creek. The Applicant has submitted a permit application to the State for stormwater discharge. 6. The County Engineer /Floodplain Administrator and Wildlife Biologist have reviewed and approved the proposed system, and determined that a County Floodplain Development Permit was not required. 7. The Director finds that the proposed amendment is consistent with the requirements of the Land Use Code and that any impacts will be mitigated. THE DIRECTOR DOES HEREBY APPROVE the Crown Minor Amendment to a Development Permit, subject to the following conditions, which shall run with the land and be binding on all successors in interest. 1) The conditions of Hearing Officer Determination No. 14 -2002 and BOCC Resolution No. 121 -2002 shall remain in full force and effect, except as amended herein. 2) Condition #9 of Determination No. 14 -2002 shall be amended as follows: No development, including grading, excavation, fill placement, berming, landscaping, entry or ranch gates and vegetation removal or disturbance shall occur outside of the approved building [and /or] development envelopes unless otherwise specified in this document, such as necessary wildfire mitigation and to install a dewatering system. Subsurface Hydrology Conditions and Groundwater Drainage Requirements Dear Kevin, This letter summarizes groundwater conditions and groundwater drainage requirements for the Crown- Kunker Residence. SUMMARY In summary, an interceptor drain must be installed around the perimeter of the residence to intercept and remove groundwater. The drain needs to daylight via gravity flow to Owl Creek. Without the interceptor drain, the residence cannot be constructed as approved. The location of the proposed interceptor drain is shown on Figure 1, attached. A modification to the Pitkin County 1041 permit will be necessary. The specific modification needs to request permission to install a buried gravity flow PVC drain through the 50 foot wide riparian setback nice. The drain will discharge to Owl Creek. BACKGROUND Shallow, unconfined groundwater was exposed in November 2003 during excavation of the foundation. Groundwater levels were allowed to stabilize, and then an aquifer test was performed from December 10- 15, 2003. The purpose of the test was to quantity the groundwater regime and to determine the most practicable means of temporarily and pemhanently lowering the water table at the site. HYDRO-GEOLOGIC SITE CONDITIONS Exploratory borings performed during a geotechnical investigation revealed a two to three feet layer of soft, organic clays underlain by very dense, clayey gravels with shale fragments, occasional cobbles and some sandy Gay and clayey sand lenses'. A domestic well drilled in September 2003 showed that these surface conditions extend to depths of approximately 30 feet Z. The underlying formation is Mancos shale. The 30 feet of permeable surface soils form an unconfined aquifer. Water readily flows into and out of the soils from the adjacent Owl Creek Seasonally high groundwater levels are affected by runoff, snowmelt, rainfall, and irrigation of the hay meadows to the south and west of the site. AQUIFER TEST RESULTS The aquifer test revealed the surface soils have a low to moderate transmissivity. In summary, results of the investigation and testing indicate that anticipated flows from a proposed interceptor trench may vary from approximately 20 to perhaps 200 gpm or more. 2 Kw Coms6ucdorr and Test RWor4 We# RwW No. 245950, Shallon Drilling Corp., Sept 9, 2003. 0 0U005 c . Kevin Morley Crown - Kunkler Residence Groundwater Investigation Page 3 of 5 January 9, 2004 The location of the aquifer test was in monitor well No. 2, which is at the same location as proposed manhole GW MH #2 shown at the southern comer of the interceptor drain shown on Figure 1. The amount of water that can be anticipated to fknw into the interceptor drains was determined by estimating the transmissivity of the top 10 feet of the overburden. Transmissivity is a measure of the ability of water to flow through a formation. The attached Figure 2 shows results of the aquifer test. The transmissivity at the location of and at the time of the test was approximately 920 gallons / day / foot. This transmissivity value is specific to the location and conditions of the test, and must be interpreted within the context of existing and potential site conditions. Existing site conditions, as revealed through excavation of two test pits and six additional pits in which monitor wells were installed, revealed reasonably homogenous soils. Thus, the test is believed to be fairly representative of transmissivides in soils at the site. Potential site conditions include seasonal changes in the groundwater level due to runoff, precipitation and irrigation. It should be noted that transmissivity values for an unconfined aquifer can be misleading, as the theory behind the unit of measure requires that the 'thickness" or °saturated zone" of water does not change, which is not true during testing of an unconfined aquifer. To determine the range of possible flow rates, the approximate transmissivity is multiplied by the length of wetted perimeter. The wetted perimeter is equal to the length of 'acute" interceptor trench, in this case, approximately 470 lineal