Pitkin County (the "County") and Weaver Boos Consultants, LLC (the "Contractor'), is hereby
amended as follows:
Description of Chanee:
Additional landfill engineering tasks assigned to Weaver Boos, the contracted landfill engineering firm.
Reason for Chanee:
Landtill expansion plans, water treatment system, investigate leachate seeps, aerial mapping and volume
calculations as well as additional EDOP comment. See attachment A for details.

STATEMENT OF WORK
PROJECT UNDERSTANDING
Based on recent discussions with PiHcin County(PC), PC is requesting that Weaver Boos
Consultants (Weaver Boos) revise the 2013 Scope of Work landfill engineering tasks at
the Pitkin County Landfill (PCLF). The contents of this proposal were derived, in part,
from conversations with Cathy Hall and Brian Pcttet and associated emails.
Weaver Boos has divided this effort into five tasks to assist PC, in no padicular order, as
follows:
Task 1 Potential Landfill Expansion
Task 2 Water Treahnenl Syslem Pro-Forma Update
Task 3 Leachate Investigation �
Task 4 EDOP Follow-Up
Task 5 Aerial Mapping
Task 6 Volnmetric Calculation
The tasks listed above are discussed in detail wilhin the Collowing paragraphs.
SCOPE OF WORK
Task 1 — Potential Landfill Expansion
At a meeting on June 5, 2013, a general discussion was l�eld with respect to expanding
lhe PCLF. The intent of such an expinsion was to, in part, expand the area on the upper
portion of the landfill (northwes[ landfill footprint portion). Heartland L,nvironmental
(Heartland) will khen use this nrea for compost and aggregatc proccssing. T'he intent of
flus effort is to present PCLP administration and other County adminis[ration a
conceptual plan prior to October 1,2013.
To accomplish this conceptual design, Weaver Boos will perCorm the following subtasks
prior to this onsitc presentation: °

Subtask 11 -Revicw Coverning Documents
PCLF has various goveming documents which an expansion would need to comply with.
These documents inc(ude:
• Public 7one District Master Plan Amendment and site plan review
o Colorado Deparhnen[of Public Health and Gndvonmen[(CDPHE)Regulations
• Surrounding landowner concems
Subtask 1.2 -CDPHE Scoping Meeting
The potential expansion would require a Certificate of Designation amendment and
technical revicw by CDPHE. Therefore, Weaver Boos would propose an initial scoping
mee6ng comprised of PCLF, Weaver Boos aud CDPHE, to discuss CDPHE's needs and
potential concems with respecNto a landfill expansion. At the conclusion of this meeting,
Weaver Boos would generate a memorandum of understanding fot distribution for PCLF
use.
SuUtask 1.3-PCLF Expansion Layaut
After PCLF has approved the memorandum of undcrstanding,Weaver Boos will generate
a series of plan drawings showing various options to PCLF for landfill expansion.
Weaver Boos will take into account, Heartland's desire, after approval from PCLF, to
generate a 25 acre yvorking surface on the north end of the landfill, as well as other
design criteria generated during the scoping meeting. Weayer Boos will evaluate
expansion options only withiu the PCLF property boundary and adjacent to the existing
pemutted landfill footprint.
Subtask 1.4 -PCLF Administrative Presentatiun
As part of this task, Weaver Boos will be available during A predetermined meeting date
onsite, to answer questions tq PC administration about the proposed expansion. Weaver
Boos will review the proposed expansion op[ions with PC stafP, as well as discuss
concems or poteotifi] limiting project factors. �
Task 2—Water Treatment System Pro-Forma Update
In November of 2011, Weaver Boos completed a Liquid waste processing Pro Porma
conceming the handling of approximately 1.5 million gallons, with ability to scale to 2
million gallons of septic and port-o-le[ waste at thc landfilL This Pro Forma identified
various options for accepting this waste stream. One option identified was a system by
Quanics, Inc. As part of this task, Weaver Boos is proposing to update this option within
the Pro Forma for PCLF. Also as part of this task, Weaver Boos will present any
additional or changed information with respect to the proposed onsite system. Weaver
Boos will also review the location of such an onsite system, along with the pros and cons
with constructing a system either above or below ground.

