GRAND TRAVERSE,OF AN ADMINISTRATIVE DECISION WITH REGARD TO
GROOMING RICHMOND RIDGE ROAD IN THE RURAL AND REMOTE ZONE DISTRICT

RECITALS
1. Bob Wojtalik("Applicant')has applied to the Board of County Commissioners of Pitkin County,
Colorado(`BOCC")to appeal staffs determination that grooming of Richmond Ridge Road is prohibited
in the Rural and Remote Zone District.
2. The Elk Mountain Grand Traverse race is to take place on March 29&30,2002(alternative date
March 301°&31')from Crested Butte to Aspen.
3. Staffs determination that grooming of Richmond Ridge Road is prohibitedbased on the language
in section 3-40-115(D)(1)of the Land Use Code which states that "winter maintenance of roadways and
driveways, except for access to residential development sites approved prior to January 2, 1996, which have
been historically and continually served by privately winter maintained driveways and roadways. "
4. The BOCC heard this request at a regular meeting on March 27,2002, at which time evidence
and testimony was presented with respect to the application.
5. The BOCC finds that the grooming of Richmond Ridge Road for the Elk Mountain Grand Traverse
shall be allowed for safety of race personnel and participants,evacuation of injured parties,and transport of
medical and essential course equipment.
NOW,THEREFORE,BE IT RESOLVED by the BOCC that it hereby approves the 2002 Elk
Mountain Grand Traverse Appeal of an Administrative Decision regarding grooming Richmond Ridge
Road for the purpose of the race.
1. The Applicant shall adhere to all material representations made in the application and during the
meeting..
2. The Applicant shall submit to the Community Development Department photographs of the areas
to be groomed prior to grooming and after.
3. Approval to groom Richmond Ridge Road is granted until March 31,2002.
