WORK SESSION ITEM: Memos of Interest
1. Hickenlooper Thank-you letter, Chris Seldin-Approved with a minor edit.
2. Citizen Board Applicants Update— Lance Clark explained the membership identified in the current
Planning and Zoning Commission by-laws provides for not less than 3 and not more than 9 regular
members. Discussion ensued. The Board directed staffto move to appointing 9 regular members. Staff
will review the appointments of Alternates to ensure they wish regular appointments and that the
appointments are correct give the wording in the by-laws.

1. April 2 Joint Meeting with City will be cancelled and it was recommended it be moved to after the
City's election.
WORK SESSION ITEM: Open Discussion
1. Thank-you letter to Senator Bennett, Ellen Sassano —approved.
2. SB 213: School Finance Reform bill —The Board discussed the impact of the bill on Aspen School
District. The Board discussed there should be no loser districts in school funding. Staff will draft a
letter of support.
3. Phylis Mattice distributed an invitation to the Chapman film at the Wheeler on April 4.
4. Phylis briefed the Board on potential changes in 3"� floor office space.
5. Commissioner Child asked the function of EAG, staff responded it is the Employee Appreciation Group.
WORK SESSION ITEA1: Continuing Care Retirement Community (CCRC) Update- Kris Marsh and Anna
Gagne from Design Workshop. Kris described the process oFhow the 18 acre Stotts-Mill property became
identified for the program. A deposit was put on the property in May 2012 and funding has been kicked started
by a $4M private donation. The working team includes Design Workshop, CCY as the local architect, a
specialized CCRC architect in Denver, a financial consultant for CCRC in Denver and a geriatric medical
specialist. A Charette was held to gathcr information on the design for the facilities. Anna described the Town
of BasalYs land use review process the program will follow. She showed illustrations of the site and sketch
plans. The project includesl48 units: 78 independent living apartments and 18 1-story individual living
cottages, skilled nursing and assisted living facilities. A day care opportunity is also included in the site plans.
Kris explained a model being addressed to accommodate individuals coming from the affordable housing
progratns. She stated the validity of the program's financial models is being reviewed by the Town of Basalt.
Anna stated monthly rates are currently not able to be published. The review from the Town is anticipated to be
completed in October 2013. Commissioner Child commented the County may be a potential partner in
providing employee housing. Commissioner Itmer inquired to the phasing plan and commitment to the locals.
Kris responded that the program is very committed to the community. Anna provided an illustration of the
planned phase 1 and 2 development. Commissioner Richards explained the probable restrictions of the
County's housing funds. Traffic plans were discussed. Commissioner Ittner asked if a packet of information
could be provided for future reFerence. Kris and Anna will prepare and provide information along with referral
cards.
