Date * orreries aver$25,000 and/or 10%.(si a increase or.accumulative)of original contract must have:County :..::. . e .si nature: :: ADDITIONAL PUBLIC INVOVLEMENT SCOPE ITEMS FOR ASPEN-PITKIN COUNTY AIRPORT TERMINAL REPLACEMENT AND EAST SIDE REDEVELOPMENT ENVIRONMENTAL ASSESSMENT ASPEN, CO The following Program of Services has been developed specifically to cover additional public involvement items to supplement the Scope of Services (Phase 1, 2, and 3) of the ongoing Environmental Assessment for a new terminal/transit center and associated east side improvements at Aspen/Pitkin County Airport. This Assessment will be conducted pursuant to the National Environmental Policy Act (NEPA), Federal Aviation Administration (FAA) Order 1050.1 E, FAA Order 5050.4B, and Council on Environmental Quality (CEQ) guidelines. Subsequent to the development of the EA scope, it has been determined that additional meetings and website assistance will be required. Those elements are included within this scope and supplement the tasks outlined in Phase 1, 2, and 3. Task A Additional Scoping Meeting (Snowmass) The Consultant will facilitate a public workshop for Snowmass Village during the same trip as other scoping meetings are held. This meetings will be held in the evening to encourage public participation and will be held in Snowmass Village. The purpose of these meetings will be to gather scoping comments and areas of concern the public has for various environmental issues and work through issues prior to the release of the Draft EA. Assumptions: • Assumes 1 meeting, concurrent with scoped meetings • Assumes 2 people from Mead & Hunt • Assumed meeting facilities will be provided by the consultant • Assumes development of print advertising and physical placement of print advertising up to $1000 will be provided by the consultant • Assumes physical placement of radio advertising of up to $250 will be provided by the consultant • Assumes up to $500 in materials, such as boards, print outs etc. will be covered • Assumes one extra night of lodging and expenses for 2 people. Deliverables/Description: • One public meeting • Meeting Boards • Comments/content from the workshop will be summarized. Task B City of Aspen Scoping Meeting This Task involves a presentation to the Aspen City Council and collection of scoping comments relative to the EA. This presentation is intended to bring the City Council and staff up to speed regarding the proposed project and gather their preliminary comments on environmental areas of concern. The meeting will be coordinated with the City of Aspen Community Development Department in advance of the City Council meeting as necessary to allow the City Staff to advise City Council members on City policies related to the terminal area redevelopment project. Assumptions: • Assumes 1 meeting, concurrent with scoped meetings • Assumes 2 people from Mead & Hunt, plus one additional local consultant • Assumes meeting facilities will be provided by the City • Assumes one extra night of lodging and expenses for 2 people. Deliverables/Description: • One scoping meeting with the City • Comments/content from the workshop will be summarized. Task C Additional Public Meetings The Consultant will facilitate two additional public workshops under this task at key points in the Study to help provide meetings in other areas of the Roaring Fork Valley, including Snowmass or Woody Creek. This task assumes that these meetings will be completed during the same trip as other scoped public meetings are held. These 2 meetings will be held in the evening to encourage public participation.
