Comments
Septic permit approved per compliance with the engineer design and specifications dated May 4, 2006. Any
changes must be approved by this department and the design engineer prior to them being made.
Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin
County ISDS regulations. The engineer has stated that using minimum setback criteria is sufficient to prevent
contamination. The any ditch must be lined within 50 feet of the field. There must be at least a 10' setback to the
property line. Location of trenches should be staked out prior to excavation to assure the 50'setback can be
met.
This system will consist of one 2000 gallon two-compartment tank with an effluent filter on the outlet. A distribution
box will be used to split the flow to two trench systems. The first row of parallel trenches will have 14 Quick 4
chambers, and each row will overflow to another set of trenches with the same number of chambers for a total of 53
gravelless chamber trenches. There must be at least 6 feet of undisturbed soil between each trench.
This department does not endorse any brand of products. This permit must be kept on-site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This
department must also be called for an inspection with a minimum of 48 hours advanced notice.
'Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be
followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly

County ISDS regulations. The field must be at least 10 feet from the lined ditch, with the lining extending at least 82
feet from any portion of the absorption field. Any water fine within 25 feet of the field myet be encased. If the ditch
on the southwest side of the property carries water, it must also be 82 feet from the,681d or 10 feet if it is lined.
This system will consist of one 2000 gallon two-compartment tank and a bed consisting of 95 Quick 4 gravelless
chambV units (5 rows of 19) connected via a level manifold. A 10 mil PVC liner will be placed to the north and west
sides of field because of the proximity to the retaining wall.

The fee for a ISDS application is $600 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the
time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second,
before final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation lines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, floodplains, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permits have been obtained.
The Pitkin County Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to construct is issued on information submitted by

1) Regulations allow us to waive the 4 times horizontal setback from a cut bank if a RPE can demonstrate that a
mechanical /natural barrier will prevent lateral effluent surfacing. So if it makes sense, we would allow you to do
this.
2) The HP soil testing was done Nov 22, 2002. So even though the ditch was on, there was minimal flow and it
appreared that the vegetation on the property was the type that likes water! That is why we require additional
profile/groundwater during spring run off.
3) The Ditch
a) We would need verification from the HOA & the Ditch company that the ditch can be lined or culverted.
b) I would need to know the "ownership" since there is a note in our file that the owner of the lot 29?, to the
north, said part of the ditch is on his property and he didn't want it culverted.
c) The ditch is really deep, can it practically be lined?
d) The draft design with the new house location and that large circular driveway doesn't appear to leave any
room for error in the location and the size of the system, especially if a partial raised mound is required.
So the best practice would be to get the ditch lined/culverted before the ditch is opened this spring (where it
encroaches on the 50ft plus the 8ft rule.

Hello Nancy,
As we had discussed on the phone about a month ago, I am working on an ISIDS design for Tom Misner's
property - Lot 28 at Holland Hills. They are looking at putting in a driveway downhill from the drain field. The cuts
required for the driveway would be several feet deep, resulting in the need for a retaining wall. Due to site
constraints, we are not able to obtain a horizontal separation of 4 times the vertical drop from the bed to the
driveway. However, we were going to design the bed with a liner around the downhill sides to prevent lateral
movement of the effluent. This should satisfy the requirement of a mechanical barrier to prevent lateral effluent
surfacing, but I wanted to check with you to see if you had any concerns with this approach.
Also, Tom has indicated that the ditch was most likely flowing when HP did their original subsoil investigation (and
did not find any standing water in their test pits). If we can verify that the ditch was in fact flowing at that time,
would this suffice as evidence that groundwater will not be an issue for the ISDS. Or would you still require
another test pit after the ditch is lined?

