AGENDA ITEM TITLE: Resolution re-appointing Thomas S. Dunlop as the Pitkin
County Environmental Public Health Advocate

ISSUE STATEMENT: Appoint Thomas S. Dunlop to continue to represent Pitkin
County as the Environmental Public Health Advocate.
BACKGROUND: Thomas S. Dunlop was initially appointed in May of 2002 by the Board of
County Commissioners to the role of Public Health Advocate (with a five year term), and
was reappointed in May of 2007 (with a two year term). In July 2009 he was reappointed
(with a one year term) to the role of Environmental Public Health Advocate and reappointed
in July of 2010 (three year term) and 2013 (one year term). Tom initially requested this
appointment after he retired as Director of Environmental Health to allow his continued
participation in national discussions of federal policies and programs related to public
health, including environmental health. Tom's primary responsibility in this role has involved
representing the needs of Pitkin County and other small, rural counties in national public
and environmental health policy and funding initiatives. Tom has continued to present an
outline of his activities as the Environmental Public Health Advocate at the Board of
Health's quarterly updates.

KEY DISCUSSION ITEMS: At the June 23, 2013 regular meeting the BOCC agreed to re-
appoint Thomas S. Dunlop to the role of Environmental Public Health Advocate for one
year. In the past year Tom has been an asset to the public health team. He has participated
in a number of national initiatives and continues to thoughtfully and consistently represent
small, rural counties on that level. He is also continuing to manage the Smuggler Superfund
site for Pitkin County. He has been a resource on the history of and reasoning behind
several of Pitkin County's Environmental Health Regulations, is a resource to staff on state
and national environmental public health programs and issues and is generally available to
help with questions from staff. We recommend a re-appointment to this role for three years
so that we can continue to benefit from Tom's experience and expertise in local and
national Environmental Public Health issues.
BUDGETARY IMPACT: None
RECOMMENDED BOCC ACTION: Appoint Thomas S. Dunlop as the Pitkin County
Environmental Public Health Advocate for a 3 year term.

A RESOLUTON BY THE PITKIN COUNTY BOARD OF COUNTY COMMISSIONERS
APPOINTING TOM DUNLOP AS THE ENVIRONMENTAL PUBLIC HEALTH
ADVOCATE
RESOLUTION NUMBER: -2014
WHEREAS, Pitkin County is known nationally as a progressive county that
supports environmental and public health causes; and,
WHEREAS, There is a need for rural county representation on national
environmental public health policy and funding committees; and,
WHEREAS, Thomas S. Dunlop has successfully represented Pitkin County
on many federal committees during his tenure as Environmental Public Health
Advocate from May, 2002 to the present; and,
WHEREAS, Pitkin County wishes to continue a qualified presence on the
national level in order to stay active in federal environmental public health
policy initiatives; and,
WHEREAS, Thomas S. Dunlop wishes to represent small rural health needs
and issues on national environmental public health policy committees as a
volunteer but cannot do so without a formal relationship to a local
government; and,
NOW THEREFORE BE IT RESOLVED by the Pitkin County Board of County
Commissioners:
1. Thomas S. Dunlop is appointed as the Pitkin County Environmental
Public Health Advocate fora term of three years.
2. Thomas S. Dunlop will report his activities to and look for direction from
the Pitkin County Environmental Health Manager in order to align
organizational foci and workloads.
3. Thomas S. Dunlop will attend quarterly meetings with Pitkin County
Environmental Health staff in order to share with and coach staff about
issues of national policy and program development, as well as to help
him gather feedback about the challenges of meeting national
environmental public health policy and program standards in a rural
community.
4. Thomas S. Dunlop will participate i n national environmental public
health policy committees to represent the issues and needs of small
rural counties.
