Mayor T. Michael Manchester called the meeting to order. Commissioner Hatfield began the discussion of the
County's comments on the Sketch Plan for Base Village. On roads, Brush Creek is at capacity, and there will be
impacts to both Brush Creek and Owl Creek that require mitigation. Commissioner Ireland indicated that if this
were a county project, we'd get a total of$3,437,000 in road impact fees, and discussed the mitigation received
from the Highlands development. On transportation and transit, Commissioner Hatfield stated that RFTA
representative Mike Davis had indicated that 4 transit sites would be appropriate for the development. Hatfield
requested that there be adequate regional transportation services on site.
For housing, Commissioner Ireland indicated that a total of 556-693 FTE's would be generated by the project,
not including construction FTE's, which at 16 per$million in value, would be another 8000 FTE's. Hatfield
expressed the desire that TOSV require the applicant mitigate more than the one-third being discussed.
Commissioner Roy raised the possibility of housing workers in trailers on site. Commissioner Farris added that
while 81% of the valley's construction workers live down valley, 63% of the work is up valley. Commissioner
Hatifield raised the possibility of a fixed guideway system up Brush Creek Road.
On Water Quality and Quantity, Commissioner Hatfield indicated that TOSV has traditionally done a good job,
and that the BOCC will be monitoring the issue. Commissioner Roy suggested that there could be a reservoir
built in the Snowmass-Capitol Creek area.
Wildlife-Commissioner Hatfield discussed traffic impacts on wildlife, and also requested that the council
consider green building.
Fiscal Impacts-Commissioner Ireland indicated that because the county was not advised of the assumptions
TOSV is making, the fiscal impact analysis is incomplete. He did indicated that for an additional $90 million in
assessed value, there would be an additional $370,000 in taxes for the general fund, but that this could decline
due to Gallagher. He said we could not analyze sales tax due to the lack of information on assumptions,but he
did state that because locals generate 60% of our sales tax, and that number isn't doubling, it is hard to see how
sales tax will double. He also discussed demographics.
Other topics discussed included Holy Cross and the site visit along the Brush Creek Trail location. It was
requested that County and TOSV staff work together on the trail issues. Mayor Manchester said the Brush
Creek corridor study had much survey information that staff should review. It was suggested that the managers
for the two entities discuss this further. The draft notice of violation on Droste was brought up, and staffs are to
continue working together on that. Also mentioned were the Cougar Canyon annexation and the September
EOTC meeting, both in the works.
Comments from the TOSV council followed. Bob Purvis emphasized the need for balance, don't want to end
up with more infrastructure than we really need, and was confident that TOSV would address BOCC's
concerns. Mayor Manchester said the issues were not new, and that the balance on the fiscal issues was
important. He encouraged the BOCC to think about how to create mobility without auto impacts.
Commissioner Ireland suggested an impact fee on empty buildings if sales tax revenues are not meeting
expectations. Dick Virtue commented that we need to look outside our individual boxes and recognize that the
project will benefit the entire upper valley. /
