Permit Conditions:
This OWTS Construction Permit is approved on the condition of compliance with the engineer design as submitted with the application and the specifications
cited above. Changes must be approved by this Department and the engineer prior to construction.
This permit is for a commercial grow facility with 10 employees. If the number of employees increases, an addition in size to
the OWTS may be required; The owner must contact the Environmental Health Department to discuss any requirements. This
system is sized for the waste from the 10 employees. Waste from the produced irrigation water shall not be disposed of
through the OWTS andfor through the proposed floor drains in the facility.
The system shall consist of sewage Flowing via gravity to a 1000 -gallon concrete septic tank with an Orenco dosing pump in
the second chamber. Effluent will be pumped to a distribution box where it will then gravity feed (3) trenches with 10 Quick4
chambers in each trench (30 total chambers). The soil treatment area shall be a minimum of 100 feet to any well, 50 feet to
any unlined irrigation ditch or stream. No portion of the OWTS shall be installed in the Highway 82 "right of way" unless an
approval letter from the Colorado Department of Transportation, agreeing to allow the OWTS be installed in the "right of way",
is filed with this office.
This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this
Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for
the final inspection with a minimum of 48 hours notice.
Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS
Regulation.
This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in
accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction
Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this
permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits.
THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN
COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE.

Jordan received a really odd approval from Pitkin County. The resolution
allows him to begin construction without having a water supply in place, but he has
to show a legal supply at the time of CO. You might need to provide a copy of the

I understand. Since the septic has been designed (at this point) to handle domestic
wastes only, is there any way to provide information on where the water for the
fixtures will come from (no irrigation?)
Typically, Environmental Health will not issue the septic permit without proof of legal
water supply. I can proceed with the application submission, but it may hold up the
actual permit if I don't have something for him on the water.

Subsurface Investigation and Onsite Wastewater Treatment System Design

ALL SERVICE septic, LLC performed a subsurface investigation and an onsite wastewater treatment
system (OWTS) design for the subject residence. The property is located outside of Basalt, in an area
where OWTSs are necessary.
SITE CONDITIONS
A 4 -bedroom single-family residence presently exists and is utilizing an OWTS, installed in 1986
(Pitkin County Individual Sewage Disposal System (ISDS) Permit #86001). The newly aligned
driveway will likely go over the existing tank. This system was recently inspected and is in need of
some minor repairs. The concrete material is also deteriorating and driving over this tank is NOT
recommended. It is recommended that this tank be relocated outside of the driveway or replaced
with a tank that has a traffic -rated lid. It has also been documented that the pipe going from the
house to the tank is cast iron. It is recommended that this line be replaced. The existing absorption
area appears to be outside of the driveway with no signs of saturation or failure.
There is a desire to further develop the property with commercial agricultural structures. There is an
existing well on the property, located to the southwest of the residence. Any new absorption area
must be located a minimum of 100' from the existing well. A ditch runs along the northeast property
boundary, parallel with the highway. This ditch must be lined or put into a culvert within 50 -feet of
the proposed absorption area.
SUBSURFACE
The subsurface was investigated by digging one 8 -foot profile pit and taking a soil sample from
approximately 3 -feet below grade. At the time of the subsurface investigation, the ditch located to the
northeast of the profile pit was running, causing saturated areas nearby. A gradation analysis and
hydrometer analysis was run by HP Geotech and results are detailed in a report dated September 16,
2013, Job No 113 064U.

The materials encountered in the profile pit consisted of 2 -feet brownish red, moist, medium dense silty
sand, underlain by brownish red, dense, moist gravelly silty sand to a depth of 7 -feet, underlain by
dark brown gravelly silty sand with cobbles from 6 to 8 -inches in diameter to a maximum depth
explored of 8.0 -feet. No bedrock or groundwater was encountered. A pipe was placed in the pit to
monitor for groundwater. The gradation performed by HP Geotech shows the soil consists of 23%
gravel, 56% sand, 18% silt and 3% clay. The USDA soil type is classified as Gravelly Loamy Sand.
A long term acceptance rate (LTAR) of 1.1 gal/sq. ft will be used to design the OWTS.