Matt,
I have talked to Tom Misner in the past, but I'm not exactly sure which job that was for.
Generally, lots in Holland Hills are small and soils are pretty consistent. If the field will be in any
proximity to a ditch (there are many in Holland Hills), we could require a spring/early summer
profile hole to be sure runoff or irrigation water will not influence the groundwater table in the area
of the field. I guess we need to look at the site and analyze whether or not the peres from 2002
would be representative in the proposed new field location. Could we do a site visit? There is
quite a bit of snow on the ground now, but as I mentioned before, Holland Hills lots are generally
small and I bet we could get a better feel for it by checking it out. Let me know when you might
want to do that.

I just got handed a project with an ISDS design for a homesite in Holland Hills. A Subsoil Study
was conducted by HP Geotech for the former owner, and included percolation tests and a profile
pit. Upon reviewing the report, I was concerned with two issues: 1) the perc test locations may
not match where the current owner wants the ISDS, and 2) the percolation tests were conducted
on November 22, 2002 (i.e., after the November 15 deadline). I am wondering if this subsoil
study will be adequate for the design of this system.
Apparently, the previous owner had been through a certain amount of permitting/approval with
the County, although I'm not sure how much interaction he had with your office. The relevant
information is as follows:

years). Also, given the date of the percolation tests, will we be able to use this information in the
design?

Here is a copy of the permit Carla tried to give you yesterday. She also asked that I
Inform you that the setback to any ditch that is unlined must be 82 ft. If the ditch is
lined, the setback Is only 10 feet but the ditch must be lined within 82 feet of the
absorption field. You should (or have SGM) double check the distance from the
proposed leachfield — the one that was permitted — to the ditch that has already been
Ilned/culverted to be sure it extends far enough from the proposed field (82 feet).
And as a general reminder: Effective April 8, 2006 a licensed installer must install
the ISIS system and EH/NR must be notified prior to Installation who that
person/company Is to check for installer's compliance with our new regulations.

ALL SERVICE septic, LLC and Pitkin County performed installation observations on August 41h and
I Os' 2006, for the subject property.
The installation included one 2000 -gallon, two-compartment precast concrete septic tank with an
effluent filter on the outlet, and six `Quick -4' chamber trenches. Two trenches had 14 chambers, two
trenches had 10 chambers, and two trenches had 4 chambers, for a total of 56 `Quick4' chambers
and 553 SF of infiltrative area. A distribution box and serial distribution will be used to distribute
effluent. An as -built drawing is included.
Upon fugal grading surrounding the residence, two risers and lids should be installed to bring the
septic tank to grade.
The OWS was installed according to specifications. This observation is not a guarantee of
workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes
are made to the OWS.

This letter will confirm that the property at Lot 28 Holland Hills Road has completed work to
partially line and partially pipe a section of the Kester Ditch above Lot 28. This ditch work was
completed to satisfy setback requirements of the Environmental Health Department. The
improvements include a buried 40 mill polyethylene liner in combination with a buried 36" ADS
"N-12 polyethylene pipe.
At the request of Mr. Tom Misner, I inspected the ditch today and have found the improved
sections have been constructed in a sound and complete manner and the improvements should
adequately prevent water from seeping from the ditch.

I've attached the HP Geotech soils report, the Improvement Survey and a site plan with topography and a rough
location of where the house may be located.
It looks like the Kester Ditch runs along the eastern edge of the property. The perc test holes and test pit were
located in the center of the property. Based on the desired house location, the gas line that runs along the
western side of the property, and the driveway (the owner wants a circular drive although the location is not
currently known) - we are probably looking at locating the drain field in the southern/southeastern portion of the
property. I think the owner wanted it along the western edge, but I'm not sure we can accomodate that given the
constraints. In any case, a substantial portion of it should be within about 50-75' of the original perc tests.
The perc test results were 20, 15 and 9 MPI for an average of approximately 15 MPI. No free water was
observed in the pits, which ranged from 6.5' to 9' deep.

