Septic permit approved per compliance with the engineer design and specifications dated November 21,1999. Any
changes must be approved by this department and the design engineer prior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. This department does not endorse any brand of products.
System designed for the caretaker unit includes a 1000 gallon tank and 24 Infiltrator Units (6x4) in a bed

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $55 per tour will be charged. The maximum fee is 51000. The basic fee of $330 is due at the bine
of application, The remaindw, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second. before
final approval of the ISDS permit.

This letter is to advise you the we have not been able to final the Individual Septic Disposal System
(ISDS) permit for the above stated residence/property.
It is of utmost importance for the Environmental Health Officer to final all ISDS permits once proper
installation and required inspections are complete. We cannot sign the Certificate of Occupancy for this
property without the "As Built" letter.
It is mandatory that this, office receive an "As Built" letter from the engineer who designed the system.
An "As Built" letter will confirm that they observed the installation of the system as designed. Any
changes to the system must be noted in the "As Built" letter or by a new set of plans.
This office must receive the "As Built" letter from the engineer no later th 15 2000.

Subject: Percolation Testing, Proposed Art Studio, 316 North Thomas Road,
South of Carbondale, Pitkin County, Colorado
Dear Mr. Meyers:
As requested, we have conducted percolation testing at the subject site to evaluate the
feasibility of an infiltration septic disposal system. The results of our work are
presented in this report. The work was done in accordance with our agreement for
Professional Services to you dated November 5, 1999.
A profile pit and three shallow backhoe pits were excavated on November 5, 1999. The
septic area is located to the southeast of the two proposed buildings as shown on Fig.
1. Percolation test holes (about 12 inches in diameter and 12 inches deep) had been dug
in the bottom of backhoe pits and soaked by the client one day prior to testing. The
soils exposed in the percolation test holes and profile pit consist of about 3 feet of
topsoil overlying silty gravel and cobbles with occasional boulders to the profile pit
depth of 8 feet.. No free water was encountered in the pits and the subsoils were
slightly moist to moist. The percolation holes appeared to be in topsoil. The holes
were deepened into the underlying gravels and re -soaked on November 7, 1999.
Percolation tests were performed in the percolation test holes on November 8, 1999 by
a representative of Hepworth-Pawlak Geotechnical, Inc. The percolation test results are
presented on Table I. The percolation test results indicate an infiltration rate between
13 and 36 minutes with an average of 23 minutes per inch. Based on the subsurface
conditions encountered and percolation test results, a conventional infiltration septic
disposal system appears feasible at the tested location.

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY,
COLORADO, GRANTING A MINOR AMENDMENT TO A BUILDING ENVELOPE AND
SPECIAL REVIEW APPROVAL OF A DETACHED CARETAKER DWELLING UNIT AND
MINOR BUILDING ENVELOPE EXPANSION ON THE MYERS PROPERTY

RECITALS
I. Bill Myers, lherea@er "applicant " has applied to the Board of County Commissioners of Pitkin
County, Colorado, hereafter, "Board," for a special review approval of detached caretaker dwelling
unit and a minor building envelope expansion.
2. The Property, described in Exhibit A, is located at 3 16 N. Thomas Rd.
3. The lot is 37 acres and zoned RS -30.
4. The Board heard this application at a public hearing on August 25, 1999 at which time evidence and
testimony were presented with respect to the application.
5. The Board finds that the application complies with the applicable Code Sections.
NOW, THEREFORE, BE IT RESOLVED by the Board that it does hereby grant approval of the
Myers detached caretaker dwelling unit and minor building envelope expansion subject to the following
conditions which shall run with the land and be binding on all successor in interest:
1. The applicant shall adhere to all material representations made during the application process.
2. A caretaker dwelling unit deed restriction shall be recorded with the Housing Office prior to issuance
of a building permit for the CDU. The applicant shall comply with all Housing Authority guidelines
for CDUs. Floor plans of the proposed unit calculating the net livable square footage shall be
submitted to and approved by the Housing Office prior to building permit approval.
3. There shall be one off-street parking space on the property for each bedroom in the CDU.
4. Prior to issuance of any building permits the applicant shall obtain approval of an ISDS permit from
the Environmental Health Department. The septic system must comply with all minimum horizontal
setback requirements between its components and physical features. A qualified professional
engineer must design the system. The septic system shall be located within the building envelope.
5. No building permits for residential use shall be submitted until the intersection of Highway 133 and
Thomas Road has been improved to ensure the safety of the traveling public to the satisfaction of the
Colorado Department of Transportation (CDOT) and the County Engineer. If the owners of the
property illegally construct the caretaker unit, the use will be revoked and no longer allowed on the
property.
6. Prior to the submittal of building permits, the Applicant shall be in compliance with Resolution PZ
91-33 and BOCC Resolution 91-83.

7. The Applicant shall comply with the following wildfire mitigation conditions with regard to
development in the lower building envelope (the "barn envelope"):
A. Applicant shall establish and maintain a ten foot perimeter around all structures in the barn
envelope where vegetation is no taller than six inches. Woody vegetation shall not be
planted nor shall flammable material be stored within this perimeter.
B. A ten foot spacing shall be maintained between the outside edges of the crowns of all trees
(including future landscaping) for a thirty foot perimeter around the caretaker
unit/agricultural structure buildings complex.
C. Roots shall have a Class A, non-combustible roof system. Flat roofs (up to a 4:12 pitch)
and wood shake shingles shall be prohibited.
D. Vents shall be screened with corrosive resistant wire mesh with mesh 'A inch maximum.
E. All development associated with the proposed affordable housing unit shall ineet all code
requirements of the Carbondale and Rural Fire Protection District.
F. The proposed pond shall be accessible to Fire Department Vehicles in the event of a wildfire.
G. Roofs and gutters shall be kept clear of debris.
H. Yards shall be kept clear of all litter, slash, and flammable debris.
L All flammable materials shall be stored on a parallel contour a minimum of 15' from any
structures.
J. Firewood shall be stacked on a parallel contour a minimum of 15 feet away from any
structure.
K. Propane tanks shall be installed according to NFPA 48 standards and on a contour away from
the structure with standard defensible space vegetation mitigation around any above-
ground tank. Any wood enclosures around the tank shall be constructed with materials
approved for 2 hour fire -resistive construction on the exterior side of the walls.
L. Fences shall be kept clear of brush and debris.
M. Wood fences shall not be connected to the structure.
N. Fuel tanks shall be installed underground with an approved container.
O. Each structure shall have a minimum of one 10 Ib. ABC fire extinguisher.
P. Addresses shall be clearly marked and visible with minimum 2" non-combustible letters and
shall be clearly visible at the primary point of access from the public or common access
road and installed on a non-combustible post.
Q. Any outbuildings or additional buildings shall adhere to the same standards as structures.
8. No development, including grading, landscaping, vegetation removal or disturbance, and septic
system shall occur outside of the approved access and building envelope except as may be necessary
to implement the wildfire mitigation measures required elsewhere in this approval.
9. The Applicant shall adhere to all material representations made in the application and public
meetings.
10. The vested rights established pursuant to this approval shall expire on August 25, 2002.
