The purpose of our observation was to confirm the repair was installed in conformance with our upgrade design dated May 20, 1996. The drip -irrigation trenches were installed in the general conformance with the design. The uppermost two 100 foot long trenches were installed as four 50 foot long trenches as indicated on the attached Fig. 2. The area of the drip irrigation field is 4000 SF. The results are moisture testing is attached. The results of observations indicate the OWS is operating adequately. At the June 19, 1997 visit, there were 2 situations which needed attention which were: 1. installing the surface drainage swale above the house, and 2. filling over PVC distribution pipe which is not exposed. Base line soils data would be obtained at OWS construction. The test- ing would include moisture and density of the native soil. A minimum of 5 soil moisture samples would be obtained and tested dur- ing May of each year. One sample must be from a drip irrigation sec- tion which is open and one may be from the section which is closed. The three remaining samples would be randomly obtained from trench areas based on a random number generator system. The samples would be obtained from a depth of 12 to 30 inches using a JMC BACKSAVER SOIL SAMPLER or AMS SOIL RECOVERY PROBE. Based on the soil moisture test- ing a report indicating: 1. location of tests, 2. moisture/density and 3. percent saturation will be reported. If the percent saturation exceeds 90% in two of the three samples and there is no evidence of surfacing, additional samples will be obtained in August. O. Church, Inc. 1. To avoid sampling bias, sample locations should be selected randomly. This could be accomplished by establishing a grid system over the absorption field, numbering the grid cells, and using a random number generator to select locations for moisture content measurement. 2. The method to be used to obtain undisturbed samples should be specified. 3. A minimum of 5 soil moisture samples be taken, to better evaluate moisture conditions within the absorption field. 4. The test methods by which moisture and density will be determined should be specified. 5 Percent saturation is typically calculated using the moisture content, density and specific gravity of the soil. The specific gravity values must be accurate if an accurate estimate of percent saturation is to be determined. The purpose of our review was to evaluate subsurface conditions and to design an Onsite Wastewater System (OWS). SITE CONDITIONS - The site is an approximate 1.48 acre parcel in a rural area cf Pitkin County, Colorado. The location of the proposed residence, profile pit and percolation tests are presented on Fig. 1. The slope at the proposed field area is 16% to the east. The ground surface has a moderate cover of grass and native vegetation. We met with Nancy MacKensie of the Pitkin County Health Department on May 9, 1996 to discuss sun and wind exposure at the site. It was de- termined the site is not in a confined drainage area and has moderate solar exposure and good wind exposure. PROPOSED CONSTRUCTION - A 2 bedroom residence is under construction as indicated on Figs. 1 and 2. The cabin is being constructed under a E -T design, with the intent to change to a drip irrigation OWS. The cabin has less then 2000 square feat (SF). The sewage loading for a 2 bel - room dwelling is 300 gallons per day (GPD), 525 GPD with a 1.75 fac- tor, to determine the design load. The design loading includes a gar- bage grinder, dish washer and washing machine. The site will be served water by a well near the southwest corner of the parcel, which is 140 feet from the proposed drip irrigation field. Discharge from any water softener, spas or pool should not be directed to the OWS. EXPERIMENTAL DRIP IRRIGATION SYSTEM - The proposed drip irrigation OWS has been authorized as an experimental OWS. As a part of the authori- zation, there will be conditions of the permit which are not typical of a permit in Pitkin County. The primary condition which will affect you is having a bond posted for installation. If respect to the remaining conditions: 1. you must agree to the terms of the permit, 2. a backup design is the previous ET design, 3. monitoring as described later in this letter will be required which will include an annual report as described in Item 4, 5. a filter is a part of this design, 6. the site has been reviewed as described under Site Conditions and found suitable for installation of a drip irrigation OWS, 7. the Department will allow the construction of the OWS without a 1.5 peaking factor, and 8. re- quires the bonding of the installation cost. Another drip irrigation system has been installed in Pitkin County so we do not expect any problems with installation or performance of the OWS. SUBSURFACE CONDITIONS - Subsurface conditions were investigated by Nelson at the locations indicated on Fig. 1. Subsurface conditions consisted of 2.25 feet of dark gray silty topsoil underlain by 1 foot of dark brown silty clay, underlain to 8 feet by stiff brownish -tan clay. No free water was encountered nor was observed 1 day after exca- vation in the profile pit. Percolation rates ranged from 27 to 32 minutes per inch (MPI) in the northern portions of the site, to 240 to 480 MPI in the southern portions of the field area. A copy of the Nelson data is attached. RECOMMENDATIONS - The poor percolation of the soil in the southern portion of the proposed field dictate an evapotranspiration -absorption (ETA) type OWS will be required. The system is proposed to the north of residence as indicated on Fig. 2, with a two septic tank/lift sta- tion and drip irrigation field system. We recommend the installation of two 1000 gallon two compartment precast concrete septic tanks with an Orenco Screened Basket lift station, as indicated on Fig. 4. The field area is based on 525 GPD for a 2 bedroom home, 32 inches of lake evaporation per year based on the US Department of Commerce Wea- ther Bureau Technical Paper No. 37, and attached water balance design. The area of field required is 4000 SF. We recommend the field be in- stalled in four 100 foot long drip irrigation sections which includes 4 or 6 