As you know from our site visit last week, this lot sits atop a ridge high above Basalt at approximate elevation of 8500 and remote oft of West Sopris Creek Road. The closest existing residence is served by an existing well which was drilled approximately six years ago. While this well originally produced 15 gallons per Gk)' minute (gpin), it appears to have been severely affected by last year's drought, as its production slmwcd to loss than 3 gpm last fall. This well has slowly degraded since then to the point that on April 16 it was producing less than 1.5 gpm. It dried up over the weekend and today is r� producing nothing. 'the pump was pulled and rc-built. The problem is not mechanical, but rather geologic and environmental. L ^ (}t 13 rhe new residence that we are currently working on design and structural plans is for rWW cabin V� of approximately 1200 sgtmre feet. 7'he future owners/occupants arc both mature individuals with established careers. The only expansion even contemplated when thew finances would permit 1 t additional construction is for hone offices (a real estate broker and attorney), an exercise or wwkout room and storage/laundry/mechanical spaces. The construction of any future space would not seem to increase demand of water resources. if we were to attempt to drill a new well, it would be located approximately 300 feet from the existing well nerving Lot 13. At 30 dollars per foot drilling cost, a new well attempt would cost almost $20,000 and if it is dry, their money is wasted. The option of re -locating the well in an area more likely to be a good producer would require a swath of devastating destruction of existing densc old-growth foliage approximately 1000 feet long down the slope to the north. However, my client's financing is contingent on approved plans, specifications, costs and approvals including building permit by her lender. I hope that we can move forward with this process and obtain your department's approval as quickly as possible as it ultimately impacts the entire project's feasibility and success. Although I have for most of my career been a "developer," 1 am simply serving a design/build function for clients who were referred to me. I have done extensive "building in highly sensitive areas and historical re- construction/restoration" as well as served as President of rural ranch associations here in Colorado. I see some development as appropriate and more importantly, other building as absolutely inappropriate. For example, this parcel is not subject to the Pitkin County view plane regulations and is approved for a large home. Someone else would likely seek to build a 5,750 square foot mini -estate on this one -of -a -kind parcel. In my opinion, the development on this lot of a contextual "cabin" of less than 1200 square feet is exactly what the county had in mind when the proposed new zoning of Rural Conservation was sought for this parcel. In a telephone conversation with Mr. Whitehead earlier this week, he informed me that his office has no jurisdiction whatsoever regarding the use of potable water obtained by a vendor and trucked to a residence, lie indicated that, in his professional opinion, this is a matter governed and subject only to local (County) approval and also that neither he nor his department would comment on the relative likelihood of hitting water while attempting to drill a new well. Mr. Shelton has explained that "there are no guarantees..." when drilling and that his firm cannot assure anybody that the well will produce sufficient and satisfactory water. Further, I explained that my clients would prefer to have a well serving their water demands of this property, but that their limited resources preclude them at present from "gambling" on the drilling of a new well at an estimated cost of almost twenty thousand dollars (S20,000) with no assurance that they will have a productive well. 11 was agreed that 1 would apply for a well permit for this parcel which Mr. Whitehead sees no problem for approval. This permit will be valid for the next two years, during which time further analyses of the potential "recovery" of the aquifer that will serve Lot 14 — presumably the same as now serves Lot 13. NQ_ OLPpn d PROPOSED CONSTRUCTION A one -bedroom cabin with a living area less than 2000 square feet (SF) is proposed at the location pre- sented on Figure 1. The OWS was sized based on 2 bedrooms and 300 gallons per day (GPD) using Pitkin County Environmental Health Department (PCEHD) loading of 75 gallons per day per person. The loading with a peaking factor of 1.75 is 525 GPD. This loading includes washing machines and garbage grinders. SUBSURFACE CONDMONS A subsurface investigation was performed by digging three percolation holes, 55 to 61 inches deep, and one profile pit at the locations indicated on Figure 1. Subsurface materials in the profile pit consisted of 1 foot of sandy topsoil, underlain by silty, gravelly sand with cobbles to the maximum depth explored of 8.5 feet. Ground water was not encountered. Percolation tests indicate percolation rates of 20 to 72 minutes per inch (MPI). The average percolation rate is 40 MPI. Percolation data is included as Appendix A RECOMMENDATIONS The installation must include a septic tank with an eluent filter and a gravelless chamber -trench drain field installed at the locations