PURPOSE - This letter establishes responsibilities and procedures between the Aspen/Pitkin County Airport and the Federal Aviation Administration (FAA) Airport Traffic Control Tower(Tower) for alerting the Aspen/Pitkin County Airport Rescue and Fire Fighting (ARFF)equipment and personnel, the Director of Aviation, and the Aspen/Pitkin County Communications Center(County Dispatch). ` 2. INTEGRATION AND MODIFICATION—The agreement constitutes the full and complete agreement of the parties and supersedes or incorporates any prior written and oral agreements of the parties. Any modification to this agreement must be in writing and executed by the parties hereto. 3. BACKGROUND- In most instances, an Alert is indicated by the Airport Traffic Control Tower(ATCT) Specialist on-duty at the time of the incident. In the interest of public safety and well being, the considered, professional judgement of the on-duty Tower personnel is paramount in initiating any and all Alert responses. 4. SCOPE - The following procedures are applicable to all aircraft emergencies occurring within the Aspen/Pitkin County Airport perimeter and other designated areas within the Airport Response Grid Map, during the operational hours of the Aspen Tower. 5. DEFINITIONS - Aircraft Emergency Alert response codes codes as defined in the Aircraft Emergencies section of the Emergency Plan are as follows: A. Alert I—Alert I status indicates that an aircraft approaching or on the surface of the airport is experiencing minor difficulties. Inflight difficulties might include: faulty in-cockpit landing gear indication(s), overheating/overheated engine, low indicated oil pressure, suspected oil/fuel leak, suspected loose cowling, door open in flight, loose/missing fuel cap, etc. On the ground, an Alert I might be called for a blown tire on the runway, suspected hot brakes, etc. B. Alert II- Alert II status indicates that an aircraft approaching or on the surface of the airport is experiencing major difficulties. Inflight difficulties might include: engine out on a multi-engine aircraft, fire in flight, loss of hydraulic pressure, total loss of oil pressure, minor structural damage, etc. C. Alert III—Alert III status indicates that an aircraft is or will be involved in an accident within the ARFF response area defined by the Airport Response Grid Map. See attached Grid Map. GENERAL A. An Alert status may be upgraded or downgraded at any time by the ARFF Crew Chief, the Director of Aviation or designee, or Tower Controller in Charge (CIC). B. Emergency radio communications will be given priority over routine, non-critical ATC instructions. C. All parties shall be advised to secure the emergency equipment on either the pilot's or the ARFF Crew Chief's request. Such a request will be done over the appropriate Tower Ground or Tower control frequency. D. Upon request by the ARFF crew Chief, the Tower Controller in Charge may authorize the ARFF Crew Chief to talk directly to the Pilot in Charge, using the Ground frequency (121.90). The Tower Controller in Charge retains control of the frequency at all times and may notify the Crew Chief to cease communications with the pilot at any time. 7. PROCEDURES A. Aspen Air Traffic Control Tower(Tower) (1) The Tower shall alert the ARFF emergency equipment/firefighting personnel via both the emergency siren and the direct phone line"alert phone" and County Dispatch via the direct phone line "alert phone" when, in the opinion of any of the following positions, a potential or actual emergency exists: (a) ATC Controller in Charge (b) Pilot-in-Command (c) Aircraft operator or representative (d) Director of Aviation or authorized representative (2) The Tower shall provide County Dispatch the following Information if available. The Tower will check for clarity and understanding by ending with the phrase, "No other information available at this time. Dispatch, did you copy the information?" Airport Administration and ARFF will receive this information from County Dispatch via radio or regular phone line. (a) The Alert response code and nature of the emergency; (b) Aircraft type and call sign; (c) The aircraft's location (using the Crash Locator Grid Map if appropriate), or estimated time of arrival, and runway to be used; (d) Estimated fuel onboard; (e) The number of persons onboard; I II III II II I IIII III 467379 Ililll II IIII I IIIIIII Page 2 4 05/13/2002 02 03:54F SILVIP DAVIS PITKIN COUNTY CO 00 0 0.00 (f) Other relevant and special information, i.e. hazardous cargo, special need(s)/request(s), etc. (3) The Tower shall control air/ground traffic in the Movement Areas on the airport to avoid conflicts enroute. The Tower CIC may verify airport Open/Closed status with the ARFF Crew Chief (4) Operators of emergency vehicles shall be kept informed by Tower of the progress of the emergency aircraft on the Ground Control frequency. B. AIRPORT/AIRPORT OPERATIONS/ARFF (1) The Director of Aviation shall provide the Tower with written information, as included in the approved Airport Certification Manual (ACM), of the airport's management chain of command and standard operating procedures for emergency notification. (2) Upon the determination of the Director of Aviation or his/her authorized representative,the airport may be temporarily closed to aircraft operations in order to facilitate emergency rescue, fire fighting, and clean-up operations. The ARFF Crew Chief will notify the Tower of airport open/closed status as soon as possible within an incident 8. ALERT SYSTEM/COMMUNICATIONS CHECK PROCEDURES A. The emergency siren located on the top of the ARFF building will be tested six- days per week(Friday through Wednesday), at 12:00 PM(1200 hours) local time but not later than 1201 hours local time. This test will be initiated from the control switch in the ARFF building by the ARFF Crew Chief on-duty or the Airport Operations Officer on-duty. (1) For tests, the siren will be operated for approximately five (5) seconds. (2) For actual Alerts of any kind, the siren will be operated for a minimum of 15 seconds. B. Circuit integrity from the Tower to the siren will be checked once per week (Thursday) at the request of the Airport Operations Officer on-duty or by the ARFF Crew Chief on-duty. This check will be initiated by the Airport Operations Officer or the ARFF Crew Chief contacting the Tower Controller in Charge by radio on the ground frequency or by requesting the check over the phone. (1) For tests,the siren will be operated for approximately five (5) seconds. (2) For actual Alerts of any kind, the siren will be operated for a minimum of 15 seconds. The "alert phone"/direct line will be tested on a daily basis , seven days per week(Sunday through Saturday) at 6:50 AM (0650 hours) local time but not later than 0655 hours local time. The primary goal of this check is to ensure that there is a viable communications link between the Tower, the Airport Fire Station and County Dispatch. The test will be initiated by the Tower. . D. Other than the daily, preplanned test required in paragraph C. above, the "alert phone"/direct line shall be used for actual Alerts only. This preserves the viability and urgency associated with the notification(s)coming across the line. All requests for runway checks, FOD checks on the movement areas, braking action test, etc. shall be relayed over the regular phone line. Likewise, reports from airport administration concerning the issuance/cancellation ofNOTAMS, etc. shall be relayed over the appropriate Ground Control frequency or regular phone line. E. The following phone numbers are for the passing of routine information and requests. Changes in these numbers require that all parties be notified. Change of the numbers will not invalidate this agreement.
