Pitkin County proposes to set fees for the Community Development Department that are consistent and fair to the public and reflect the expense incurred in providing such services to the public. 2. Certain fees currently charged for development review no longer reflect the cost of providing the necessary levels of such services. The policy of the Pitkin County Board of County Commissioners is that development shall pay, in full, the cost of development review in Pitkin County. The fees herein will not achieve that goal, but implementation of the new fee schedule will allow the County to move closer to the goal. 3. In 2015 a more comprehensive revision of the Community Development fee schedule will be reviewed by the Board of the County Commissioners. 4. Payments due to the County for obligations due to sales and tax are not regarded as fees and therefore not included in the Ordinance. The Ordinance does not reflect an encompassing fee schedule. 5. Planning, Zoning and Referral Agency fees shall be based on the attached fee schedule (Exhibit A). 2. Building permit fees shall be based on the attached fee schedule (Exhibit B). 3. Mechanical permit fees shall be based on the attached fee schedule (Exhibit Q. 4. Plumbing permit fees shall be based on the attached fee schedule (Exhibit D). 5. International Fuel Gas Code explained in Exhibit E. 6. National Electric Code permit fees explained in Exhibit F. 7. Contractor Licensing fees shall be based on the attached fee schedule (Exhibit G). (To avoid processing fees, we only accept checks drawn on US banks.) Fees charged for the processing of applications, which fall into more than one type of application, shall be cumulative. In the event that the fees that result from accumulation are found by the Community Development Director to be excessive in relation to the number of hours it is anticipated to require to process the application, the Community Development Department may waive or adjust the accumulation requirement. 2. Additional charges shall be billed on an hourly basis beyond the base fee only if the time exceeds the average by more than 20% in the processing of an application. 3. Additional charges shall be computed at the rate of three hundred and twelve dollars ($325) per hour of additional Community Development Department staff time required, including time of referral agents beyond the allocated hours for the referral review. 4. The Community Development Department shall identify, prior to or at the time of submission of a land use application, whether an application is to be referred to the Planning Engineer, Housing Office, Historic Preservation Officer, Environmental Health, Airport or RFTA. Additional charges will apply as shown below. Other agencies may require additional fees for review of land use applications, which fees must be paid separately. 5. An applicant may request that the BOCC waive fees for projects serving a public purpose, proposed by a non-profit organization, or in order to dispute the fee charged. 6. For projects constructed without proper land use approvals, land use application fees are doubled as a penalty. Ordinance No. April 24, 2015 B. Said plan review fee shall be 65% of the building permit fee. 3) Energy Code Fees Energy code review fees are based on the building permit fee and equal 10% of the total building permit fee, with a minimum charge of $30.00. 4) Fire Sprinkler Fees Fire sprinkler fees are based on the valuation of the fire sprinkler system and calculated according to the currently adopted Fire Code Fee schedule policy for each jurisdiction. For fire jurisdictions without an adopted code fee schedule, the Fire Sprinkler Permit fee is the total of the permit fee (calculated on valuation of system using table I -A) and the pan check fees (65% of permit fee). 5) Party Tent Permit Fee $150 Flat Fee. Note: Permit applications must be submitted 3 days prior to event date or double fee will be charged. 6) Red Tag Fees For work performed without required permits, building permit fees are doubled as a penalty. Pitkin Comity processes all BEST card testing and the City of Aspen processes contractor licensing. The BEST card testing fees are listed below.
