These rates were calculated to recover the airport's operating costs attributable to the airlines and
general aviation and to maintain the airport's financial capacity and flexibility for future capital
improvement projects.
BACKGROUND: For management and rate -setting purposes we use six classifications of airport
aeronautical users:
1. Signatory Airlines - airlines with lease and use permits that have provided scheduled service of at
least one flight daily for at least one full year
2. Pre -Si Zig atpH Airlines - airlines that intend to qualify for signatory status but are in their first year
of performance
3. Multi -Seasonal Airlines - airlines that provide scheduled service only during the winter and summer
but rent space year-round
4. Seasonal Airlines - all other airlines that occupy and use the airport airline terminal and associated
facilities
5. Locally -Based General Aviation - year-round, locally -based aircraft with a maximum gross landing
weight of 12,500 pounds or less
6. General Aviation - all other aeronautical users of the airport, excluding military.
LINK TO STRATEGIC PLAN: Prosperous Economy --- Sustainable economy and employment
KEY DISCUSSION ITEMS: We generally set airport fees and charges on a "compensatory" basis,
i.e., charges to the airline and general aviation users cover the cost of their use of airport facilities.
FAA regulations limit landing fees to an amount that covers the full operating and capital costs of the
"airside" of the airport. Likewise, terminal rents are limited to an amount that covers the full operating
and capital costs of the terminal. Generally we set fees to cover the operating costs but not the capital
costs. That is the case for terminal rent in 2014, but landing fees will not fully cover the airside
operating costs. A 22% increase in landing fees would be required to fully cover operating costs, and
airport staff felt that was too large of an increase.
Landing fees are stated as an amount per one thousand pounds of maximum allowable gross landing
weight of the aircraft. For example, the current landing fee for SkyWest's CRJ-700 (67,000 pounds) is
approximately $320 (67 x $4.95), and this would increase to approximately $332 in 2014. Airport
staff will inform the airlines and general aviation representatives about the proposed fee increases and
will bring their comments to the public hearing.
Terminal rents are increasing by 3.0% to keep pace with the nominal increase in operating costs.
Commercial ground transportation rates are increasing to flat rate structure depending on the amount of
available seats. The airport will no longer segregate between taxis, limos, and hotel shuttles. The
airport is committed to encouraging public transportation so the rates will remain comparatively low.

Cost per Enplaned Passenger
Another way to compare rates between airports is to calculate the airlines' cost per enplaned passenger
to use the airport. The airlines' cost here in 2012 was $13.20 per enplaned passenger (calculated as
$2,836,556 total rent and landing fees paid by the airlines divided by 214,892 enplaned passengers).
Although we have increased our rates since 2012, the cost per enplaned passenger for 2014 is likely to
be similar because the number of enplaned passengers should be greater. A comparison to other
airports is shown in the following table.

BUDGETARY IMPACT: The proposed fees are required to meet the revenue estimates in the 2014
airport budget. These revenues are needed to maintain the airport's financial capacity and flexibility
for future capital improvement projects.
RECOMMENDED BOCC ACTION: Conduct the public hearing and approve the resolution on
second reading.

2001, provide that in December of each year, the County will adopt its budget after affording the
opportunity for airline input, and will set airline rates and charges effective January 1 of the
following year.
6. The airlines and general aviation have been given the opportunity to comment on the
