ENVELOPE AND SITE PLAN REVIEW

RECITALS
1. Jennifer and Peter Voorhees (hereafter referred to as "Applicant') have applied to the Community
Development Director of Pitkin County ("Director") for Activity Envelope and Site Plan approval
for construction of single family residence and a detached outbuilding on a vacant lot.
2. The subject Lot is legally described as Block 3, Lot 7, Filing 2 of the BOCC approved Little Elk Creek
Subdivision. PID#: 264504201016. The lot is located within the AR -2 zone district.
3. No previous land use decisions apply to the property. The Applicant was issued a Notice of Violation
for removal of wetland habitat on the subject Lot. The Applicant submitted a detailed wetlands report
that states that the cause ofthe existence ofthe wetlands is due to the breach ofthe Borum White Ditch,
which exists on the property, and significant irrigation upslope of the property.
4. The application was referred to the Basalt and Rural Fire Protection District and Little Elk Creek FICA.
No comments were received.
5. The public notice was mailed on May 18"', 2015 to the property owners within 300' of the subject
parcel. No objections were received within 30 days. Public notice was published in the paper on
May 21'% 2015.
6. The Director finds that the parcel: (1) is not mapped within any big game ranges; (2) is mapped
within a low wildfire hazard area; and (3) is mapped within a Scenic View Protection Area as
viewed from Capitol Creek Road and East Sopris Creek Road, designated Scenic Corridors. The
Director further finds that general wildlife standards and low wildfire standards will be applied as
conditions to mitigate these hazards. The fugue residence will not obstruct a ridgeline when viewed
from this road.
The Director further Finds that the existence of wetlands on the property is a considered a manmade
occurrence and are not subject to the required setbacks in the Code pursuant to Section 7-20-80. The
Notice of Violation issued to the property has been rectified.
8. The Director further finds this request is consistent with the requirements of the Land Use Code.
APPROVED by the Director, subject to the following conditions:
The Applicants shall adhere to all material representations made in the current or prior applications or
in public meetings or hearings and shall consider those representations to be conditions of approval,
unless amended by other conditions.
2. No calculations for height, bulk, setback, size, floor area, or any other building and zoning
requirements have been conducted. These requirements will be considered at the time of building

permit. Any structures represented in the application may not be permitted under building and zoning
regulations.
3. Prior to submission of any future building permit applications, the Applicant shall be required to
submit for approval by the County Attorney and Community Development a Site Plan with an
Activity Envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual
Section 2.1.12. The above referenced approvals shall be a condition precedent to finalization and
recordation.
4. The Lot is exempt from Growth Management for up to 5,750 square feet of floor area. Development
proposed over this floor area will require further County review.
5. No structural development, with the exception of fencing, in excess of 30" shall occur within the
setbacks of the Lot.' Landscaping in the form of berms shall not exceed four feet from the most
restrictive grade. Any development located within setbacks mandated by County zoning
regulations shall require a variance from the Board of Adjustment. Approval of a landscape
envelope within such setbacks does not assure approval of a variance.
6. The future residence shall utilize non -reflective roofing and indigenous earth tone colors for the fayade
of buildings.
7. The Borum White Ditch shall be lined prior to Certificate of Occupancy for the residence.
8. Prior to issuance of a building permit application for the residence, the Applicant shall:
A. Complete a fireplace/woodstove registration form with the Community Development
Department, if necessary.
B. Obtain a stormwater permit from the State of Colorado if site disturbance exceeds one (1) acre.
C. Obtain a County access/driveway/turnaround permit acceptable to the Basalt and Rural Fire
Protection District and County Engineer.
D. Submit a drainage and erosion control plan for review and approval by the Planning Engineer. All
slopes steeper than 2:1 shall utilize erosion control blankets.
E. Submit engineered plans for retaining walls greater than four feet in height.
F. Submit a construction management plan for review and approval by the Planning Engineer
showing the locations of staging, material storage and employee and construction traffic
parking.
G. Pay the applicable road impact fees.
9. The Applicant shall adhere to the low wildfire standards below:
A. Defensible Space:
I . Brush, debris and non -ornamental vegetation shall be removed within a minimum ten -foot
(10) perimeter around all structures.
2. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels
at a minimum of a thirty (30) foot perimeter around a structure built on flat groundSpacing
between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a
minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall

