Bob Wade (hereafter, the "Applicant') has applied to the Director for approval of a Special Event Permit for the 2015 Ski for the Pass. The event will consist of a Nordic ski race on Hwy 82 from the winter closure gate to the Lincoln Creek Road intersection. The race will be held on February 22"d 2015, from 10:00 AM to 2:00 PM. This application was referred to the Sheriff's Office who has approved the race and event. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. The event is open to the public who can register for the event at Ute Mountaineer or on- line. Registration fee is $15.00/participant. There will be no knit to the number of participants since we expect fir fewer than the venue can accommodate. No training is necessary for the volunteers since the event is a simple one-way race uphill and because most of the volunteers have experience at this or similar events. What little training may be required will take place prior to the event at the Start Line. There will be no amplified music. Site Plan (and maps): There will be no significant infrastructure associated with the event. Temporary and portable trash containers and porta-potties will be provided as will 'pop-up' tents at the Start and Finish Line. These will all be removed the day of the event. Since there is no auto traffic on the road at this time, there will be no need for traffic control. Parking will be at the winter gate area, which will be ample. Course personnel will be equipped with walkie-talkies to stay in com nimication and for any potential emergencies. There will be no food or drink vending although hot drinks will be supplied to participants. Security will not be necessary. A Google Earth photo of the race route is attached. Radio frequencies will be assigned on-site and will be used for emergencies only. Attendees and the public will be notified of conditions and other relevant information through local newspapers, twitter, Facebook and e-mail No informational signage at the event is anticipated due to the small number of participants and the simplicity of the course and event. Security Plan: No security or law enforcement involvement is anticipated. The small and brief nature of the event indicates that there will be no security issues. Medical Plan: There will be one aid station at the midway point of the race (Weller Lake Trailhead, Mile Marker 49). The person manning the aid station (identity not yet determined) will have a radio with access to emergency aid. We do not anticipate any medical emergencies due to the small number of participants and the brief duration of the event. Two snowmobiles will be available in case of any need for emergency evacuation. Safety Plan: This event does not pose risk to the participants or the public. The secluded nature of the site and the absence of any other traffic or facilities reduces public hazard to zero. Since the course is limited to the Highway 82 platform and adjacent developed areas (ie. Winter Gate, Weller Trailhead, Lincoln Creek Road tumoft), there will be no impact on the environment. As noted above, the Finish Line, Start Line and midway aid station will be equipped with emergency radios for communication along the course and with emergency responders. Trans portation/Traffic Plan: All participants are responsible for their own transportation to the event site. Due to the small number of participants and the availability of parking near the Start Line, we anticipate that participants will drive themselves or car pool and park near the Winter Gate. Since the road is closed to auto traffic, there will be no conflicts with other users due to this arrangement. There will be no other impacts on private or public roads or streets. Parking Plan: See above. Sanitation/Recycling Plan: A single portable restroom will be made available at the Start Line. There is no way to transport a porta-potty above the Winter Gate. Hot drinks and water will be available at the Start Line and at the Finish Line and water and energy drinks will be available a the Weller Aid Station. Those three locations will be equipped with temporary trash boxes and liners and all trash (mostly consisting of paper cups) will be carred out and disposed of properly after the event. Alcohol Mitigation Plan: No alcohol will be available at the event. Accessibility Plan: The event will be frilly accessible to any disabled person. Alcohol Permit & License: N/A Food Permit: As noted above, warm drinks (hot water with instant tea or hot chocolate additives) will be available at the Start and Finish Lines. Cold liquids (water, 'Gatorade' or similar energy drink) will be available at the Start and Finish lines and at the Weller Aid Station. No other food will be provided. Notice to the public will be made through newspaper and radio announcements and posters. The remote location of the event and its non -motorized, and inherently quiet nature reduces the possibility of any impact. The only noise produced from the event will be that of snowmobiles, which use the area regularly during the winter season, and possibly a gas generator to keep liquids warm References: The Independence Pass Foundation has organized and supervised the Ride for the Pass in this location since 1994. The Ute Mountaineer and the City of Aspen have organized and supervised the 'Aspen Cup' series of cross-country ski races for many years.
