AGREEMENT AMENDMENT
The Contractor Agreement (the "Agreement") dated October 18, 2001 between Pitkin
County (the "County") and ABSG Consulting Inc., 15600 San Pedro Avenue, San Antonio,
Texas 78232, (210) 495-5195 (the "Contractor"), is hereby amended as follows:
3. Contractor's Obligations: The scope of services on Exhibit A is amended to include
the additional services described Exhibit Al attached hereto.
5. Pa ment: Pitkin County agrees to pay, and the Contractor agrees to accept, in full
payment for the performance of the services referenced on Exhibit Al, the total price of
$13,950.00 for the performance of Contractor's obligations referenced therein. This payment
shall be allocated at a maximum price of$8,100.00 to complete Tasks 1-6 and a maximum of
$5,850.00 for the enhanced construction support referenced in Task 7 of Exhibit Al (this cost
includes site visit expenses and labor costs for all of the items described in Task 7).
In all other respects the Agreement is in full force and effect and remains unchanged by
this Amendment.

ABSG Consulting, Inc., (ABSG) has offered this additional proposal to provide detailed design
of window retrofits for the Pitkin County Airport as amendment to the Agreement dated October
18, 2001. The services described in this amendment will provide technical information for
securing bids to retrofit certain windows in the Pitkin County Airport Terminal to bring hazard
levels in compliance with current FAA guidelines and requirements for enhanced security.
The initial hazard assessment for blast threats ABSG performed pursuant to the Agreement
showed unacceptable hazards associated with potentially hazardous glass fragments caused by
potential explosions in the public parking areas. The hazardous fragments were primarily from
windows on the east (land) side and certain windows on the west (air) side as well. The initial
assessment also showed that timber columns provide marginally acceptable capacity for
resistance to blast loads. ABSG agrees to work with architect Gary Ross on resolving the timber
column issues.
I. Scope of Work
The initial analysis assessed glazing hazards and structural damage for the airport terminal
building based on the FAA mandated bomb threat at various standoff distances. This analysis
was one option available to meet FAA requirements for providing protection equivalent to
specified minimum standoff distances. The objective of the analysis was to determine if the
unrestricted parking (which includes the short-term parking, rental ready parking and a portion of
the long term parking areas), configuration presents hazards, which are not acceptable per FAA
guidelines. A second objective of the analysis was to develop a list of mitigation measures to
reduce personnel hazards from the specified explosion threat to acceptable levels in accordance
with FAA security criteria while maintaining maximum use of existing parking. ABSG will
confirm the current FAA security criteria in effect as of the date of this Amendment and will
provide copies of or specific FAA Guidance number of such FAA criteria.
The analysis showed that structural response to the predicted blast loads was adequate except for
timber columns supporting gluelam beams and engineered truss members in the baggage claim
and ticket lobby areas. To address the timber column capacity, the initial assessment
recommended analyzing the columns using more accurate, less conservative material properties
based on the installed components.
The initial assessment also showed high hazard glass fragment were possible for all of the
windows on the landside and for certain windows on the airside, including clearstory, calwal-
skylights above the x-ray machine between the Airport Terminal and Passenger Boarding Area.
Specifically this assessment is designed to determine the extent of structural damage and
personnel hazards to a postulated explosion based on the FAA specified threat. Blast loads will
be predicted followed by calculation of structural damage and glazing hazards for various
standoffs from the terminal building.
The scope of work will include selection of specific retrofit details and technical specification
along with construction support. The following sections describe our proposed scope of work