I, William E Swanson Jr. have a contract to purchase Lot # 28 on Holland
Hills Dr. in Basalt Co. contingent upon being able to pipe the irrigation ditch
that you maintain and that runs through Lot # 28. The ditch is highlighted on
the enclosed survey.
I am requesting permission to pipe this ditch in its entirety. I would use 36"
ADS Plastic Pipe and connect it into the 36" ADS Plastic Pipe that currently
runs under Holland Hills Dr. and into Lot # 28. The pipe would run from this
point to the end of lot # 28 to where it connects with Lot # 26. The ditch
would then be backfilled, tamped, covered and graded.

Dear Suzanne:
This letter will confirm that the Misner property lies within the corporate Boundaries of the
Holland Hills Metropolitan District. The Holland Hills Metro District provides potable water
service to properties within the District through a Colorado State approved public water system.
The system identification number is PWSID # CO 0149352 and a ground water source has been
adjudicated Under Case Nos. 99CW319 in Water Court Division 5, and the water supply meets
or exceeds all federal and state water quality standards and a fully operational pumping,
treatment and distribution system is in place to deliver water to all properties currently within the
District.
The Misner property is therefore eligible for water service from the District upon completion of a
water service application, payment of processing and inspection fees and the installation of a
District approved water service line and water meter.
The Misner Property is also served by District maintained asphalt roads including Holland Hills
Road and Bishop Lane. Misner is eligible to access these roads, and use of the roads during
construction by heavy vehicles is permitted according to the rules of the District. All proposed
cuts to the road and access points must be pre -approved by the District.

Architectural Review
Dear Mr. Swanson,
In accordance with the covenants and by-laws of the Holland Hills at Basalt Subdivision,
our Architectural Control Committee met with you and your representatives on the
evening of Thursday, January 9, 2003. The purpose of the meeting was to review the
plans and specifications for structures you wish to build on Lot 28. We have 30 days
from this meeting to provide this response to your application.
Contiguous property owners were invited to provide input and comments as well as voice
any concerns they may have about the project. All contiguous property owners were
represented either in person or by proxy. A representative of the Kester Ditch Company,
Darwin Barta, was also present to provide input on your desire to alter the ditch.
Members of the committee present included:

