This property is located approximately 83 miles south of the Garfield County line on Highway 133. LOCATION: EXHIBIT A is a vicinity map of the property. The property is located to the west of State Highway 133 near the intersection with Avalanche Creek Road. LAND USE APPROVALS: The Swiss Village Tracts is a subdivision that was approved by the Board of County Commissioners. The subdivision plat is included as EXHIBIT D. The purpose of the project is to replace portions of the existing buried water line in the subdivision. The overall project involves the replacement of approximately 2,600 linear feet of water line. The water line will be buried at least 6 -feet below the driving surface of the subdivision roads. Pictures of the roads where the water line will be placed are included within EXHIBIT C. A site plan for the work is included as EXHIBIT D. Twenty- seven homes will also require new service connections. To keep the home affected supplied with water during construction, an existing 2" water line, which is on the surface (i.e. not buried) will be used. This temporary water line will be connected to the hose bibs on each residence. The project will need to be started and completed during the month of April, as there is a small window of opportunity between the last freeze and seasonal outside irrigation which usually begins in early May. The project will require road restoration with road base as well as embedment and compaction of the new water line. No vegetation or trees will be disturbed by the project. The project will disturb approximately 0.6 acres of roadway. As such, a State Stormwater Management Permit is not required. A Construction Management Plan for the work is attached as EXHIBIT B. Aspen Earthmoving has been selected as the earthmoving contractor for the project. Aspen Earthmoving hopes to mobilize for the work within 2 weeks and begin excavation at the beginning of April. Work will be completed in 3 to weeks. I hope this letter, associated exhibits and permit forms are suitable for the permit application submission.