Task 3— Leachate Investigation !
I
During a recent site inspection, it w3s noted that there was a pool of liquid with a surface �
area of approximately 8 feet by 8 feet within the lanilfill footprint. It is the desirc of i
PCLF to investigate tlus pool to better understand what may be happening at the landfill. �
Weaver Boos is proposing that this pool be tested against Appendix I pazameters along �
with sounding the pooPs total depth to detecmine a bottom elevation. Weaver Boos �
understands that PCLF will sample the leachate and send to a laboratory for testing. !
Weaver Boos will perform the sounding of the leachate pool. j
Additionally, Weaver Boos understands ttiat PCLF believes there may be a conuection I
between the recent recharge of an existing stormwater pond nearthe landfill access road
to landfll leachate. PCLF suspects that the recharge may be the result of landfiil leachate
from an unknown source. 'Po investigate this, PCLF will sample the pond for the same
parameters as listed above for the pool. Weaver Boos wIll obtain the elevation of the ,
liquid surface at the stormw�ter pond and leachate pool as part o£ an investigation
analysis to determine any potenfial correlation. It should be noted that it may not be ,
possible to draw a correla[ion betweeu the leachate pool and the stormwater pond
through analytical results.
Weaver Boos will use the in£ormation from the testing and sounding to develop
suggestions to address the leachate pool. To complete this, Weaver Boos will provide
written conceptua] idcas for further considerarion including any suggested fiuther
investigation. .
Weaver Boos believes that this will serve as only a preliminary.investigation and further
investigation of these two situa[ions may be neecled. In other words, the source of the
liquid in the pool and the stormwater pond may be from two totally separate areas and it
may not be possible to determine the potential source, given the geology and design of
the landfill. In addirion, if a remediation d'uection is taken, the potential remediation may ,
be required on separate but parallel lasks.
Task 4— EDOP Follow-Up
Under this taslc, Weaver Boos will respond to CDPHE comments, as needed,based upoo
the 2012 Engineering Design and Operations Plan (EDOP) submittal. It is�'Veaver Boos'
understanding that at this time CDPHE has provided review of this EDOP snbmittal,
based on written comments provided in a letter dated March 26, 2013.
Task 5—Aerial Mapping
For this task, Weaver Boos will provide thc management and coordinafion for the acria] �
mapping service of the landfill. Weaver Boos will solicit proposals and subcontract out
aerial mapping. Weaver Boos will have the property area mapped, �vhich encompasses
approximately 250 acres.
This task inclddes two 22 inch x 34 inch color photos with'contour overlay.

Weaver Boos, at this time,has made an allowance for High County Engineering to place
three aerial tnrgets on the landfill for this task.
Task 6—Volumetric Calculations
This task entails ptoviding volumctrics and sur£ace areas for lwo separatc elevations at
the landfill. During the meeting on June 5, 2013, Heartland had [he desire to understand
the remaining permitted volume of airspace below the 7640 and the 7660 contour
interval.

BUDGET SUMMARY
The estimated cost to perform the proposecl work is presented in the table below and will
be billed on a time and materials basis as the project tasks aze completed.
The estimated cost and proposcd scope of work are based on information available to
Weaver Boos at this time. If conditions change, unforeseen circumstances are
encountered,or work ePforts are redirected, the cost estimate may requirc modification. It
is expected that work will begin as soon as PC approves the scope of worlc. ,

ASSUMPTIONS �
The proposed budget is based upon the following assumptions. If the scope of work is
modified,the total cost of services may be adjusted to reflect that change. To prepare [Le
scope of work and budget for the proposed scope of work, Weaver Boos has made the
following assump6ons ,
• Weaver Boos personhel will have unfettered access to all azeas of khe site, as
necessary, to perform the required services.
• PCLF will providc all data (survey, analytical,AutoCAD files, e[c.) in order for
Weaver Boos to complete the tasks. '
• Field activities aze included Tasks 1 and 3.
• No consWction quality assurance (CQA) services aze included, but can be
provided under a separate contract.
• Weaver Boos anticipates providing one draft review document to PCLF for each
task. Upon receipt of PCLF comments, Weaver Boos will finalize said document.
• All work is scheduled to be completed for PCI.,F by December 31,2013. i