be equal to the height of the fuel. All measurements shall be from the edges of the crowns
of the fuel.
3. All branches from trees and brush within the thirty (30) foot perimeter shall be pruned to a
height of ten (10) feet above the ground with removal of ladder fuels from around trees and
brush.
4. "free crown separation within the thirty (30) foot perimeters shall have a minimum of ten
(10) feet between the edges of the crowns, except for mature stands of aspen trees where
ladder fuels have been removed. In areas of aspen regeneration, understory shrubs and
down and dead materials shall be removed.
5. All branches that extend over the roof eaves shall be trimmed and all branches within
fifteen (15) feet of chimneys shall be removed.
6. The density of fuels up to a one hundred (100) foot perimeter of the structures shall be
reduced where natural reduction has not already occurred.
7. All deadfall up to a one hundred (100) foot perimeter shall be removed.
S. No new conifer trees shall be planted within ten (10) feet of a residence.
9. No flammable mulches shall be placed within two (2) feet of a residence.
10. The property owner shall be responsible for the continued maintenance of the defensible
space vegetation requirements.
B. All roof coverings shall be constructed of a Class A roof and installed on a Class A roof assembly.
1. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following:
a. All roof coverings shall be constructed of non-combustible materials and
installed on a Class A roof assembly.
b. All roof coverings shall have a surface that shall facilitate the natural process of
clearing roof debris.
c. Protrusions above the roofline, such as parapets, shall be prohibited.
d. Roofs shall be installed as required by the adopted Building Code and shall have
a minimum pitch of 1:48.
C. The Applicant shall comply with the following maintenance and miscellaneous requirements:

I . Roofs and gutters shall be kept clear of debris.
2. Roof vents shall be screened with corrosive resistant wire mesh, with mesh one-fourth
('/<) inch maximum.
3. Yards shall be kept clear of all litter, slash and flammable debris.
4. All flammable materials shall be stored on a parallel contour a minimum of fifteen (15)
feet away from any structure.
5. Weeds and grasses within the ten (10) foot perimeter shall be maintained to a height not
more than six (6) inches.
6. Firewood/wood piles shall be stacked on a parallel contour a minimum of fifteen (15) feet
away from the structure.
7. Swimming pools and ponds shall be accessible by the local fire district.
8. Fences shall be kept clear of brush and debris.
9. Wood fences shall not connect to other structures.
10. Fuel tanks shall be installed underground with an approved container.
It. Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards
and on a contour away from the structure with standard defensible space vegetation
mitigation around any aboveground tank. Any wood enclosure around the tank shall be
constructed with materials approved for two (2) hour fire -resistive construction on the
exterior side of the walls.
12. Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher.
13. The Applicant shall comply with all requirements of the Basalt and Rural Protection
District Code.
14. Addresses shall be clearly marked with four (4) inch non-combustible letters and shall be
visible at the primary point of access from the public or common access road and
installed on a non-combustible post.
10. The Applicant shall comply with the following general conditions regarding wildlife:
A. Manipulation of vegetation outside of the Activity Envelope is prohibited.
B. Mesh or woven wire fences are prohibited outside the Activity Envelope.
C. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type,
shall not exceed fifty-four (54) inches in height above ground level, and twelve (12)
inches in width (top view), and shall have at least eighteen (18) inches between the
lower two (2) rails.
D_ Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -
five (12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches.
The middle strands (which may be barbed) should be located a minimum twelve (12)
inches apart and from the top wire preventing entanglement when mule deer jump over.
The bottom strand should be sixteen (16) inches from the ground.
E. Tall overly mature trees and standing dead trees (snags) should be retained at the rate
of two (2) to five (5) per acre whenever possible as nesting and perching habitat.
F. Fruit bearing trees and shrubs are prohibited. This does not include pre-existing native
trees and shrubs.
G. Access shall be provided to the Colorado Division of Wildlife for trapping, tagging,
studying, or otherwise managing wildlife.
H. Trash/garbage shall be kept in an approved bear resistant container or enclosure.
1. Bird feeders, including hummingbird feeders, shall be hung away from any deck or
window, and be at least ten (10) feet from the ground suspended between two (2) trees
or posts. All seed feeders shall include a seed catchment pan to catch discarded seed.

