AGENDA ITEM TITLE: Resolution of the Board of County Commissioners of Pitkin County,
Colorado Setting Tipping Fees at the Solid Waste Center

ISSUE STATEMENT:
The current fee structure is a mix of weight and volume based charges (see attached rate sheet).
With the installation of a scale in 2010, the plan was to develop a primary fee structure based on per
ton disposal fee. A weight based system provides a fair charge for customers, as well as better
inventory control and waste acceptance tracking. On December 3, 2013 the BOCC directed Staff to
move forward with a proposed County Resolution to modify the tipping fees for the SWC.
BACKGROUND:
The SWC had a certified scale installed at the Gatehouse in 2010. The purpose of the scale is to
provide management of incoming materials, and to serve as an accurate way to track volume and
types of material coming in to the site for disposal. With the installation of the scale, some disposal
categories switched to a weight based system, such as, compacted trash and commercial roll -off
containers. However, many disposal options remain on a volume based fee. These volume based
fees are for residential vehicles, pickup truck loads, yard waste, and soil and rock for disposal. A
current rate sheet for landfill materials is attached.
Problems exist in the volume based fees because they are estimated by the person working the gate.
Often there are discrepancies between different people working the scale, resulting in customer
confusion and some arguments based on the price charged. In addition, the sale of soil and compost
are also based on volume estimates, creating errors in volume/inventory control.
Creating a weight based system, with streamlined fees, will eliminate confusion on charges. Simply
having a tare weight on a vehicle, and measuring the gross weight of the incoming material will
simplify the billing process and eliminate confusion. Standard procedures for landfills with scales
across the United States is to charge based on weight. In addition to reducing confusion, it will
provide for consistent tracking and reporting for regulatory purposes. The SWC also is researching
methods to streamline the scale process, with the addition of radio frequency ID (RFID) tags for
vehicles that frequent the Landfill to automate the scale process.

Recitals
1. Whereas, Pitkin County wishes to protect the environment through the education
of its community, diversion of recoverable materials, and proper waste
management.
2. Whereas, Pitkin County wishes to set fees which are consistent and fair to the
public, and which reflect the expenses incurred in providing waste management
services to the public.
3. Whereas, Pitkin County wishes to recover useable commodities from the waste
stream and to exact fees that encourage the public to separate useable materials
from the trash.
4. Whereas, Pitkin County wishes to set fees for retail sales of commodities that
reflect current market conditions in the local economy.

Reduced Tipping Fee Charges
The Pitkin County Solid Waste Center will grant a 50% reduction from the posted tipping
fee for solid waste only under the following circumstances:
• Solid waste resulting from the Colorado Department of Transportation "Adopt -A -
Highway" cleanup events. All other waste delivered by CDOT, including waste
from routine cleanups will be charged at full price.
• Tipping fees for projects within the Smuggler Mountain Super Fund site, where
owners of the property are also the resident, shall be equal to fees paid for similar
non -contaminated soils for the first 450 tons. Tipping fees for soils in excess of
450 tons for projects where the owner is not the resident shall be charged for
similar contaminated materials (Set by Resolution of the Pitkin County
Commissions #080-2006).
Tipping fees are completely waived in the following circumstances:
• Pitkin County residents only, whose loads are at least 50% sorted recyclables
• Traditional recyclables from residents.
• All reusable items for use at the "Drop and Swap" as judged acceptable by the
Solid Waste Center Gatekeeper.
• Residential Solid Waste Credit, annual $100 credit for each Pitkin County
household.
• Aspen Village cleanup day one time annually. Value not to exceed $2,500
annually.
Account Credits:
• Solid Waste from fire training exercises conducted by the Aspen, Snowmass
Village and Basalt Fire Departments. The value of this credit is not to exceed
$5000.
All other situations will be reviewed on a case by case basis, and approvals must be
obtained from the Pitkin County Solid Waste Manager in advance. Please contact
Pitkin County Solid Waste Manager at 970-429-2882. The Solid Waste Manager has
authority to set prices for outgoing commodities at market prices when available and
set tipping fees for incoming materials within 10% of rates listed, with notification to
the Board of County Commissioners by Memorandum of Interest.