Kent Schuler, President of our Homeowners Association, and also a member of the
Architectural Review Committee was present as a contiguous homeowner but recused
himself from final review of the application. This was done because the current owners
of Lot 28 feel he has a conflict of interest. We disagree with this assessment but
acquiesce to it in the interest of goodwill and expedience. I have agreed to chair the
committee in Kent's absence.
After review and consideration the committee makes the following observations and
conditions our approval of your application on your signed and notarized acceptance of
the stipulations noted:
0
SITE
1. That all Pitkin County Setbacks will be observed
2. That all Holland Hills at Basalt Subdivision recorded Easements will be properly
utilized, protected and restored to a grassed state as required by covenants.
3. That no encroachments will be installed in such a way as to block further utilization
of any easement.
4. That no Mercury vapor, halogen, or direct incandescent flood, the bulb of which is
visible from any public street, trail or right of way, will be utilized for outdoor
lighting. All outdoor lighting will be low level and indirect.
5. That a landscape plan, including automated irrigation system, be submitted to the
committee for review and approval. Community regulations prohibit the use of
domestic water for irrigation and mandate the use of the ditch water provided for that
purpose. The rational for this is to conserve treated water and utilize the surface
water irrigation resource for beautification and the establishment of acceptable
ground covers which will inhibit weeds and the encroachment of non-native
destructive plant species. You indicated that you intended to leave the lot in a natural
state. This is unrealistic and unacceptable in as much as there will be nothing natural
about the lot after the completion of earthmoving and construction. Culverting or
lining of the ditch will only serve to further the desertification of the property and
encourage the encroachment of noxious weeds. Covenants mandate the planting and
maintenance of vegetative groundcovers and outlaw the propagation and acceptance
of noxious weeds. We have a very valuable resource in our irrigation water rights
that other subdivisions would die for. You are paying for it in your property taxes.
Use it to your advantage and enhance your property values.
SUBDIVISION AND ROAD DISTRICT
This application calls for the moving of an existing log house, on subdivision roads, to
the site on Lot 28. Approval of this application is further conditioned on your acceptance
of the following:
1. That any damage occasioned to the subdivision roads, overhead or underground
utility infrastructure or street lighting, irrigation ditches or drainage structures and
ditches within the subdivision will be repaired to the satisfaction of the Holland Hills
Metropolitan District and the Holland Hills Homeowners Association at your
expense.
2. That the structures will not be stored on site. That means that the existing building
structures will not be moved to the site under any circumstances until the footings,
foundation walls, and load bearing walls have been erected sufficiently to allow the
buildings to be set in place immediately and without delay in a continuous operation.
BUILDINGS
3. That the project be completed in its entirety, from groundbreaking to landscaping, in
the 18 months allowed under subdivision regulations.
4. That the project be constructed according to all governing Pitkin County codes and
building and zoning regulations and that no structural, electrical or plumbing changes
will occur after the delivery of the certificate of occupancy without additional review
by the Architectural Control Committee and additional Pitkin County permits.
5. That the combined buildings be confined to one primary and one accessory dwelling
unit for a total of two dwelling units and no more.
6. That all existing windows and doors be scrapped and replaced with new windows and
doors incorporating energy efficient glass and insulation to current code.
7. That the entire roof be replaced with new roofing material, either metal or asphalt
shingle.
EXTERIOR FINISHES
8. That the entire exterior surface of the existing log buildings be stripped and refinished
to clean and expose the beauty of the natural wood beneath. Merely covering the
existing old log buildings, as you indicated in our meeting with you, with a dark solid
color stain, will not be acceptable.
9. You indicated that you wish to paint the buildings with a solid color, "special
Walnut" stain. This stain is the darkest stain in the color spectrum short of ebony
(black). Choose a semi -transparent, much lighter stain, which allows the grain and
feel of the log structure to show through and resubmit a sample of that stain. Painting
logs to hide the age of their finish and their imperfections is, as observed, "dated and
dreary" as well as a poor indicator of your unstated but surely existing desire to be a
positive addition to our neighborhood.
10. Placing an old structure made of horizontal logs on top of a new structure made of
horizontal 1 x 8 cedar siding, next to a new structure with shingles on the second
level and horizontal lx 4 cedar siding on the first level is hodgepodge and
unimaginative.. Painting both structures in their entirety in one almost solid, nearly
black color compounds the issue and is totally out of the question. These treatments
will only detract from your property value. Don't take our word for it. Ask any
licensed Architect or uncompromised Realtor for their opinion. Reconsider and
resubmit your exterior finish choices with an eye toward dissimilar treatments and
dissimilar colors between levels that will tie the two buildings together thematically
and be esthetically pleasing to the eye.
IRRIGATION DITCHES
You indicate in your application that you wish to enclose the Kester Ditch in a culvert for
the purpose of containing leakage. Discussions with the Pitkin County Environmental
Health Department indicate that your septic problems can be resolved with the
installation of a less expensive ditch lining. Polling of the contiguous neighboors and the

