Thanks, Austin Austin Weiss Trails Manager, City of Aspen 970- 429 -2023 From: Susan Pearson Sent: Friday, July 20, 2012 4:39 PM To: Austin Weiss Subject: Hunter Creek Trail Extension Hi Austin, I thought I had better get started on your review and I did see a couple things you can start working on The bridge needs stamped drawings — and the drawings you gave me say "Bid Set" they can't say that and must be wet stamped by an engineer. They should arrive today and I will get them to you ASAP. It looks to me that the bridge spans the creek bed — I need proof that it spans the creek bed and that you are not doing any work in a wetland area or a floodplain The bridge drawing from the engineers illustrates the creek bed and shows that the bridge does indeed span the creek bed. Are you de- watering anything for this work? No. Are you disturbing more than an acre in total for the project — in which case you will need a SWMP through the state. No. The disturbed area is calculated to be 38,100 Sq. Ft. which is .89 acres. There is nothing that speaks to revegetation — I need an 11x17 that shows me you will be seeding the disturbed access and staging areas for the building of the trail - with one of our approved mixes — or something native. Revegetation map is attached to go along with the revegetation protocols that I submitted with the permit application. I will send over 2 hard copies along with the stamped bridge drawings. Ron Baar and I met with you on multiple occasions on the property to view and approve some very minor deviations from the platted trail alignment. At the last on -site meeting you asked if it is acceptable with the property owners that you and your construction crew temporarily use an obvious "bench" that is adjacent to and slightly north of the trail for construction staging. We agreed this is acceptable. Any right to use the "bench" is subject to: (1) the City adding all of the owners of Parcel 5, Rubey Subdivision to the City's liability insurance policy prior to any work starting (I can provide you names and addresses), and (2) the City's agreement to complete the restoration plan for the property, including restoration of any disturbance of the bench. Also, any right to use the bench will cease on completion of initial construction this fall and any future construction or repair activities will need to be performed from within the easement area unless permission is granted in the future for the use of land outside of the trail easement. Work will include: • Installation of silt fence, straw bales or COIR rolls /waddles for erosion control • Clear and grubbing trail corridor • Grading and earthwork • Construction of boulder retaining walls with onsite boulders • Import of structural fill • Placement of crusher fines • Construction of bridge abutments • Placement and assembly of 6' wide pedestrian bridge • Construction of 2' high pedestrian crosswalk on Red Mountain Road 2.0 PUBLIC NOTIFICATION PLAN All construction activity that has potential impacts to the public will communicated via Public Service Announcements, Press Releases and Newspaper ads. The following is the seeding protocol to be used on the project: Soil Prep: • Top soil should be good clean organic soil (free of weeds and rocks) • Minimum top soil requirements is 6" in depth Seeding Procedure: • Hand broadcast (spread seed be hand) • Rake seed into top soil no more than %to %" deep (soil seed contact is critical for growth) • Cover area with weed free straw (holds moisture and protects seed) • Utilize a wood fiber mulch tackifier to retain straw, moisture, and seed • Irrigate for a period of two years or until established (don't let soil dry completely but do not create pooling of water) Weed Management: • All mulching materials and seed mixes should be certified weed free. All disturbed areas during and after construction shall be maintained free of weeds. This will enable the desired vegetation to thrive without the crowding out tendencies of aggressive undesirables. Once seeding becomes established, weed control must continue, though the need should diminish over the years. Dispatch must be notified (920 -5310) when road is one lane and again after road is open to two lanes. 2. Emergency personnel must be able contact traffic control via cell phone at all times while lane closure is in operation. 3.