presented on Figure 1. The OWS design is based on an average sewage load of 300 GPD and a percolation rate of 40 MPI. The installation includes one 1000 -gallon, two-compartment, precast concrete septic tank with an effluent filter on the outlet and two chamber -trenches, each with 1 row of 11 chambers. A flow splitter basin, or equivalent, is required to distribute effluent to the fields. Vehicle movement over the trench area during construction should be kept at a minimum to reduce compaction of the receiving soils. The bottom of the bed should be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of dispersal gravel. A native seed mix should be sown at the trench area to revegetate the surface. These mixes do not require irrigation and develop a growth 10 to 15 inches high No automatic sprinkler system should be installed over the fields. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of, and assume responsibility for, ongoing maintenance of the system. In the absence of a monitoring pro- gram, the septic tank should be pumped every two years or more frequently if needed. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping or as needed. There are daily considerations such as not putting plastic or other non -biodegradable materials into the septic system. Garbage disposal use should be minimized to reduce the frequency of pumping. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet can use in excess of 1000 GPD. An additional 1000 GPD loading may flood and irreparably harm the system. We caution against the installation of a water softener. The hydraulic loading from the backwash of a water softener is detrimental to an OWS and a separate drywell should be constructed for the backwash waste, if a softener is installed. No landscaping or plastic can be used over the field, which will reduce performance of the field. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. The design of the OWS is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. LD41TATIONS An OWS design should be installed by a contractor who is experienced in its installation. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the perfomiance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank concoction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. To serve a three-bedroom residence with a living area between 2000 ft2 and 6000 ft2, a 1000 -gallon, single -compartment, concrete septic tank must be added in series prior to the existing septic tank. To serve a four-bedroom residence with a living area between 2000 ft2 and 6000 ft2, a septic tank must added as described above and one graveness chamber must be added to each trench to bring the total to 60 chambers and 930 ft2 of infiltrative area. If the OWS is to be upgraded in the future, the upgrade must be designed by a professional engineer and submitted to the county for a new septic permit by the client. This tank replaced the existing cracked tank that serves your residence. At the time ofthe inspection, the effluent filter on the outlet of the tank was not removable. The outlet tee must be extended so the filter is removable through the second compartment lid. Since this was a repair, the tank was full at the time of the inspection. You had asked that extension of the tee be done at a time when the tank could be pumped. This does present a risk that the filter will clog and back-ups into the house could occur since the filter is not easily removable at this time. This letter is a reminder that this Department must be notified and documentation submitted to confirm when the filter is adjusted to a location that is easily removable. The project site is shown on Figure. 1. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agmement for geotechnical engineering services to Bespoke Builders drted March 18, 2003. Evaluation of potential geologic hazard impacts to the property are beyond the scope of our study. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification and ocher engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsoil conditions encountered. PROPOSED CONSTRUCTION The proposed residence will be a single story structure located approximately in the area of Borings 1 and 2 as shown on Figure 1. A detached garage is being considered to the northeast of the residence in the area of Boring 3. Ground floor will be structural over a crawlspace for the residence and slab -on -grade in the garage. Grading for the structures is assumed to be relatively minor with cut depths between about 4 to 6 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. SITE CONDITIONS The site was vacant and covered with about 2 feet of snow at the time of our field exploration. The building envelope is located on top of a relatively flat ridge with .moderately steep to steep slopes down to the northeast and southwest at grades up to about 3M Ic. There is about 4 to 5 feet of elevation difference across the building envelope. Vegetation consists of scrub oak, brush, grass and weeds. FIELD EXPLORATION The field exploration for the project was conducted on March 26, 2003. Three exploratory borings were drilled at the locations shown on Figure 1 evaluate the subsurface conditions. The location of the borings were determined in the field by the client. The borings were advanced with 4 inch diameter continuous flight au.gers powered by a track -mounted CME -45 drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with 13/a inch and 2 inch I.