J. Horse grains, pellets, and cookies shall be stored in bear resistant containers.
K. Pet food shall not be left outside.
L. Dogs are prohibited during construction.
M. All exterior door knobs shall have round handles.
11. No development, including grading, excavation, fill placement, driveway, turnaround, berms,
landscaping, vegetation removal or disturbance, entry or ranch gates shall occur outside of the
approved building envelope, with the exception of measures to comply with the wildfire mitigation
required herein.
12. The access drive shall be built to current County Standards, as described in the Pitkin County Asset
Management Plan and submit for an access permit. The driveway layout shall be staked in the field
and reviewed and approved by the County Engineer, prior to commencement of construction.
13. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake
the corners of the activity envelope and install construction fencing around the construction site
within the perimeter of the building envelope. The fencing shall remain in place until issuance of a
Certificate of Occupancy.
14. All areas disturbed by construction shall be re -vegetated with native shrubs and grasses within one
growing season of the project's completion.
15. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County
Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use
Code, § 2-20-170 and C.R.S., § 24-68-105. The statutory vested rights granted herein shall expire
on June (gLk_, 2018.
16. Failure to comply with the conditions of this approval may result in revocation of this approval, or
any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this
property.

Description of Project/Development: The Applicant is requesting approval for an Activity Envelope and Site
Plan to construct a single family residence and detached outbuilding. The Applicant has cleared portions of the lot
and the application should address this removal and include any disturbed areas in the Activity Envelope proposal.

owners and mineral estate owners within a 300 foot radius of all property lines with the return address of the
Community Development Department (form of notice to be obtained from the Community Development
Department). The names and addresses shall be those on the current tax records of Pitkin County, as they

2. APPLICANT understands and agrees that Pitkin County Ordinance No. 30-2009 establishes a
fee structure for land use applications and the payment of all processing fees is a condition precedent to a
determination of application completeness. The fee structure is based on the COUNTY'S policy that
development shall pay, in full, the cost of development review in the COUNTY. Fees have been set to be
consistent and fair to the public and to reflect the expense incurred in providing such services to the public.
3. APPLICANT and COUNTY agree that because of the size, nature or scope of the proposed
PROJECT, it may not be possible at the time of application to ascertain the full extent of the costs involved in
processing the application.
4. APPLICANT and COUNTY agree that fees charged for the processing of land use applications
shall accumulate if an application includes more than one type of land use review.
5. COUNTY and APPLICANT further agree that it is impracticable for COUNTY staff to complete
processing or present sufficient information to the Planning Commission and/or Board of County
Commissioners to enable the Planning Commission and/or Board of County Commissioners to make legally
required findings for project approval, unless current billings are paid in full prior to decision.
6. Therefore, APPLICANT agrees that in consideration of the COUNTY'S waiver of its right to
collect full feespriorf o, determination of application completeness, APPLICANT shall pay a base fee in the
amount of I -Wt ich is based on ours of staff time, and if actual time spent by staff to process the
application a ceeds the average number of hours by more than 20%, then the COUNTY will bill the
APPLICANT quarterly for the additional time spent. Such periodic payments shall be made within 30 days of

To Whom it May Concern,
The owner/applicant is requesting approval for an Activity Envelope and Site Plan
Review to construct a single-family residence and detached outbuilding. Below are
our responses the Land Use Codes that we have been requested to address:
Sec. 7-10-50 Activity Envelope: Section (c) refers to the defined Activity Envelope
for development of primary uses shall be large enough to accommodate the
proposed principle use of the property and permitted accessory structures,
infrastructure (septic system); and may also include non-contiguous areas such as:
septic fields, landscaping, driveways to public roads. Due to the fact that there are
no Constrained Areas on our lot, we are proposing that our defined Activity
Envelope encompasses our entire lot
Section (d) refers to the Clearing, grading, grubbing, and earthmoving that exceeds
50 cubic yards. We were fined and red tagged under this section for grubbing
without a defined Activity Envelope. Approximately 10 yards of willows were
removed and left in two piles on the property. Also, piles of dead brush and debris
were scattered around the lot prior to its purchase. We gathered and combined
these piles and acquired a burn permit with the intent to burn them. There is a