lines in 2 to 3 backhoe trenches as indicated on Fig. 3. The proposed field is larger than the minimum requirement to provide a factor of safety and possibly allow greater loading in the future. If the owner is anticipating finishing of additional bedrooms in un- finished areas or additions, we recommend the OWS be constructed to handle the additional loading. The installation of a properly sized OWS to serve future buildout can be cost effective. The proposed sep- tic tank configuration will serve up to a 2 bedroom residence of less than 2000 SF. For greater than 2 bedrooms or 3 bedrooms with greater than 2000 SF, the septic tank must be upsized to 250 gallons per bed- room. Each additional bedroom larger than 2 bedrooms would require an additional 2000 SF of drip irrigation field. We recommend the surface of the E -T field be seeded after installation of the system. A good native grass cover will promote E -T. We recom- mend a local seed mix available at local seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. LW41 0 3 0 The owner must realize an OWS is different from public sewer service. The owner must assume the responsibility for maintenance of the sys- tem. The system is relatively maintenance free, but the owner must have the septic tanks pumped. We recommend the tank be pumped every 2 years. There are daily considerations, such as not putting plastic or other nonbiodegradable material into the system. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to run. An excess 1000 GPD loading could flood and irreparably harm the field and stress the well. As a part of the Permit, there will be conditions imposed by the Pit- kin County Health Department. One condition which will be different from normal installations will be the requirement for bonding of the installation of the drip irrigation system. This is required because of prior poor experiences in Pitkin County with experimental systems. A drip irrigation system was installed in Pitkin County and there have not problems with the installation. Seven of the eight conditions will have been met with completion of the installation and only an annual reporting of soil moisture conditions and performance of the system will be required. We anticipate the annual reporting require- ment for 5 years and is estimated to cost $125.00. If the drip irri- gation OWS performs as the existing system has, we would apply to have the monitoring period reduced to 3 years. We caution against installation of a water softener. The hvdraulic loading from the backwash of a water softener can be detrimental to OWS and a separate drywell should be constructed for the backwash waste, if a water softener is installed. No landscaping or plastic can be used over the field, which will reduce evapotranspiration from the field. Chemically treated water from a swimming pool or spas should not be introduced into the OWS. LIMITATIONS - An drip irrigation design requires installation by a contractor who is an experienced installer. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should evaluate the effect of the changes on the proposed OWS. The Pitkin County Board of Commissioners has declared in the Pitkin Countv Individual Sewage Disposal System Regulation (Regulation), support for alternative methods of wastewater disposal not otherwise provided for in the Regulation. In this case such an alternative system commonly known as Drip Irrigation shall be declared "experimental". 2. The Pitkin County Board of Commissioners has declared in the Regulation that the experimental system must be designed by a Registered Professional Engineer prior to submittal to the Aspen/Pitkin Environmental Health Department for review. 3. The Pitkin County Board of Commissioners, acting as the Pitkin County Board of Health (PCBOH) recognizes, and the Regulation states: "The Local Board of Health may not arbitrarily deny any person the right to consideration of an application for such a system and shall apply reasonable performance standards in determining whether to approve an application." NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado, that the use of "Drip Irrigation" as an experimental wastewater disposal system in Pitkin County meets the conditions of the Regulation to be declared experimental, and sitting as the Pitkin County Board of Health declare approval for installation of a total of eight (8) such systems in the County with the following conditions: 1. Any permit for installation of a Drip Irrigation wastewater disposal system must be issued in the name(s) of the legal owners of the property involved, must contain an accurate description of the property, and must conspicuously display the requirements in Section 4-20 of the Regulation, titled; "Experimental Systems". 4qQ • 2 • 2. The Pitkin County Board of Health and the Aspen/Pitkin Environmental Health Department will assume no liability in the act of issuing a permit for a Drip Irrigation wastewater disposal system, either for design or performance. 3. The permit issued for a Drip Irrigation wastewater disposal system shall be recorded in real estate records for the property served by the system. This recording is for the purpose of putting future purchasers on notice that an experimental sewage disposal system serves their property. 4. The applicant must commit to follow the recommendations of the Aspen/Pitkin Environmental Health Department (Department), and those of the Registered Professional Engineer consultant to the Department if approval is given to install the experimental system. 5. As is stated in the Pitkin County ISDS Regulation, Section 4-20; The applicant must provide for a "... timely installation of a backup system of a type described in this regulation if the experimental system fails." The lot on which a Drip Irrigation system is to be installed must be large enough to accommodate a traditional Individual Sewage Disposal System (ISDS) so that if the Drip Irrigation system fails and cannot be repaired, the owner will have room to construct a replacement system. This is consistent with previous PCBOH actions on experimental systems as found in Section 12-8.1 of the ISDS Regulation. 