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. lob # 103 188 C'�aeh 000043 RPR -29-2003 15:14 H -P GEOTECH P,05i19 SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils consist of about 1 foot of topsoil overlying relatively dense, silty sand and gravel containing cobbles and possible boulders_ Laboratory testing performed on samples obtained from the borings included natural moisture content and gradation analyses. Results of gradation analyses performed on small diameter drive samples (minus 1'/z inch fraction) of the natural coarse granular soils are shown on Figure 4. The laboratory testing is summarized in Table 1. No free water was encountered in the borings at the time of drilling or when checked 1 day later. The subsoils were slightly moist to moist. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsoil conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural granular soils. The design and construction criteria presented below should be observed for a spread footing foundation system. 1) Footings placed on the undisturbed natural granular soils should be designed for an allowable bearing pressure of 3,000 psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about 1 inch or less, Job # 103 199 H 000044 RPR -29-2003 15:15 H -P GEOTECH P.07i19 • _4_ • 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their beating elevation for frost protection. Placement of foundations at least 42 inches below exterior grade is typically used in this area. 4) Continuous foundation wails should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) The topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to relatively dense natural granular soils. The exposed soils in footing area should then be moistened and compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 50 pcf for backfill consisting of the on-site granular soils. Backfill should not contain vegetation, topsoil or oversized rock. All Foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.45. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 400 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate 103 199 000046 APR -29-2003 15:15 H -P GEOTECH P.09i19 • .6 - strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support tightly loaded slab - on -grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free -draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils devoid of vegetation, topsoil and oversized rock. UNDERDR.AIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in the area that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below -grade construction. such as retaining walls Job # 103 199 000041 RPR -29-2003 15:15 H -P GEOTECH P.10i19 • and crawlspace areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1% to a suitable gravity outlet. Free -draining granular material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of - 2 inches. The drain gravel backfill should be at least 11/2 feet deep. 9y4 MMARD 17 i`(e7 The risk of construction -induced slope instability at the site appears low provided the building is located above the steeper slopes as planned and cut and fill depths are limited. We assume the cut depths will not exceed about 4 to 6 feet. Fills should be limited to about 6 to 8 feet deep, especially where the slope steepens. Embankment fills should be compacted to at least 95%r of the maximum standard Proctor density near optimum moisture content. Prior to fill placement, the subgrade should be carefully prepared by removing all vegetation and topsoil and compacting to at least 90% of the maximum standard Proctor density. The fill should be benched into the portions of the hillside exceeding 20% grade. Permanent unretained cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter and protected against erosion by revegetation or other means. The risk of slope instability will be increased if seepage is encountered in cuts and flatter slopes may be necessary. The Applicants shall consider purchasing a portable foam system for fire fighting that can be accessed and utilized by the residents of the subdivision and firefighting personnel. 9. Prior to issuance of building permits, the Applicants shall provide documentation of an adequate domestic water supply. Quantity and quality of said supply shall meet the approval of the Environmental Health Department. 10. The septic systems designed for each site shall meet the approval of the Environmental Health Department. The Applicants shall obtain such approval prior to the issuance of building permits. 11. The Applicants shall obtain fireplace/woodstove permits from Environmental Health Department, prior to the issuance of building permits. 12. No development, including disturbance of vegetation and grading, shall occur outside of the building envelopes, other than that required for wildfire mitigation, construction of the access driveways and necessary utility extensions within the access driveway. 13. The building sites shall be revegetated with native grasses to limit water consumption and additional runoff, immediately following project completion. 14. The principal structures shall be limited in size to 5,000 square feet of floor area. All structures shall be limited to a maximum height of 20 feet. 15.