and schedule required to complete the detailed design
1. Retrofit Option Analysis
A number of options are available for reducing window glass hazards. These options include
daylight safety film, anchored safety film, and safety film with catch systems. Laminated glass
and polycarbonate are also potential materials; however, the predicted blast loads do not warrant
use of these more expensive materials for the threats analyzed.
In this task, we will analyze each potential mitigation method to determine the level of protection
provide and the feasibility of use for specific windows. A retrofit method will be selected for
each window based on the analysis results and review of constructibility.
2. Retrofit Option Design
Detailed design of the selected retrofit options will be prepared. This task will include evaluation
of existing window frames and potential anchorage methods. Safety film thickness will be
selected along with anchor type and spacing and ABSG will work with Gary Ross on this
specification. ABSG's design recommendation will incorporate suggestions regarding the initial
installation of film, followed later by an installation of catch systems. This analysis will include
specifications and retrofit options for both the temporary and long-term solution to this problem.
3. Column Analysis
As-built properties for timber columns will be determined to the extent possible through
discussion with the architect for the renovation. This information may be available from project
specifications or shop drawings. The information will be used to refine the capacity calculation,
which is expected to show that columns have sufficient strength to resist the applied vertical
loads from roof components. If the columns do not have sufficient strength, ABSG will address
the need for a column wrap to increase the compressive capacity.
4. Bid Documents
A 3SG will prepare a schedule of window upgrades for the facility. This schedule will include
window designation, dimensions, glazing configuration and retrofit information. Schematic
drawings of the terminal floor plan with window designations will be developed to aid in
application of the window schedule. Drawings of retrofit details will also be provided.
Technical specifications for window retrofits will be developed to convey configuration and
installation information to the contractor. It is anticipated that airport administration personnel
will incorporate the technical specification into a general specification package for potential
bidders. A construction cost estimate will also be prepared, reflecting local construction costs as
much as possible This estimate will be budgetary in nature due to variability in safety film
installation pricing.
5. Report
The blast assessment report will be revised to include the detailed retrofit information.
Assessment of conformance with FAA protection requirements will be listed by specific FAA
directive and applicable FAA written guidance, each of which will be provided by ABSG and
approved by the County. The report will state that recommended retrofits will comply with

current FAA protection requirements and Standards and Regulations as provided by ABSG and
approved by County.
6. Standard Construction Support
ABSG will provide phone support for the bid and construction phase of the project. This support
will include response to requests for information (RFIs) by the contractor and Pitkin County
staff. ABSG will provide additional sketches as required to address problem areas should they
arise. There is no limit on the number of times Pitkin County can request support as necessary to
answer contractor or County staff questions related to ABSG's proposed design. ABSG will also
review bids for technical compliance with the specifications. ABSG will provide specifications
and review of contractor submittals. It is understood that the inspection of the final installation
will be done by a local engineering firm selected by County. ABSG will assist County in
selection of a local inspection firm at no additional cost to Pitkin County
All work under this task will be conducted in ABSG's office and will not include travel to the
site. It is agreed that ABSG can attend any pre-bid conference via telephone.
7. Enhanced Construction Support
ABSG will provide additional support for the construction phase to facilitate bidding and
installation phases of the construction. Tasks include attendance at pre-bid meeting to review the
required construction tasks, conduct a walkthrough, conduct a walkthrough with contractors, and
answer questions. ABSG will, if requested, work with Pitkin County representatives to review
the negotiated terms of the construction contract. This task would include review of contractor
pricing and recommendation regarding appropriateness of proposed pricing.
Site inspection during construction will also be provided under this task. The purpose of the
inspection is to insure proper installation of safety film and associated anchorage and catch
system components. The timing of this inspection will be coordinated with the construction
progress. If ABSG makes the final construction inspection at the close of this project, there will
be no extra charge to Pitkin County. If ABSG must make a separate trip to Aspen for such
inspection, the parties agree to work to arrange for the most cost effective manner of arranging
for such trip and the Agreement will be further amended to reflect any price increase related
thereto.
II. Schedule
ABSG recognizes the urgency of completing the analysis to avoid impact on the Pitkin County
Airport due to the increased traffic associated with the upcoming ski season. ABSG will begin
work within 3 business days of County authorization of this Amendment. The schedule of
window upgrades will be prepared within 10 days of County authorization of this Amendment.
Drawings and specifications will be prepared within 15 days of County authorization of this
Amendment. The initial results summary will be prepared with 15 days of County authorization
of this Amendment. The draft report will be prepared within 2 week after submission of the
initial results summary. The final report will be delivered within 1 week of receipt of Airport
Authority and FAA review comments on the draft report.
III. Personnel

ABSG's project manager for this work will be Darrell Barker. Mr. Barker has over 18 years
experience in the design and analysis of structures subjected to blast loads. He is active in areas
of research and development for blast hazard mitigation as well as practical application of
mitigation methods. Mr. Barker serves on American Society of Civil Engineers and American
Concrete Institute committees developing guidelines for blast resistant design. In his
absence,Kim King will serve as ABSG's project manager. Kim King is a structural engineer
with 5 years experience in the field.
