Changes must be approved by this Department and the engineer prior to construction. This permit is for the repair/replacement of a failed OWTS. The new system shall consist of a minimum 1,000 -gallon 2 - compartment septic tank with an effluent filter installed in the second compartment. Effluent will flow, via gravity to a soil treatment area with a minimum of 40 quick -4 chambers in a bed configuration or 36 quick -4 chambers in a bed configuration. The tank shall be a minimum of 5 feet to any occupied structure, 50 feet to any unlined irrigation ditch (10 feet if the irrigation ditch is lined). The soil treatment area shall be a minimum of 50 feet to any unlined irrigation ditch, 10 feet to the property line, and 100 feet to any well. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built' letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 -hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturers recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. The property is located outside of Basalt, in an area where OWTSs are necessary. The legal description of the property is Lot 14, Double K Ranches Subdivision. SITE CONDITIONS A 2 -bedroom, single-family residence presently exists and is utilizing an existing OWTS. The existing OWTS consists of a metal tank and a pipe and gravel absorption area. The system is no longer functional and in need of replacement. The subdivision is served by a public water system. There is a ditch that runs through the property and a minimum 50 -foot setback must be maintained from the proposed absorption area unless the ditch is lined or placed in a culvert. A waterline runs on the east side of Horseshoe Drive. A minimum 25 -foot setback must be maintained from the waterline to the proposed absorption area. SUBSURFACE The subsurface was investigated on September 16, 2014 by digging two 8 -foot deep profile pits. A visual and tactile evaluation was conducted on the soil approximately 2-3 feet below grade in Test Pit 1. Materials encountered in Test Pit 1 (P1) consisted of dark brown topsoil to 2 -feet, underlain by medium brown, moist, sandy loam material that is granular in structure, moderate grade, and friable consistence to 3 -feet, underlain by medium brown, sandy loam with 2 to 4 -inch diameter cobbles to a maximum depth explored of 7 -foot 8 -inches. The materials encountered in the Test Pit 2 (P2) consisted of dark brown topsoil to 1 -foot, underlain by medium brown, moist, sandy loam material that is granular in structure, moderate grade, and friable consistence to 2.5 -feet, underlain by medium brown, sandy loam with 2 to 4 -inch diameter cobbles to a maximum depth explored of 8 -feet. Materials in this pit were similar to what was encountered in Test Pit 1. No groundwater or bedrock was encountered in either Test Pit.