Board members indicates a majority desire to see the ditch remain open for aesthetic and
safety reasons. Approval of this application is further conditioned on your acceptance of
the following conditions regarding the irrigation ditch:
1. That you Provide proof in writing of your approval from the Kester Ditch Company.
2. That the enclosure be accomplished by either lining the ditch for it's entire length
across your property in accordance with Pitco Environmental Health regulations and
Kester Ditch requirements regarding type, thickness, and placement methods for the
liner membrane or;
3. That the enclosure be accomplished by enclosing same in the same size, type and
manufacture of plastic or Polyvinyl culvert that currently exists where the ditch
crosses Holland Hills road at the upstream end of Lot 28.
If your choice is culvert you further agree:
4. That the culvert will be installed in accordance with manufacturer specifications and
to a depth and level that will maintain the same flow line that currently exists across
the property.
S. That the culvert will be engineered and installed in such a way that will maintain an
airspace in at least the upper 33 1/3 % of the pipe from inlet to outlet under the
maximum possible CFS flow of the Kester Ditch. This is for safety purposes in the
event that children, pets or wildlife are swept into the pipe.
6. That a cleanable permanent angled steel grate, anchored on a pivot in concrete, be
installed at the upstream entrance to the culvert sufficient to inhibit small children,
pets or wildlife from entering the culvert. The design shall be similar to the culvert
entrance on the Roaring Fork Club property further downstream on the Kester Ditch.
That the Kester Ditch Company and Holland Hills Homeowners Architectural
Control Committee exercise final approval over the design of the entrance grate.
7. That you and your heirs, successors or assigns of Lot 28 accept, by deed restriction
and in a written document filed with the Kester Ditch Company and the Holland Hills
Metro District, responsibility for perpetual maintenance and repair of the culvert and
cleaning of the steel grate entrance sufficient to avoid backup or flooding of any kind
on any public or private property in the subdivision. This document must further
state that you accept liability for any flooding occasioned by the lack of maintenance
or cleaning of the culvert or it's protective grates.
8. That you install an intermediate access point in the culvert, such as an inverted "T"
with manhole cover or protective grating sufficient to allow an individual to enter the
Pipe at or near the midpoint for cleaning and maintenance.
9. That the upstream end of the culvert begin at a point no closer than 140' downstream
from the eastern most lot comer of Lot 28.
10. That an additional "T" with protective grating be installed to pickup the lateral ditch
which extends from the Arbaney ditch, downhill along the northwest lot line of Lot
29 and the flow be directed and contained into the Kester Ditch through this tee.
Failure to do this will cause intermittent and unacceptable flooding on Lot 28 and the
properties below.

11. That the culvert backfill cover be smoothed into a natural appearing contour of the
existing slope, seeded with grass seed and irrigated with the permanently installed
irrigation system.

GEOLOGY
ALL SERVICE septic, LLC reviewed the local soil conditions and geology at the subject site. The
soils consisted of a 6 -inch silty, sandy root zone, underlain by silty sandy clay to the maximum depth
explored of 8 feet. Due to the silty, sandy matrix of the soils proper treatment of effluent will take
place within 4 feet of soil and effluent interface. The soils will provide adequate treatment of effluent,
hence a very low risk of onsite well contamination._
Based on geological conditions and evaluation of risk of contamination of surface water and ground
water, it is not necessary to add 8 feet additional distance for each 100 gallons of wastewater flow
over 1000 gallons per day as specified in the table to prevent contamination.

within 50 feet of proposed drain field.
OPERATION INFORMATION AND MAINTENANCE
The surface of the drain field should be seeded upon completion. Vegetation is an important factor in
drain field performance. Geo -fabrics or plastics should not be used over the drain field. Livestock
should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional
water is being discharged to OWS. For Example, a running toilet or leaky faucet can discharge
hundreds of gallons of water a day and harm a drain field.
The homeowner should pump the septic tank every two years and clean the effluent filter as needed.
Garbage disposal use should be minimized, and non -biodegradable materials should not be placed
into the OWS. Grease should not be placed in household drains. Loading from a water softener
should not be discharged into the OWS. No hazardous wastes should be directed into the OWS.
Mechanical room drains should not discharge into the OWS. The OWS is engineered for domestic
waste only.
ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain
field due to the potential to compact soil. Extensions should be placed on all septic tank components
to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be
used, unless plastic or fiberglass is required. Septic tank risers should extend to grade. Access to all
tank compartments and distribution devices is optimal. Easements will be encroached will the OWS
installation. The client must be aware of potential problems. We can be notified to discuss these.
INSTALLATION OBSERVATIONS
ALL SERVICE septic, LLC, and the county must view the OWS during construction. The OWS
observation should be performed before backfill, after placement of chambers and distribution pipes.
Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must
also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the
installation.

