WORK SESSION ITEM: Landfill Programs Update and Recycling Discussion, Cathy Hall & Brian Pettet.
Brian gave an oveiview of programs at the landfilL The focus of today's meeting is to discuss the co-mingled
waste program at the landfill. Rob asked how success is measured. Brian replied that historically it has been
measured by diversion of waste stream from the landfill.
1. Diversion rate/extend the life of the landfill
2. Total material recycled. .
3. Impact on the environment (fossil fuel consumption)
4. Reasonable cost to the consumers
5. Lowest subsidy possible
6. Continued community engagement in recycling
7. Regionalism—better par[nership with Eagle? '
STAFF DIRECTION: The Board would like more information on market trends, and a matrix of options for
consideration.
WORK SESSION ITEM: Grand Avenue Bridge Project, Brian Pettet & Tom Newland. Joe Elson from
CDOT presented the recommendations for replacement of the Grand Avenue Bridge in Glenwood Springs. The
main issue includes nanow lane width, vertical clearance over I70, load capacity, and age(63 years)'causing
some fatigue issues. Tom Newland presented the proposed bridge structure. The NEPA process and design
work is projected to go to the end of 2014. Project construction is projected to be between 2015 - 2016.

STAFF DIRECTION:
1. Jon Peacock stated Lake County would like to meet in Twin Lakes on Sept. 3`d at 1:00 PM. Gunnison
Co. would like the meeting on a Tuesday and possible dates are 7/2, 8/20 and 9/24. The Board
identified 9/24 as a preference to provide to Gunnison.
2. Jon Peacock described the process and timing for rules being issued on recreational marijuana.
3. Commissioner Ittner asked about WeCycle budget request and follow-up time for housing fees. Jon
responded.
4. Commissioner Richards requested a meeting or dialog with the school Board regarding the school ballot
measure which will be on the November ballot.
5. The board questions how many abatement hearings were scheduled for June 18`h and how much time is
needed for these hearings.
6. Commissioner Richards stated she will be able to attend the meeting on July 24.

WORK SESSION ITEM: Open Discussion
STAFF DIRECTION:
1. Commissioner Child commented on the Wheeler ditch getting water to add flow to the Roaring Fork
later in the summer.
2. Commissioner Child described an issue raised at the Frying Pan Caucus meeting held last evening
regarding access to Miller Creek Rd.
3. Commissioner Richards reported on the Interfacing Compact Committee held last week regarding
completing a statewide water plan and described the process.