feet of drain along the west, south and east sides of the residence. A factor is applied to estimate the impact from variations in the average thickness of the saturated zone. In this case, during the test the average thickness of the saturated zone was approximately four feet. Based on experience, I anticipate the saturated thickness, adjacent to the interceptor trench and at steady state conditions after construction to be approximately one to two feet thick Thus the factor ranges from 2/4 = 0.5, to 1/4 = 025. An approximation of flows under conditions experienced during the test is 920 gpd/ft x 470 lineal feet of interceptor drain x 0.25 / 1440 min/day = 75 gpm for a UOUJ06 Kevin Morley Crown - Kunkler Residence Page 4 of 5 Groundwater investigation January 9, 2004 wetted front or saturated thickness of 1.0 feet, to twice that of 150 gpm for a welted front of 2.0 feet. Based on experience of similar sites and upon subsurface site conditions observed to date, it is my opinion that a reasonable range of flows to anticipate could easily fluctuate from a low of 20 gpm during seasonally low groundwater periods (typically Nov. to Feb.) to a high of 200 gpm or more during seasonally high groundwater periods (spring snowmelt, during heavy rainfall events and irrigation). DESIGN OF INTERCEPTOR DRAIN The ability of the interceptor drain to function at all times is very, very critical. Failure of the system — even for a short period of time — could cause untold foundation, structural or other water related damage to the residence. The best design will allow all collected drainage to discharge via gravity flow, thus negating the need to rely upon mechanical and electrical systems which are prone to failure. The attached Figure 1 shows the location of a proposed outfall to Owl Creek This location will allow gravity drainage of the interceptor drain. Given the approved building plans, this is the only location on the property that will work for gravity drainage of the groundwater interceptor drain. Depending on the alignment of the outfall, I is anticipated that 70 to 100 lineal feet of temporary disturbance within the 50 foot wide riparian zone setback will be required. This will be for installation of solid PVC drains. Elevations and profiles of the drain are not shown herein. They witl be included on construction drawings. It is anticipated that the maximum post-construction groundwater level underneath the foundation, in the area of the mechanical room, will be approximately elevation 8091. Since the bottom of the mechanical room and adjacent fireplace foundation are at elevation 8086 t, this means a buoyancy of at least five (5) feet of hydrostatic uplift force will � w.�v.araw�scna.xrnv.uc OOG007 Kevin Morley Crown- Kunkler Residence Groundwater Investigation Page 5 of 5 January 9, 2004 need to be designed for. Again is should be noted that the anddvated maximum groundwater elevation is predicated on being able to gravity drain the interceptor drain at all times. For purposes of construction dewatering, it is important that the interceptor drain be installed before the foundation is fully excavated. Additional construction dewatering will be required in the area of the mechanical room. This can be handled with a temporary sump placed in one or more comers of the mechanical room excavation. The sump can be a 12" perforated CMP bedded in gravel with a pump. The pumping rate will depend on the site specific permeability and seasonally affected groundwater levels encountered. Based on what has been encountered thus far, pumping rates will likely be 30 to 60 gpm from the mechanical room excavation. Pumped water can be discharged into manhole MH #4. This will allow manhole MH #5 to be used somewhat to help trap any potential sediments and fines. CONSTRUCTION OBSERVATION It will be important to verify assumptions and extrapolations included within this report. Construction of the interceptor trench will need to be inspected. Intermittent observations should be made by myself or John Mechling or Dan Downing of CTL/Thompson, Inc. It is currently my plan to coordinate inspections directly with the site superintendent, Mark Baker. In addition, straw bails are placed next to & up hill of the silt fence on the outer end of the silt fence (uaD creek end. After excavation for the discharge pipe, riprap will be put in 360 degrees around the end of the discharge pipe & Geo -Hemp cloth will be placed at ground surface over any disturbed soils. Before Geo -Hemp is put down, all disturbed soils will be well seeded with the specified Pitkin County Seed Mix as supplied by Rivendell Sod Farm. After the Geo -Hemp is placed, additional straw bails supported on the back side with metal "T" stakes will be placed adjacent to & run up stream a sufficient distance to assure no runoff can reach the creek from any disturbed areas. Seeding and mulching of slopes and the sodding of swales and other erodible areas should be a part of the road design and conform to the Pitkin County Seeding & Planting Guide. Silt fences shall be used as necessary during any construction activity that occurs within 200 linear feet of a permanent, intermittent, or ephemeral river, stream, creek, or drainage way, wetland, pond or lake to prevent sedimentation reaching adjacent waters and wetlands. Silt fences shall be constructed and maintained according to the standards described in 34.23.1 below. In roadside design, attention is to be given to the preservation of natural ground covers and desirable growth of shrubs and trees within the right -of -way. While specific design determinations are needed, such steps to mold the cross - section to fit the areas to be preserved contribute much to maintenance economy and the refinement of the whole highway. Drainage And Erosion Control Plan: I. The purpose of the plan is to manage drainage and minimize or eliminate erosion from construction sites. 