OFFICIAL TO EXEMPT THE ROARING FORK TRANSIT AUTHORITY'S (RF'1 A)
BUS RAPID TRANSIT STATION (BRT) SNOWMECT SYSTEM FEES
RISOL,UTION NO. eW-2014
RECITALS:
1. The Roaring Fork Transit Authority (RHA) is the owner and operator of the Bus
Rapid Transit Stations (BRT).
2. Pursuant to Title 11.32 of the Pitkin County Code, Section 501, Govcrm rental
Renewable Energy Mitigation Program (GREMP), the Board of County
Commissioners can authorize the Chief Building Official to exempt certain fees
assessed to a Public Entity when upon review and recommendation by the Chief
Building Official, areas associated with these buildings or structures that are
critical to pedestrian ingress, egress, or life safety may, at the discretion of the
Board of County Commissioner, be exempted from REMP payments for all or a
portion of the area snowmelted.
3. RFTA has demonstrated compliance with the guidelines set forth in the GREMP
code section.
h. RFTA is a taxpayer funded enterprise.
5. The Board of County Commissioners has determined that it is in the best interest
of the taxpayers of the valley, which utilize RFTA for mass transportation that the
snow melt system fees be exempted for the BRT stations due to the fact that snow
melt is necessary to protect the health and safety of the riders.
6. The Board of County Commissioners has determined that it is consistent with
how the City of Aspen addressed the fees at the Buttermilk Down Valley Station.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it authorizes the Chief Building Official to Exempt the
Roaring Fork Transit Authority bus rapid transit station snowmelt system fees for the
following BRT stations:
AABC Up Valley
AABC DOw7n Valley
Buttermilk Up Valley
Brush Creek
Basalt Up Valley
Basalt Down Valley
