Cindy gave an overview of the meeting, introducing Nancy Lesley from the City of Aspen and Michael Kramer from Pitkin County Community Development. The purpose of the meeting is to discuss the proposed routes, provide an overview of the special events permit process for the bike race, and identify trigger points, meaning event parameters that would trigger coming back to the Board. Cindy provided an overview of the review process for the race. Discussion ensued. Nancy Lesley was invited to present the proposed routes. The City has elected to propose the same first day start route as last year, with exception of adding a section on the final lap to increase the hill climb. George asked if the hill climb component could be accommodated at the top of Snowmass. The City of Aspen will follow up. WORK SESSION ITEM: Memos of Interest (None) WORK SESSION ITEM: Future Agendas/Agenda Requests/Monthly Calendars STAFF DIRECTION: 1. The Board discussed scheduling a presentation from Youth Zone regarding marijuana licensing. It had been tentatively scheduled for February 4 but will be rescheduled. Encouraging a larger group for presentation was recommended. 2. Jon Peacock proposed the Board Retreat dates as March 25 with 1/2 day session either 26 or 27. Commissioner Owsley commented that those dates are spring break. The Board also identified April 1 and 2 as potential dates. Jon asked the Board to hold both dates when he works on plans for the Retreat. 3. Commissioner Ittner discussed consulting with John Ely regarding the emergency ordinance for marijuana being scheduled. 4. Commissioner Newman commented on order of land use consent public hearing items for February 12. 5. Commissioner Richards announced the 1177 group will be meeting every 2 weeks. Next meeting is Feb 10, noon to 3:00 pm. WORK SESSION ITEM: Open Discussion 1. Jon said Community Survey results should be getting back early March. 2. Jon sought the Board's feedback on Pitkin County being a host agency for ICMA exchange fellows. If chosen it would be in October or May and we would be eligible for a staff person being a reciprocal exchange fellow. Commissioner Ittner requested to know of any budgetary impact. The Board directed the County to submit a letter of interest to be signed by the Chair. 3. Commissioner Child announced the NaCO issues being surveyed requiring each Board member to vote. Ballots are due February 7. 4. Jon reported PILT funding is included in the Farm Bill at full funding for one year. Richards commented on Senators Udall and Bennett support on the issue. 5. Richards announced she was elected as Vice Chair of the Public Lands Committee. 1 6. Jon briefed the Board on the status of the Independence Pass bill that was passed out of the Transportation Committee. The bill now goes to Appropriations, then to the Senate Transportation Committee then to a vote of the Legislature. The board interviewed David Harris for a position with the Open Space and Trails Board.
