Whereas, Pitkin County wishes to protect the environment through the education of its community, diversion of recoverable materials, and proper waste management. 2. Whereas, Pilkin County wishes to set fees which are consistent and fair to the public, and which reflect the expenses incurred in providing waste management services to the public. 3. Whereas, Pitkin County wishes to recover useable commodities from the waste stream and to exact fees that encourage the public to separate useable materials from the trash. 4. Whereas, Pitkin County wishes to set fees for retail sales ofcommoditics that reflect current market conditions in the local economy. All other waste delivered by CDOT, including waste tom routine cleanups will be charged at full price. Tipping fees for projects within the Smuggler Mountain Super Fund site, where owners of the property are also the resident, shall be equal to fees paid for similar non -contaminated soils for the first 450 tons. Tipping fees for soils in excess of 450 tons for projects where the owner is not the resident shall be charged for similar contaminated materials (Set by Resolution of the Pitkin County Commissions #080-2006). Tipping fees are completely waived in the following circumstances: • Pitkin County residents only, whose loads are at least 50% sorted recyclables • Traditional recyclables from residents. • All reusable items for use at the "Drop and Swap" as judged acceptable by the Solid Waste Center Gatekeeper. • Residential Solid Waste Credit, annual $100 credit for each Pitkin County household. • Aspen Village cleanup day one time annually. Value not to exceed $2,500 annually. Account Credits: Solid Waste from fire training exercises conducted by the Aspen, Snowmass Village and Basalt Fire Departments. The value of this credit is not to exceed $5000. All other situations will be reviewed on a case by case basis, and approvals must be obtained from the Pitkin County Solid Waste Manager in advance. The Solid Waste Manager has authority to set prices for outgoing commodities at market prices when available and set tipping fees for incoming materials within 10% of rates listed, with notification to the Board of County Commissioners by Memorandum of Interest.