4) Roof downspouts and drains should discharge well beyond the limits of
all backfill.
5) Landscaping which requires regular heavy irrigation should be located at
least 5 feet from the buildings. Consideration should be given to the use
of xeriscape to limit potential wetting due to irrigation.
Percolation Testing: Percolation tests were conducted on November 22, 2002 to
evaluate the feasibility of an infiltration septic disposal system at the site. One profile
pit and three percolation holes were dug at the locations shown on Fig. 1. The test holes
(nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow
backhoe pits and were soaked with water one day prior to testing. The soils exposed in
the percolation holes are similar to those exposed in the Profile Pit shown on Fig. 2 and
consist of slightly gravelly sandy silt and clay. The percolation test holes were
protected from freezing with rigid foam insulation and were free of frost or ice at the
time of testing. The percolation test results are presented in Table H. Based on the
subsurface conditions encountered and the percolation test results, the tested area should
be suitable for a conventional infiltration septic disposal system. Pitkin County requires
.a civil engineer design the infiltration septic disposal system. Pitkin County should be
contacted for specific design requirements.
Limitations: This study has been conducted in accordance with generally accepted
geotechnical engineering principles and practices in this area at this time. We make no
warranty either expressed or implied. The conclusions and recommendations submitted
in this report are based upon the data obtained from the exploratory pits excavated at the
locations indicated on Fig. 1, the proposed type of construction and our experience in
the area. Our findings include interpolation and extrapolation of the subsurface
conditions identified at the exploratory pits and variations in the subsurface conditions
may not become evident until excavation is performed. If conditions encountered
during construction appear different from those described in this report, we should be
notified at once so re-evaluation of the recommendations may be made.
This report has been prepared for the exclusive use by our client for design purposes.
We are not responsible for technical interpretations by others of our information. As
the project evolves, we should provide continued consultation and field services during
construction to review and monitor the implementation of our recommendations, and to
verify that the recommendations have been appropriately interpreted. Significant design
changes may require additional analysis or modifications to the recommendations

As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study and
percolation test for foundation and septic disposal designs at the subject site. The study
was conducted in accordance with our agreement for bcotechnical engineering services
to you dated November 19, 2002. The data obtained and our recommendations based
on the proposed construction and subsurface conditions encountered are presented in
this report. Evaluation of potential geologic hazard impacts on the site are beyonc the
scope of this study.
Proposed Construction: The proposed residence will be a single story wood frame
structure above a walkout basement and located on the site as shown on Fig. 1. A
detached garage is proposed southeast of the residence. Ground floors are proposed to
be slab -on -grade. Cut depths are expected to range between about 3 to 8 feet_
Foundation loadings for this type of construction are assumed to be relatively, light and
typical of the proposed type of construction. The septic disposal system is proposed to
be located downhill and south of the garage.
If building conditions or foundation loadings are significantly different from those
described above, we should be notified to re-evaluate the recommendations presented in
this report.
Site Conditions: Lot 28 is located on the north side of Holland Hills Drive. The ground
surface in the building area has a moderate slope down to the south with about 4 feet of
elevation difference across the residence. The lot is vegetated with grass and weeds. An
existing irrigation ditch crosses the lot above the proposed building areas. We
understand the ditch will be piped across the site during development.
Subsurface Conditions: The subsurface conditions at the site were evaluated by
excavating two exploratory pits in the residence area and one profile pit near the garage
in the septic disposal area. The pit locations are shown on Fig. I. The logs of the pits