2. The applicant shall submit a site - grading plan, including the grading of the access roads. 3. The plan should show contours, locations and sizes of pipes. 4. For developments other than single family residential, the applicant shall submit information relating to the determination of flows, sizing of drainage structures, locations and sizes of retention basins, etc. 5. The erosion plan should delineate the types or methods of erosion control measures proposed, including the locations of structures. It should also provide a plan for the maintenance of erosion control measures. 6. The plans must be submitted to and approved by the County Engineer before the issuance of a Building permit. 4.23.1 SILT FENCES DEFINITION: A temporary sediment barrier consisting of a filter fabric supported by wooden or steel posts and entrenched APPROPRIATE FOR: • Areas subject to sheet and rill erosion (e.g., the toe of tills, at transitions between cuts and fills, • Adjacent to streams); ❑ Intercepting and detaining small amounts of sediment; u� X 8 ❑ Decreasing the velocity of sheet flows and concentrated level flows of low -to- moderate volumes; ❑ Areas where maximum slope above the barrier is 100% ❑ Areas where maximum grade is 50%; ❑ Areas where maximum drainage size is 25 -.50 acres /100' of fence; ❑ Situations which call for more durability than straw -bale barriers; ❑ Situations in which effectiveness is required for less than three months: ❑ Use in minor swales, channels, and ditch lines where the maximum contributing drainage is 1 acre and maximum flow is 1 cfs (approximately 0.3 gallons /sq.ft. /minute); and ❑ Situations in which filter efficiency of 95 -100% is desired. NOTES: ❑ NOT appropriate for use in channels where flow is likely to exceed 1 cfs. • NOT appropriate where substrate prevents entrenching of filter fabric. • Silt fences pass water more slowly, create more ponding, and trap sediment much more effectively than straw bale barriers. ❑ While all fabrics are effective sand filters, each varies in effectiveness for filtering clay and silt. ❑ Permeability rates vary. DESIGN /CONSTRUCTION: ❑ Install fence on contour. • Ensure that the area below the fence is undisturbed or stabilized. • Position barrier at least 5' from base of slopegreater than 7% to allow for runoff to pond and infiltrate, sediment to settle. ❑ Fencing across a swale or ditch must arc with ends upstream and must be long enough to prevent endflow. To achieve this, the base of the fence at the upstream ends must be higher than the elevation of the top of the lowest portion of the fence. Use extra - strength fabric. ❑ Place posts no more than 3' apart. ❑ Fence fabric must stand 24 -36" above existing grade (allow for 10" buried). Higher structures will not be stable under pressure of the water they impound. ❑ If fence is used in swale (with no more than 1 acre of contributing drainage), maximum height is 15 ". ❑ Select filter fabric in continuous rolls to minimize the need for joints. ❑ Select fabric that is impregnated with Uinhibitors to provide a minimum life of 6 months at temperatures from 0 -120 °. If burlap is used, select fabric that is 10 ounces /square yard. ❑ Posts must be 5' in length, driven vertically at least 18" into the ground, at 6' intervals on contour. ❑ For use in swales, space posts 3' apart. ❑ Wooden posts, if used, must be 2" x 2" if oak; 4" x 4" if pine. ❑ Standard "T" or "U" steel posts, if used, must be at least 1.33 pounds /linear foot. Protect these against corrosion. Select metal posts with protrusions for securing wire. During excavation for the referenced site, ground water was encountered higher than what was expected. At this point the project team decided to hire a hydrology expert to determine what should be done to avoid water problems during construction and after certificate of occupancy. Paul Currier from Water Resource Consultants was hired to evaluate this problem. As stated in his hydrology report, he not only recommends a de- watering system be installed, but requires it. The de- watering system will be installed per his report. An 8" pvc pipe will be installed for drainage daylight in the existing riparian area. This pipe will be installed using a 5' -0" wide mini hoe with rubber tracks and an 18" wide bucket. All disturbances to this area will be replaced to the best of the project team's ability. I realize that the original 1041 recital indicates no development shall occur outside the building envelope, but per the hydrology report, I think that community development should consider approving the de- watering system for the referenced residence.
