Christina Marie King (hereafter, the "Applicant") has applied to the Director for approval of a Special Event Permit for a hiking fund raiser on August 23`d, 2014. The event is a fundraiser for the organization "Aspen Strong". The event will be staged at Herron Park and will enter the County at the Smuggler Mountain Trailhead where participants will hike up Smuggler Mountain Road to the viewing platform and return on the same route. The hike will begin at approximately 8:30AM and finish approximately 11:00. The Applicant states that the event will be capped at 350 participants but approximately 35-60 participants are expected. 3. The Communications Department and Sheriffs Office were both referred on the application. The Open Space and Trails Department has issued a permit for the event. 4. The Applicant has furnished a certificate of liability insurance naming Pitkin County as an additionally insured satisfactory to the normal requirements of the Risk Manager. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES a Special Event Permit for Aspen Strong subject to the Applicant's compliance with each of the following conditions: 1. The event will be a hike from the Park to Smuggler Mountain Trail The amount of people is approximately 100-200 people including participants, stat community representatives and volunteer services. Independent contractors will include MRI - waste disposal company. The event will be open to the public and participants will be asked to pay $25 for an entry fee with potential to raise further funds for the beneficiary. The number ofparticipants has not been capped at 350. 3 9'CP P4(Lr7e-iP9.4T5 No advanced training is needed for volunteers, but someone from Liz O'ConnelFs staff will be on-site August 23rd to instruct volunteers at 7:30am Music will be held at the event - this is yet to be determined and will be ran through the city personel when finalized. Ele me nts . jpg Site Plan (and maps): Boundaries: We are currently requesting approval of the streets to use to access Smuggler from Herron Park. Volunteers will be stationed throughout the route with yellow vests and signage to assure safety. Street blockage will not be needed. Site Improvements: tables and chairs for community representatives will be used. Food will be donated and set up on tables. A stage area will be set up with a speakers. Site map is being sent to Kristin Kenny for approval Security: Dr. Kim Levine will be the medical staffon site. She will have a first aid kit available. Aspen Fire Captain Kevin Smiddy will be the first responder on site for the hike. Currently we are checking with Jim Richardson to assure whether we need to hire responders to be present that day. the first aid station will be located at the end of the bottom of smuggler mountain. Transit: the bus will be strongly encouraged. Sanitation: MRI waste services will be utilized for waste, compost, toilets. No alcohol Food services will be donated. Placement will be determined on the site map. Volunteers will be utilized at entrances. Medical Plan: Dr. Kim Levine is the medical staff who will be present on site. Her services will be voluntary. She will be stationed at the bottom on Smuggler Mountain with a first aid kit. When the hike is cleared she will then be stationed at Herron Parrk. Kevin Smiddy will be the voluntary first responder on site with a radio to signal for help. Currently we are checking with Jim Richardson to assure that paid services for first responders are or are not needed. Safety Plan: Procedure for detecting and responding to emergencies. Requests for assistance procedures. Dispatch/conimunications for your internal emergency response. Include this in your Communications Plan, Section 3. OUr site plan is being sent to Kristin Kenny for approval There will be a first aid kit with medical and first responder personal stationed at the bottom of smuggler mountain with a first aid kit and a radio for comnianication. While participants leave Herron Park and walk toward Smuggler Mountain they will be asked to walk in single file or two persons across when not on a paved side walk area. Volunteers will be dressed in yellow vests with signage to assure participants are fallowing to approved route (that is waiting on approval from the city currently, and will then notify the public transportation departments). The Aspen Strong foundation will have a coninumity letter sent out to the residents of this plan/event. This event will continue rain or shine. There are no grave risks to participants throughout the entire event. Trans portation/Traffic Plan: Walking and taking the bus will be strongly encouraged. Street parking is the other option. This information will be listed on the registration site. Parking Plan: Public parking is suggested - otherwise the bus is strongly recommended as there will be no private parking available. Sanitafron/Recycling Plan: MRI services will be utilized for the event. Volunteers will assist to comply with all ZGreen regulations who will be trained by staff of Liz O'Connell Portable restrooms will be utilized. Two will be put on site at the park. All utensils will be Zgreen approved. Alcohol Mitigation Plan: N/A Accessibility Plan: Yes there will be a clear path to attend the event. Particpants are requested.and strongly recommended to use the bus system Upon registration, participants will be asked if they need special accomodations to attend the picnic or ae if they wish - ASpen Strong will work to accomodate these particants.