Recommend replacement of septic tank. Criteria for 4 -bedroom house include the following:
• Minimum 1250 -gallon, two-compartment septic tank with effluent filter on outlet
• Traffic -rated lid (if under driveway)
• Minimum setbacks of 50 -feet from any well
• Recommend replacement of cast iron pipe from house to tank with 4" SDR sewer pipe with a
minimum 2% slope to tank and the addition of a clean-out near the house.

Commercial Aericultural Buildings
The design will be based on water use estimates. It is anticipated that there will be approximately 6
to 10 employees at the greenhouse daily. Installing a water meter is recommended to more
accurately assess water usage in the greenhouse.
• 10 employees (toilets and lavatories) x 15 gallons/day in 8 -hour shift = 150 gallons/day
• 5 showers x 14.7 gallons/day = 75 gallons/day
• 10 employees using kitchen sink x 4.4 gallons/day = 45 gallons/day
• 3 uses of laundry x 19.5 gallons/day = 60 gallons/day
• Other sinks (approximated 100 gallons/day) = 100 gallons/day
Total estimated average daily flow = 430 gallons/day

The installation will i de a 1000 -gallon, two-compartment septic tank with an Orencog Biotube
pump vault and pump in the second compartment. Effluent will be pumped to a distribution
box, accessible from grade, and will gravity flow to three gravelless chamber trenches, each with 10
`Quick 4' Infiltratorg chambers in each row. There must be at least 6 -feet of undisturbed soil
between each trench. The ditch must be lined or placed in a culvert within 50 -feet of the absorption
area.
Floor drains in the buildings will be diverted to a separate drywell.
The component manufacturers are typical of applications used by contractors and engineers in this
area. Alternatives may be considered or recommended by contacting our office. Construction must
be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS
Construction Permit provided by Pitkin County Environmental Health Department, and this design.
REVEGETATION REQUIREMENTS
An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the
entire disturbed are of the OWTS installation. A mixture of native grass seed that has good soil
stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes
well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be
plated over the area. Until vegetation is reestablished, erosion and sediment control measures shall be
implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining
proper vegetation cover.
OPERATION INFORMATION AND MAINTENANCE
The property owner shall be responsible for the operation and maintenance of each OWTS servicing the
property. The property owner is responsible for maintaining service contracts for manufactured units,
alternating absorption systems, and any other components needing maintenance.
Geo -fabrics or plastics should not be used over the absorption area. No heavy equipment, machinery, or
materials should be placed on backfilled absorption area. Livestock should not graze on the absorption
area. Plumbing fixtures should be checked to ensure that no additional water is being discharged to
OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day
and harm an absorption area.

The homeowner should pump the septic tank every two years, or as needed gauged by measurement of
solids in the tank. Garbage disposal use should he minimized, and non -biodegradable materials should
not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water
softener should not be discharged into the OWTS. No hazardous wastes should be directed into the
OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for
domestic waste only.
ADDITIONAL CONSTRUCTION NOTES
If design includes a pump, air release valves and weep holes should be installed to allow pump lines
to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of the
absorption area due to the potential to compact soil. Extensions should be placed on all septic tank
components to allow access to them from existing grade. Backfill over absorption area must be
uniform and granular with no material greater than minus 3 -inch.
INSTALLATION OBSERVATIONS
ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation
should be performed before backfill, after placement of OWTS components. Septic tanks, distribution
devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL
SERVICE septic, LLC should be notified 48 hours in advance to observe the installation.
LIMITS:
The design is based on information submitted. If soil conditions encountered are different from
conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS
construction must be according to the county regulations. Requirements not specified in this report
must follow applicable county regulations. The installer should have documented and demonstrated
knowledge of the requirements and regulations of the county in which they are working.
