AUTHORIZING THE CITY OF ASPEN
PARKS AND OPEN SPACE RANGER TO
ENFORCE COUNTY OPEN SPACE & TRAIL LAWS
RESOLUTION
RECITALS
1. Title 12 of the Pitkin County Code sets forth rules regarding public use of
Pitkin County Open Space and Trails.
2. The Pitkin County Open Space Department has enjoyed a cooperative
working relationship with the Aspen Parks Department, which has culminated in the joint
acquisition of key open space property including the Hummingbird Load and the James
H. Smith North Star Open Space.
3. Trails owned and maintained by the Pitkin County Open Space
Department and those owned and maintained the City of Aspen Parks Department are
intertwined and, together form a continuous system which is a significant public resource
in the upper valley.
4. The City of Aspen has developed a successful ranger program over the
last several years to patrol its parks, open space and trails.
5. The Pitkin County Open Space Department and the Aspen Parks
Department are desirous of empowering the Aspen Parks and Open Space Ranger with
the authority to enforce Pitkin County use restrictions on jointly owned property and
within the overall trail system managed by both entities.
6. The Aspen Parks program has benefited from the acquisition expertise
provided by the Pitkin County Open Space Department, and is willing to assist on a trial
basis without charge to Pitkin County.
NOW THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners of Pitkin County, Colorado as follows:
1. The Board authorizes the Aspen Parks and Open Space Ranger to enforce public
use restrictions on County Open Space and Trails, more specifically found in sections
12.04.030-12.04.060, including Management Plans adopted thereunder, and section
12.04.100 of the Pitkin County Code. To this end, the Board specifically authorizes the
Aspen Parks and Open Space Ranger to issue penalty assessments in accordance with
procedures specified in section 12.04.100 of the Pitkin County Code.
