RECITALS
Pursuant to Subsection 4-30-50(i) of the 2006 Pitkin County Land Use Code, the Community
Development Director of Pitkin County, Colorado ("Director") may approve a Temporary
Commercial Use/Special Event Permit for commercial activities or events.
2. Heidi Burtscher (hereafter, the "Applicant") has applied to the Director for approval of a Special
Event Permit for the Wrangler Family Hoedown to benefit the Early Childhood Center in Woody
Creek. The event is proposed on February 15, 2015 at the Cozy Point riding arena from 3:OOPM
to 8:OOPM and will consist of dinner, prizes, and various activities within the riding arena. The
Applicant has been granted a liquor permit for the event. Bartenders are from a local
establishment in Aspen and are TIPS trained. Identification will be checked and wristbands will
be administered for those over 21 years of age. Food will be provided by licensed caters.
Approximately 200-300 people are anticipated.
3. The Applicant has provided a Certificate of Insurance demonstrating adequate General Liability
coverage acceptable to the standards of the Risk Manager (and naming Pitkin County as an
Additional Insured).
4. This application was referred to the Sheriffs Office who has approved the event. The Aspen Fire
Protection District has been made aware of the event.
5. The Director finds that, to the extent applicable, the application complies with the standards in
Subsection 4-30-50(i) of the Land Use Code.
NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County
does hereby grant approval for the Wrangler Family Hoedown Special Event Permit subject to the following
conditions:
1. The Applicants shall adhere to all material representations made in, or in connection with, the
application.
2. No parking associated with the event shall occur on County Roads. Emergency access shall
remain open at all times.
3. Failure to comply with the conditions of approval may result in revocation of this permit.

DETAILS & DOCUMENTS:
Event Summary:
The event is a fimdraiser for the Early Childhood Center, a non-profit preschool located
in Woody Creek. We are expecting 100 families or 200-300 people at the event and it
will be staffed primarily by parents of the preschool. The event is open to the public.
Children (2-12) will be charged $20 and parents will be free. Child ticket price includes
activities, prizes, and a small dinner plate. Food and drinks will be available for purchase
by parents at the event. We will have a band (Tom Paxton & The Buffalo Joe Bluegrass
Band) and dance floor. Bounce houses by House of Bounce, archery, horseshoes, pony
rides, & facepainting.

Again, we are staffing the event with volunteer parents. Primary contacts are listed

As this is a fairly small event, we will not need or be using hand held radios of any kind.
The event will be confined to the indoor riding arena.
Any medical or emergeny needs that arise will be dealt with immediately by contacting
EMS directly. See our Medical plan for more details.
Our website will include updated information on the event and directions to Cozy Point.
This website will be listed in all advertising including posters, banners, facebook. Our

Security Plan:
This is a small family friendly event and additional security team or public law
enforcement will not be needed. Mr. Jason Gleason will be a point person for any
security issues that might arise and he can be reached at (970) 618-6595. He will be
present for the entire event.

Medical Plan:
EMS will be provided by dialing 911. The main entrance/parking area will be kept clear
to allow for medical personnel to enter the venue in the event of an emergency.

A first aid kit will be on site to deal with any minor issues. Medical personnel on site are

Safety Plan:
The event will take place in the indoor riding arena at Cozy Point. This event does NOT
pose risks to individual participants or to public safety. The event will take place
regardless of the weather. The riding arena will be heated and adequate lighting is in
place.
Four members of our staff will be available to deal with any emergencies that may arise.

There are exits at either end of the indoor riding arena as well as an additional exit
through the horse stalls. Please see arial view map attached to this application with exits
marked.
Trans portation/Traffic Plan:
Event set up will take place the morning of the event. Tables, chairs, portable toilets,
band equipement, catering supplies will all be delivered the day before or the morning of
the event. All of these vehicles will be gone before the event begins.
People are free to use public transportation but this is an event geared towards families
with younger children. Most families will drive to the event. We are not considering
shuttling or providing transportation for this small event at this time.

arena will be kept clear/marked off for those with disablilities and EMS.
Parking Plan:
There are two parking areas immediately adjacent to the indoor riding arena. These will
be available to the public for parking. We will have volunteers in the parking lots to
assist and direct people into parking places.
We have agreement from Monroe Summers, Manager of Cozy Point Ranch to use the
areas and he and his staff will provide plowing. We are expecting approximately 100
cars and there is adequate space. There is outdoor lighting on the riding arena and the
arena itself gives off quite a bit of fight when lights are on at night.

We will have 3 portable toilets and one portable ADA toilet. One handwashing station
will be next to the toilets and one handwashing station will also be located near the food.
Monroe Summers at Cozy Point will be providing all our trash removal as part of our
contract with him and the ranch We will have 10 trash stations located throughout the
venue. Eash station will have one container for trash and one for recycling. Near the
food we will provide additional containers for compost.
Alcohol Mitigation Plan:
Yes alcohol will be sold/distributed at our event. The bar area will be in a designated -
fenced area. Alcohol will be available from 3:00pm-6:45pm All persons wanting to
purchase alcohol will have their IDs checked upon entrance at the venue and be given
an "over 21" wristband. To purchase a drink a wristband must be shown/visible.
Alcohol will be served by trained bartenders provided by Finbarr's Irish Pub. Bottled
water will be provided to those under 21. Juice, soda, and hot chocolate will be
available for purchase for those under 21 as well
This will be a NON SMOKING event.
A parent volunteer/security person will be stationed at or near the bar area to deal with
any issues that may arrive. As this is a family friendly event we do not forsee any major
issues.

Accessibility Plan:
The entire venue is accesble to those with disabilities. All activities and events will be
held on ground level Parking spots directly in front of the venue will be marked off for
those with disabilities. We will provide an ADA portable toilet. Yes, there is outdoor
lighting.

Our application for a Special Event Liquor License has been submitted and we have our
hearing scheduled for January 22, 2014.