man-made agricultural ditch (Borum-White Ditch) that runs through the middle of
the property. It had not been maintained in over 15 years, and was completely full
of sediment. We cleared the sediment from the ditch as required by our HOA. As a
result of these actions, we were required to pay for an Engineering Earthmoving
Permit ($282.00), Zoning Earthmoving Permit ($133.00), and Red -Tag Fee
($415.00).
Section. 7-20-10 Site Preparation and Grading: We do not plan to change the
grade or remove any trees larger than six inches in diameter.
Section 7-20-20 Steep and Potentially Unstable Slopes: There are no slopes that
exceed 15 % on the site.
Section 7-20-30 Water Courses and Drainage: refer to attached "Voorhees
Property Wetland Delineation" report, and cover letter from DHM
Section 7-20-60 Wildfire: Area is mapped as "Low", and we will comply with all
building codes as required by county.
Section 7-20-70 Wildlife Habitat: Area is mapped as No Big Game Range. This
section is also referred to in DHM's report.
Section7-20-80 River, Stream Corridors, and Wetlands: We have provided a
wetlands mapping, and professional determination if the wetlands are naturally
occurring or a result of an alternative reason. Please see attached: "The Voorhees
Property Wetland Delineation".
Section 7-20-120(d) Standards for Scenic View Protection Areas: Our proposed
structure does not project above a ridgeline such that a structure silhouettes against
the sky when viewed from Capitol Creek Road or East Sopris Creek Road. We have
provided Exhibit A as a representation of the view from 1111 Capitol Creek Road;
and Exhibit B as a representation of views from 6401 East Sopris Creek Road. The
proposed structure shall comply with an exterior that is earth tones; and roof
material that is non- reflective.
Section 7-20-130 Landscaping and Vegetation Protection: We intend to
preserve the natural rural setting of our site, and will adhere to any conditions set
forth by Pitkin County if we decide to landscape in the future. We are proposing a
pond be added to our landscape, which would be fed by the Borum-White Ditch on
our property. It would also drain back into the same Borum-White Ditch. This pond
would be approximately 30'x50'.
Section 7-20-140 Lighting: We will provide all requirements to the county in our
building permit application and will comply with all codes necessary for lighting.

Prior approvals or permits: There are no prior approvals or permit for this site.
Existing Conditions: Lot7, Block 3 in Little Elk Creek Village Subdivision is a vacant
mostly flat lot in a subdivision that was originally developed in 1970. It is a 2.24
acre parcel with an agricultural ditch that runs through the property. There is also a
culvert that directs water onto the property from a neighbor's pond. There are two
piles of old debris that sit on the property. With the permission of the county and a
burn permit from the Basalt Fire District; we would request the permission to burn
the piles after a site visit from the county. Many of our neighbors have their

Peter and Jen, thank you for presenting your plans and neighbor's acknowledgements this past
Wednesday to the Little Elk Creek Architectural Control Authority (ACA) in regard to the home and shop to be
constructed on your lot.
The ACA granted conditional approval for you to proceed with your plans as presented, based on your
representations and acknowledgements from your neighbors. The Board's understanding is that this conceptual
review and approval will allow you to proceed with Pitkin County's process for your "site activity envelope".
ACA understands your actual construction to be some months out.
After submission of your plans for a future preliminary review, and before commencing work on site
after a final review and approval of your project by the Little Elk Creek ACA, please submit the $3000
refundable construction deposit to accountant Bruce Anderson at the Little Elk Creek POB, # 420, Snowmass,
Colorado, 81654. That check should be made to the Little Elk Creek Subdivision HOA.

After review of these plans the ACA gave conditional approval for the plans as presented. Mr. Voorhees believes
it will be some time before he is able to come back for preliminary and final reviews by LECs ACA. He will
receive more complete review comments in a separate letter from Manager Edquist.

GENERAL INFORMATION
Purpose: The Real Property Transfer Declaration provides essential information to the county assessor to help ensure fair and uniform
assessments for all property for property tax purposes. Refer to 39-14-102(4), Colorado Revised Statutes (C.R.S.).

