AGENDA ITEM TITLE: 2nd Reading Formal Resolution: Recycling Agreement Between Town of
Snowmass Village and the Pitkin County Solid Waste Center

ISSUE STATEMENT:
Pitkin County Solid Waste Center (SWC) staff worked with the Town of Snowmass Village (TOSV) Public
Works Department to establish an IGA to reflect current recycling drop off and transfer services. The SWC
has been providing recycling drop-off and material transfer to the TOSV for over 15 years with no official
agreement. With the change in the recycling operations SWC and TOSV staff worked to secure a long term
agreement to allow both parties to continue a beneficial recycling partnership.
BACKGROUND:
The SWC will continue to serve as a transfer point, with no tonnage limits, for recyclable materials
generated and hauled by the TOSV. TOSV will continue to pay the tip fee for recycling as set by the
SWC and approved by the BOCC. The current rate for recyclables at the SWC is $25/ton (as of February
1, 2014) for single stream recycling.
The SWC has been providing TOSV with a $10,000 subsidy for their recycling collections. Both parties
have agreed to do away with the subsidy. However, the SWC will continue to subsidize TOSV as the
recycling tip fee does not fully cover the cost to transfer of materials to the Waste Management Material
Recovery Facility in Denver.
The agreement between TOSV and the SWC will be revisited and potentially renegotiated every five
years or in the event recycling at the SWC undergoes a significant change. A significant change can
include change in the tip fee, change in the contracted recycling hauling service or if recycling services
are terminated at the SWC.

KEY DISCUSSION ITEMS:
Does the BOCC find value in partnering with the TOSV to provide them with a convenient recycling
drop-off/transfer location?
BUDGETARY IMPACT:
The annual $10,000 recycling subsidy provided by the county to TOSV will be discontinued. The county
will continue to provide subsidy to TOSV for the transfer and hauling of the recyclable materials from the
SWC to Waste Management’s materials recovery facility in Denver, Colorado.
RECOMMENDED BOCC ACTION:
Approve the IGA and direct staff to continue working with TOSV to provide a location in which the
recycling can be dropped off and transferred to the Waste Management single stream processing facility
in Denver.

Recitals:
1. The Pitkin County Solid Waste Center (SWC) will serve as a transfer point, with
no tonnage limits, for recyclable materials generated and hauled by the Town of
Snowmass Village (TOSV).
2. TOSV will pay the disposal rate for recycling as set by the SWC and approved by
the BOCC. The current rate for recyclables at the SWC is $25/ton (as of February
1, 2014) for single stream recycling.
3. TOSV will be notified at least 60 days in advance of any proposed rate changes to
the single stream recycling drop off at the SWC.
4. The agreement between TOSV and the SWC will be revisited and potentially
renegotiated every five years, or in the event recycling at the SWC undergoes a
significant change. A significant change can include the change in our contracted
recycling hauling service, or if recycling services are terminated at the SWC.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that: Pitkin County shall allow the Town of Snowmass Village
to bring recyclable material, without volume limit, to the Solid Waste Center for transfer
to the Waste Management Single Stream Materials Recovery Facilty in Denver,
Colorado. The Town of Snowmass Village will contine to pay the advertised tipping fee
for recyclable materials.
