AGENDA ITEM TITLE: Resolution of the Board of County Commissioners authorizing the
filing of a new Passenger Facility Charge Application to be filed with the Federal Aviation
Administration (FAA)

ISSUE STATEMENT:
Airport staff will be present to discuss the filing of a new Passenger Facility Charge Application
#9 with the Federal Aviation Administration for upcoming capital improvement projects at the
Aspen/Pitkin County Airport.
BACKGROUND:
A Passenger Facility Charge (PFC) is authorized by Federal Law and is a user fee is imposed
only on eligible enplaned passengers utilizing Airports. Upon approval by the FAA, this fee may
be imposed and used by an Airport to fund eligible capital improvement projects at the Airport.
As the governing body of the sponsor of the Aspen/Pitkin County Airport, the Pitkin County
Board of County Commissions must authorize the submission of a PFC application.
The Aspen/Pitkin County Airport has been utilizing Passenger Facility Charges as a part of its
financial plan for its capital improvement projects since 1993. To date, the FAA has authorized
the Airport to impose and use $13,799,054 of Passenger Facility Charges through eight
applications.
Passenger Facility Charge Application #9 will request an additional $3,155,000 of authority to
impose and use Passenger Facility Charges at the Airport. The projects included in this
application include:
• An Environmental Assessment study for the Airfield Geometry/Reconfiguration
• An Environmental Assessment study for the Terminal Area/Transit site and
Associated East Side Improvements
• Snow Removal Equipment including a blower, a plow and a broom
• PFC Application and Administration Fees
The Airport intends to request to continue to collect PFC's at the $4.50 level. Application #9
will extend the Airport's legal collection authority to collect PFCs through August 1, 2020.

LINK TO STRATEGIC PLAN:
Core Focus/Prosperous Economy: The Airport provides a key link to the economic health of
the Roaring Fork Valley, surrounding communities and the region. Utilizing Passenger Facility
Charges as a funding tool allows the Airport to achieve important capital improvement and
development projects. These projects contribute to the overall safety and security of the Airport
and its continued growth.
BUDGETARY IMPACT: The $3,155,000 of Passenger Facility Charges authorized to impose
and use in this PFC application will support over$11,480,000 of capital improvement projects at
the Airport. FAA funds in the amount of $8,325,000 are anticipated to fund 90% of the two
environmental assessment projects included in this application. The Passenger Facility Charges
will provide the County's required local match of 10% toward these projects. The Snow
Removal Equipment and PFC Application and Administration Costs will be funded 100% with
PFCs. By utilizing PFCs to fund these projects, rate and charges and other revenue generated at
the Airport may be used for other Airport needs.
RECOMMENDED BOCC ACTION:
Staff recommends approval of the attached Resolution at first reading and set for public hearing
and second reading on December 3, 2014

OF PITKIN COUNTY, COLORADO
AUTHORIZING THE FILING OF A NEW PASSENGER FACILITY CHARGE (PFC)
APPLICATION TO BE FILED WITH THE FEDERAL AVIATION
ADMINISTRATION (FAA)
RESOLUTION NO. 2014
1. Whereas, Pitkin County, a Colroado home-rule County, is the owner, sponsor and
operator of the Aspen/Pitkin County Airport(Sardy Field), located in the vicinity
of Aspen, Colorado, and has the authority to regulate commercial activities and to
lease and license space at the Airport, pursuant to inter alai, 1973 C.R.S. 41-4-101
et. Seq., 30-35-202, Title 10 of the Pitkin County Code, and Section 8.7.2 fo the
Pitkin County Home Charter; and
2. Whereas, Pitkin County owns, operates, maintains, and develops the Airport, in
part, with Federal grants, state funds, Passenger Facility Charges (PFC), and user
fees; and
3. Whereas, in April 2002 Pitkin County adopted a$4.50 PFC to accomplish
additional projects designed to enhance capacity, safety and development of the
Aspen/Pitkin County Airport.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that:
1. The Board of County Commissioners hereby designates the Assistant Aviation
Director—Administration as the authorized official to file a new application with
the Federal Aviation Administration(FAA) and upon FAA approval authorizes
the impostion of a PFC at the $4.50 level on each eligible passenger enplaned at
the Aspen/Pitkin County Airport; and
2. Revenues from the PFC at Aspen/Pitkin County Airport, shall be used in
accordance with the capital improvement program, and the assurances and
understandings contained in the application.