relate to the Voorhees property regarding wetland potential are in the following memorandum.
Code 7-10-50 Site Plan and Activity envelope, Code 7-20-30 Water Courses and Drainage, Code 7-20-80 River Stream
Corridors and Wetlands regarding wetlands are addressed The Voorhees Wetland Delineation Report provided by
DHM Design Ecological Services. Four wetland areas were delineated and field flagged on the property. However
the hydrologic features creating these wetlands are not naturally occurring. Two wetlands on the eastern portion of
the property directly abut an agricultural irrigation ditch that supplies water for agricultural use in the Capitol Creek
Valley. The second hydrologic feature is a man-made pond that drains into a culvert that directs and conveys water
onto the Voorhees property. Based on an analysis of the site if these hydrologic features were not present hydric
soils, hydrophytic vegetation, and hydrology required to be a wetland would not persist on the Voorhees property.
Code 7-20-70 Wildlife Habitat Areas addresses standards regarding wildlife on the Voorhees property. Section (a)
refers to wildlife habitat maps provided by Colorado Parks and Wildlife. An analysis was completed using the
Colorado Parks and Wildlife (CPW) Species Activity Map (SAM) in Arc GIS. The data provided within the geodatabase
exhibits that the Voorhees property does not lie within any critical habitat for wildlife including waterfowl, wading
birds, threatened, or endangered species, listed by Colorado Parks and Wildlife. Wildlife species that do have
general ranges in the area of the property are Elk, Mule Deer, Bear, Mountain Lion, Smooth Green Snakes and
Bullsnakes. Moose have summer range in this area.
Section (c) refers to general standards regarding wildlife. This section addresses requirements for wildlife friendly
fences, allowing overmature or standing dead trees to remain intact and present, clustering development, not
planting fruit trees, managing domestic pets and livestock, providing access for Colorado Parks and Wildlife staff, and
specifications for maintaining the property in a bear resistant manner. Currently there are no fences that are not
wildlife friendly, or overmature or standing dead trees present on the property. The property also does not have any
structures currently to maintain as bear resistant nor does it have domestic animals or livestock.

INTRODUCTION
Voorhees Property Wetland Delineation - 2015
�+ DHM Design Ecological Services was commissioned to complete a wetland delineation on the
subject property to meet the needs of application requirements of Pitkin County land use codes.
.. The areas that meet the criteria of a wetland, provided by the Army Corps of Engineers 1987
— Wetland Delineation Manual, and the Arid West Regional Supplement, based on soil, hydrology,
.. and vegetation indicators were delineated and flagged on the property.
., LOCATION
The project site is located on the Voorhees property at, 208 Little Elk Creek Avenue, within the
Little Elk Creek subdivision located on Capitol Creek Road. This subdivision is located
approximately 5 miles south of Basalt, CO and sits at an elevation of 8,758 feet. The Voorhees
property is within Township 9S, Range 86W, and Section 4, with specific coordinates of
39018'.04.41" N and 107000'15.03" W. Directions to the site are follow Colorado Highway 82
east for 3 miles past Basalt, CO. Turn right (south) onto Snowmass Creek Road, follow
Snowmass Creek Road for 1.8 miles and turn right (west) onto Capitol Creek Road and follow
for 1.4 miles. Turn right (north) onto Little Elk Creek Road, and immediately turn right (east)
onto Little Elk Creek Avenue. Follow this to the Voorhees Property (Figure 1).
SITE EXISTING CONDITIONS
�. At the time of the delineation, conditions were warmer and dryer than average for the season.
— Data from the Natural Resource Conservation Service (NRCS) showed that for April 15, 2015
.r the Snow Water Equivalent was 62% of normal, when compared to the same date in previous
years (NRCS, 2015). The area surrounding the Voorhees property contains homes located to
the north, south, and west and an agricultural field to the east.
HYDROLOGY
_ Within the Voorhees property are two hydrologic features. The hydrologic feature on the
eastern side of the property consists of an irrigation ditch, which flows from south to north
through the property for approximately 280 feet. The water within the ditch originates from a
., diversion on Little Elk creek and passes through a series of ponds within the Little Elk Creek

subdivision before reaching the Voorhees property. The hydrologic feature located on the
northern boundary is a culvert that conveys water over the central portion of the property.
Based on the site analysis completed on the property of the two hydrologic features that convey
water onto the project site, it was determined they are not naturally occurring sources of
hydrology and are in fact man made sources of hydrology. The irrigation ditch on the eastern
portion of the property is an agricultural ditch maintained for agricultural purposes within the
Capitol Creek Valley, Photo 2.2 and Photo 3.2 in Appendix 1. The second hydrologic feature is
a man-made pond on an adjacent property that delivers water through a culvert that directs
water flow onto the Voorhees property, Photo 5 1 Appendix 1.