are presented on Fig. 2. The subsoils encountered, below about 1 foot of topsoil,
consist of slightly gravelly sandy silt and clay. Results of swell -consolidation testing
performed on relatively undisturbed samples of the sandy silt and clay, presented on
Figs. 3 and 4, indicate low compressibility under existing low moisture conditions and
light loading and typically low to moderate compressibility upon wetting and additional
loading. The sample from the Profile Pit showed a moderate collapse potential when
wetted under loading. No free water was observed in the pits at the tine of excavation
and the soils were moist.
Foundation Recommendations: Considering the subsoil conditions encountered in the
exploratory pits and the nature of the proposed construction, we recommend spread
footings placed on the undisturbed natural soil designed for an allowable soil bearing
pressure of 1,200 psf for support of the proposed residence. The soils tend to compress
when wetted underload and there could be some post -construction foundation
settlement. Footings should be a minimum width of 20 inches for continuous wails and
2 feet for columns. Loose and disturbed soils and any existing fill encountered at the
foundation bearing level within the excavations should be removed to expose the
undisturbed natural soils_ The, subgrade should then be moistened and compacted.
Exterior footings should be provided with adequate cover above their bearing elevations
for frost protection. Placement of footings at least 42 inches below the exterior grade is
typically used in this area. Continuous foundation walls should be reinforced top and
bottom to span local anomalies such as by assuming an unsupported length of at least
12 feet. Foundation walls acting as retaining structures should be designed to resist a
lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for the
on-site soil as backfill.
Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support
lightly leaded slab -on -grade construction with a low potential for differential settlement
To reduce the effects of some differential movement, floor slabs should be separated
from all bearing walls and columns with expansion joints which allow unrestrained
vertical movement. Floor slab control joints should be used to reduce damage due to
shrinkage cracking- The requirements for joint spacing and slab reinforcement should
be established by the designer based on experience and the intended slab use. A
minimum 4 inch layer of free -draining gravel should be placed beneath basement level
slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with
less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve.

All fill materials for support of floor slabs should be compacted to at least 95% of
maximum standard Proctor density at a moisture content near optimum. Required fill
can consist of the on-site soils devoid of vegetation, topsoil and oversized rock.
Underdrain System: Although free water was not encountered during our exploration,
it has been our experience in the area that local perched groundwater can develop during
times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can
create a perched condition. We recommend below -grade construction, such as retaining
walls and basement areas, be protected from wetting and hydrostatic pressure buildup
by an ut:derdrain system.
The drains should consist of drainpipe placed in the bottom of the wall backfi'U
surrounded above the invert level with free -draining granular material. The d.rain
should be placed at each level of excavation and at least 1 foot below lowest adjacent
finish grade and sloped at a minimum 1% to a suitable gravity outlet. Free -draining
granular material used in the underdrain system should contain less than 2% passing the
No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum sine of
2 inches. The drain gravel backfill should be at least 1'4 feet deep. An impervious
membrane such as 20 mil PVC should be placed beneath the drain gravel in a trough
shape and attached to the foundation wall with Masticto prevent wetting of the bearing
S0115.
Surface Drainage: The following drainage precautions should be observed during
construction and maintained at all times after the residence and garage have been
completed.
1) Inundation of the foundation excavations and underslab areas should be
avoided during construction.
2) Exterior backfill should be adjusted to near optimum moisture and
compacted to at least 95% of the maximum standard Proctor dc:asiry in
pavement and slab areas and to at least 90% of the maximum standard
Proctor density in landscape areas. Free -draining wall backfill should be
capped with about 2 feet of the on-site, finer graded soils to reduce
surface water infiltration.
3) The ground surface surrounding the exterior of the building should be
sloped to drain away from the foundation in all directions. We
recommend a minimum slope of 12 inches in the first 10 feet in unpaved
areas and a minimum slope of 3 inches in the first 10 feet in pavement
and walkway areas. A Swale may be needed uphill to direct surface

