Any changes must be approved by this department and the design engineerrp for to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. There must be at least 10 feet from the field to the property line. No area of the field should be under the driveway. A fence should be used to keep traffic off of the field area. This system will consist of the existing 1000 gallon tank. The tank T's should be replaced and a filter installed on the outlet. The field will consist of a bed of 6 rows of 11 Standard gravelless chamber units connected by a level manifold. Inspection ports should be installed on each of the four corners of the field. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. 'Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraged. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The ma drum fee is $1000. The basic fee of $800 is due at the before final approval of the ISDS per time of application. I will need to be notified when the installation is complete so I can do an inspection. The tank will have to be pumped and the system NOT USED when modifications are being made on the existing tank. Since that time, the tank has been plugged to avoid sewage surfacing from the absorption field area. The tank has been pumped periodically and maintained as a "vault." However, there has been no monitoring of the tank levels which results in a backup of sewage into the house and onto the surface of the ground near the tank which creates a risk to public health. This scenario has been documented several times in the last few months. A permit was issued by the Pitkin County Environmental Health Department February 24, 2005 to repair the failed absorption field. As soon as this installation occurs and is inspected by the design engineer and the Pitkin County Environmental Health Department, the tank should be reconnected to the field. If the field replacement is not installed by April 21, 2005 the tank must continue to be pumped weekly to avoid overflows. The tenants must also be notified that during the time the tank is used as a vault, water conservation is imperative. This Department must receive confirmation of weekly pumping directly from the pumping company on the day of the pumping. If the system is not installed by May 5, 2005, or if a weekly pumping schedule is not maintained, a hearing will be conducted. Pursuant to § 25-10-106 (k)(I), C.R.S, the hearing officer will determine if a Cease and Desist Order may be issued. This Order may be issued under § 25-10- 112 (6) C.R.S. "No person shall construct or maintain any dwelling or other occupied structure than is not equipped with adequate facilities for the sanitary disposal of sewage without endangering the public health or water quality." I don't know that, as I am not familiar with the size of the house, the soil data, or the existing system. The first thing you must do is apply for a septic permit. An application was submitted by Dan back in May of 2003. I will need a new one with correct contact information followed by an engineer design that we can review and permit. I have however been working on several different fronts trying desperately to resolve the problem. One avenue was to release the property back to the original owner since this was problem was not disclosed at purchase. I had the studio apartment vacated to cut down on usage and requested my partner at the glass company to deal with ABC Soderberg. I unfortunately did not follow up on the progress. I am curious where you sent the application package with the violation. The Pitkin County Environmental Health Department investigated a complaint of a sewage odor and sewage surfacing at 24491 Highway 82. During a site visit on May 1, 2003, sewage was observed flowing.Along the basement wall to the house. This confirmation of failure in the wastewater treatment system is cause for this NOV. On May 7,200 3, this •department was notified that the tank had been plugged and on May 18, 2003, Dan Soderberg from ABCD Soderberg applied for a repair permit on your behalf. However, the permit application did not include plans or a schedule for repair of the system and as of this date, this department is not aware of any additional progress with this issue. A completed application for the repair or replacement of the sewage treatment system at this location must be submitted to Pitkin County Environmental Health by December 31, 2003. For your convenience, an application packet is enclosed. In the meantime, septic tanks shall continue to be pumped at a frequency that will not allow any effluent to flow onto the surface of the;ground. If this deadline cannot be met, a conference will be scheduled as soon as possible between you and representatives of this office to develop a work plan acceptable to requirements in the Regulation. Please be advised that should you fail to submit a permit by that date, further use of your system will be prohibited. The property is located in Holland Hills, in an area where OWS are necessary. Water is provided by the local water district. This letter is to be used in conjunction with plans provided. SITE CONDITIONS There is an existing 3 -bedroom residence on the subject property. The present drain field has been abandoned for approximatelyl year. The residence has been using the septic tank as a holding vault, and pumping periodically. The existing septic tank is in good condition and may be incorporated into new OWS. All other components of OWS should be replaced. The subsurface was investigated by excavating an 8 -foot test pit near the proposed drain field location as shown on attached plans. The test pit indicated the site has a 6 -inch root zone, underlain by silty, clayey sand, with gravel to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. DESIGN SPECIFICATIONS The OWS design is based on 3 -bedrooms (6 people), and an average sewage load of 450 GPD. The installation must include the existing 1000 -gallon, two-compartment, precast concrete septic tank, with the addition of an 8 -inch BiotubeTM Effluent Filter on the outlet. A gravelless chamber -bed must be installed as indi§ated on plan& provided. Six rows of l l ohambers, for o Total of 66 Oambers; and- 1023 nd1023 square feet (SF) of infiltrative area, is required. OPERATION INFORMATION AND MAINTENANCE The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Geo -fabrics or plastics should not be used over the drain field. Livestock should not graze on the drain field. The homeowner should pump the septic tank every two years and clean the effluent filter as needed. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWS. No hazardous wastes should be directed into the OWS. Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic waste only. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC, and the county must view the OWS during construction. The OWS observation should be performed before backfill, after placement of chambers and distribution pipes. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed.
