RE: Individual Sewage Disposal System Matters
We have received two requests for variances; the set -back
minimum distance from property lines and/or the minimum set-
back distance from the house foundation.
The first request is d tailed in the letters..from the applicant

The second request concerns Dr. Scott's property in Starwood.
In order to take advantage o tt a topsoil layer, the system
was located by the applicant's engineer in a meadow at the
base of the property. To obtain the minimum square footage
of leach field and to avoid the poorer hillside soils, the
system had to be dimensioned as a trapezoid and place 6 feet
from the property line rather than the minimum required
regulation set -back from 10 feet. The adjacent lot is a
pasture lot which by covenant can never be developed. We
recommend both variances be granted.
The third matter concerns a formal approval of the engineering
design for the Holland Hills Country Townhouses to repair a
failed system. The replacement system needs this approval due
to its larger flows (approximately 5,000 gallons per day) and
the fact that due to amendments to the Water Quality Control
Act it is now a County responsibility to regulate non -discharging
systems over 2,000 gallons per day. The engineering design
utilizes almost every available square foot of area. While it
fails to comply with Pitkin County Regulations, with regard to
dosing and minimum square footage provided, the system design
does meet all Colorado Department of Health criteria and has
been reviewed and received verbal approval from our District
Engineer's employed by the Colorado Health Department. We would
recommend approval of the attached design as the only available
solution to the critical problem of a malfunctioning system which
is puddling sewage on the surface of the exising leach field.