The project location was cross referenced with the NRCS Soil Survey Geographic Database
(SSURGO) dataset using the web soil survey. The majority of the project area, 99.3%, was
mapped as lying on Kilgore Silt Loam (0-6% slopes). Soil pits dug on site confirmed this soil
type classification. According to the NRCS this soil type is in the Mollisol soil order, poorly
drained, and typically forms in floodplains, low terraces, and alluvial fans.
VEGETATION
The project area consists of similar vegetation throughout the four different wetland areas,
however there were small variations between them Table 1. The species common throughout
were Nebraska Sedge (Carex nebrascensis), Northwest Territory Sedge (Carex utriculata),
Colorado Rush (Juncus confusus), and Kentucky Blue Grass (Poa pratensis). Other species
that were found in some of the wetland areas were Coyote Willow (Salix exigua) and Cerro
Hawthorne (Crataegus erythropoda).

DELINEATION METHODS
Delineation methods followed the guidance of the Corps of Engineers Wetlands Delineation
Manual (1987) in conjunction with the Arid West Regional Supplement (2008). The National
Wetland Plant List for the Arid West (2012) was used to determine the wetland status of plant
species. The property was surveyed on April 14, 2015 by Gregor Dekleva, Natural Resource
Coordinator, DHM Design, using the routine onsite determination method described in the
delineation manual (1987) and the regional supplement (2008). Wetland areas were delineated
flagged in the field.
A total of four wetland determination sample points were collected within the project area.
Two sample points were located along either side of the ditch and two were located in the
central part of the property (Figure 2). At each sample point, indicators of hydrophytic

vegetation, hydric soils, and wetland hydrology were noted along with general notes about the
sample point and surrounding area (Appendix 2). Photo documentation was collected at each
sample point and around the project area to provide a general overview (Appendix 1). The
r. results of this routine delineation are provided in figures showing the proposed wetland
boundaries, and sample point locations (Figure 2). Wetland delineation determination data
forms are provided in (Appendix2).
" DETERMINATION OF WETLAND HYDROLOGY
Wetland hydrology was determined based on presence/absence of wetland hydrology indicators
o provided in the regional supplement. The hydrology indicators that were observed within the
Voorhees property were saturation of the soil within the top 12 inches of the soil profile, as well
as a shallow water table in one of the wetland areas.

Soil pits dug in proposed wetlands revealed indicators of hydric soils. Soils in the proposed
., wetlands were generally dark brown, 10YR 2/2, in the top 8-12 inches of soil above a dark gray
silt loam, 10YR 4/1 below. In other areas dark organic matter, mucky material, was found within

i the soil profile. Indicators present for hydric soils include a Depleted Dark Surface, a Thick Dark

Surface, and Loamy Mucky Mineral.
DETERMINATION OF HYDROPHYTIC VEGETATION
Hydrophytic vegetation was evaluated at all four wetland areas located on the Voorhees
a property using the methods described in the regional supplement (2008) including the
., classification of plants observed using the National Wetland Plant List for the Arid West (2012).
Dominant vegetation within each wetland area was identified and indicators used to determine
presence of hydrophytic vegetation included the dominance test and the prevalence index.
Hydrophytic vegetation occurred mainly as herbaceous species throughout each wetland area.
DETERMINATION OF WETLAND BOUNDARIES
The proposed wetland boundaries include four different areas where hydric soils, hydrophytic
plant species are present, and where hydrology required for a wetland are present. The
wetland area boundaries were flagged using paired sets of flagging. The location of each was
i geo-referenced with a Garmin Montana 650t GPS. Wetland polygons were created based on
these points in Arc GIS. ESRI shapefiles of wetland polygons have been provided with this
report and are projected to the WGS84 datum.
SUMMARY
In order for an area to be considered a wetland it must have at least one indicator within each
w category of hydrophytic vegetation, hydric soils, and hydrology. Based on data collected, four
wetland areas were identified and delineated with the project area Figure 2. Two of the wetland
areas directly abut the irrigation ditch on either side as it runs through the property. The other
two wetland areas are centrally located within the property. All four of the wetland areas
W delineated met the required criteria to be considered a wetland. However the wetlands
delineated on the Voorhees property would not meet any of the criteria without the presence of
r the agricultural irrigation ditch on the eastern portion of the property or the culvert that directs
water onto the property from the adjacent man-made pond. A survey of the soils and upland
® vegetation directly adjacent to the areas that are inundated, from flows out of the culvert and
irrigation ditch, reveal a lack of hydric soil indicators, hydrophytic plant vegetation, and
hydrological indicators required for a wetland.