runoff around the residence and garage.
4) Roof downspouts and drains should discharge well beyond the limits of
all backfill.
5) Landscaping which requires regular heavy irrigation should be located at
least 5 feet from the buildings. Consideration should be given to the use
of xeriscape to limit potential wetting due to irrigation.
Percolation Testing. percolation tests were conducted on November 22, 2062 to
evaluate the feasibility of an infiltration septic disposal system at the site. One profile
pit and three percolation holes were dug at the locations shown on Fig. 1. The test holes
(nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow
backhoe pits and were soaked with water one day prior to testing. The soils exposed in
the percolation holes are similar to those exposed in the Profile Pit shown on Fig. 2 and
consist of slightly gravelly sandv silt and clay. The percolation test holes were
protected from freezing with rigid foam insulation and were free of frost or ice at the
time of testing. The percolation test results are presented in Table IL Based or, the
subsurface conditions encountered and the percolation test results, the tested area should
be suitable for a conventional infiltration septic disposal system. Pitkin County requires
.a civil engineer design the infiltration septic disposal system. Pitkin County should be
contacted for specific design requirements.
Limitations: This study has been conducted in accordance with generally accepted
geotechnical engineering principles and practices in this area at this time. We make no
warranty either expressed or implied. The conclusions and recommendations submitted
in this report are based upon the data obtained from the exploratory pits excavated at the
locations indicated on Fig. 1, the proposed type of construction and our experience in
the area. Our findings include interpolation and extrapolation of the subsurface
conditions identified at the exploratory pits and variations in the subsurface conditions
may not become evident until excavation is performed. If conditions encountered
during construction appear different from those described in this report, we should be
notified at once so re-evaluation of the recommendations may be made.
This report has been prepared for the exclusive use by our client for design purposes.
We. are not responsible for technical interpretations by others of our information. As
the project evolves, we should provide continued consultation and field services during
construction to review and monitor the implementation of our recommendations, and to
verify that the recommendations have been appropriately interpreted. Siglificant design
changes may require additional analysis or modifications to the recommendations

This septic permit is approved per compliance with the engineer design and specifications stamped 1/16/03. Any
changes must be approved by this department and the design engineer prior to them being made. Minimum
horizontal distances between components of the system and physical features shall conform to the Pitkin County
ISDS regulations. Before there is water in the irrigation ditches in the spring, the ditch is to be lined or piped
the length that does not meet the 75 ft setback required from the absorption area. This department shall be
called for an inspection of this work. Then the department is to be called to check the depth to groundwater
during the period of spring runoff/high ground water to insure that there is no subsurface ground water. If
groundwater is found above an 8 ft depth, this permit is not valid.
The engineer design is for a minimum 1750 gallon water tight two-compartment tank with an effluent filter. The
effluent is split two ways each to two sets of gravelles chamber trenches in series (each set has a total of 20
chambers for a total of 40 chambers.)
This department does not endorse any brand of products. This permit must be kept on-site during installation.
The engineer must do a final inspection of the installation and submit an as -built letter to this department. This
department must also be called for an inspection with a minimum of 48 hours advanced notice.

The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes
longer than 6 hours, a rate of $65 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time
of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before
final approval of the ISDS permit.
Application for an individual sewage disposal system is hereby submitted. I hereby certify that the above information is true and
accurate and that I have provided true and accurate information on locations of all existing and proposed wells, contour
intervals, buildings, property lines, ditches, slopes, waterlines, springs, suction or irrigation (Ines, drinking water cisterns, drain
tiles, irrigation ditches, lakes, water courses, streams, Floodplain, dry gulches, and existing septic systems. I hereby certify
that any such features not shown on attached site map are not present. Issuance of the permit does not imply the approval of
any other permit required for construction pursuant to Pitkin County codes. No construction may be undertaken until all
approvals and permils have been obtained.
The Aspen/Pitkin Environmental Health Department, Pitkin County and employees of these agencies will be held harmless
should the individual sewage disposal system fail or malfunction. The permit to constnr is issued on Information submitted by