6. If a 'water balance" method of calculating waste load is applied, the applicant must provide a monitoring plan to determine the saturation status of soils. especially in the early spring months when the leaching bed is at its peak storage. 7. The applicant must provide a written report to the Environmental Health Department documenting maintenance on the system (such as when the filters are changed and when the valve regulating field use is activated). The soil saturation data requested in condition 6 above must also be reported. The reporting must continue for a period of five (5) years, and be submitted to the Environmental Health Department in January of each year. 8. The installation of a filter after the final septic tank to remove any material which may remain to clog the distribution line ports will be required. 9. Since Drip Irrigation is promoted as an ISDS that is suitable for poor percolating soils, it assumes the form of a modified evapotranspiration (ET) system. In some cases it may be an evaotranspiration/absorption system using both air and plant evaporation with minimal soil absorption. Section 12-6.4 of the Pitkin County ISDS Regulation requires placement of these type systems, ".An an area where there is exposure to sunshine enough days per year and hours per day to allow for adequate functioning of the system, and must take into account the number of months per year in which the area is covered with snow. ET systems may not be used in shaded north -facing areas in valleys, for example, but must be in areas that are open to sunshine and exposed to sufficient breezes." • 3 • 10. Pitkin County ISDS Regulation requires a water flow "peaking factor" in the design of ISDS. However, since no "daily peaking factor" is figured in the calculation of the Drip Irrigation wastewater disposal system, and this is a significant variation from the Regulation, this requirement is waived with the condition that only a total of eight (8) systems using this modification be allowed in Pitkin County until it can be verified that the public health of residents, and the environmental health of surface and ground water is not compromised. 11. The owner will be required to post a bond to assure the system is installed and has a final inspection performed by the design engineer, and that a final "as - built" drawing is provided to the Environmental Health Department. The bond must be sufficient to cover costs of the final inspection, creating an "as -built" drawing, and submitting final documentation to the Environmental Health Department. The ground surface has a moderate cover of grass and native vegetation. PROPOSAD CONSTRUCTION - A 2 bedroom cabin residence is proposed tolbe moved to the house location as indicated on Figs. 1 and 2. The cabin has less then 2000 square feet (SF). The sewage loading for a 2 bed- room dwelling is 300 gallons per day (GPD), 525 GPD with a 1.75 factor to determine the design load. The design loading includes a garb�ge grinder, dish washer and washing machine. The site will be served water by an onsite well located at the southwest corner of the proper- ty, whiICh is 120 feet from the proposed E -T field. Discharge from any water softener, spaslor pool should not be directed to the OSDS. I i SUBSURFACE CONDITIONS - Subsurface conditions were investigated by Nelson at the locations indicated on Fig. 1. The location of the proposed residence, profile pit and percolation tests are presented on Fig. 1. The slope at the proposed field area is 16% to the east. The ground surface has a moderate cover of grass and native vegetation. PROPOSED CONSTRUCTION - A 2 bedroom cabin residence is proposed to be moved to the house location as indicated on Figs. 1 and 2. The cabin has less then 2000 square feet (SF). The sewage loading for a 2 bed- room dwelling is 300 gallons per day (GPD), 525 GPD with a 1.75 factor to determine the design load. The design loading includes a garbage grinder, dish washer and washing machine. The site will be served water by an onsite well located at the southwest corner of the proper- ty, which is 120 feet from the proposed E -T field. Discharge from any water softener, spas or pool should not be directed to the OSDS. SUBSURFACE CONDITIONS - Subsurface conditions were investigated by Nelson at the locations indicated on Fig. 1. Subsurface conditions consisted of 2.25 feet of dark gray silty topsoil underlain by 1 foot of dark brown silty clay, underlain to 8 feet by stiff brownish -tan clay. No free water was encountered nor was observed 1 day after excavation in the profile pit. Percolation rates ranged from 27 to 32 minutes per inch (MPI) in the northern portions of the site, to 240 to 480 MPI in the southern portions of the field area. A copy of the Nelson data is attached. RECOMMENDATIONS - The poor percolation of the soil in the southern portion of the proposed field dictate a E -T type OSDS will be requir- ed. Onsite materials can be used to form the edges of the bed areas. Dispersal gravel and E -T sand meeting Pitkin County Health Department requirements should be placed with a track mounted loader or backhoe. Rubber tired equipment which will compact or seal the sand should not be used. Graveless units such as "Infiltrator" may be substituted for gravel in the bed. This design is being submitted to obtain a septic permit. We believe there are more appropriate designs which could include a design based on: 1. a "water balance" for an E -T field, or 2. a "drip irrigation" OSDS system. We understand you would like us to proceed with the alternatives, but we need to obtain data for a design with a water balance and approval for a drip -irrigation system. Anticipated field areas will be smaller based on some infiltration of effluent. With a smaller area requirement, the fields will not have to be cut as deeply into the slope. If the owner is anticipating finishing of additional bedrooms in un- finished areas or additions, we recommend the OSDS be constructed to handle the additional loading. The installation of a properly sized OSDS to serve future buildout can be cost effective. The proposed sep- tic tank configuration will serve up to a 3 bedroom residence of less than 2000 SF. For greater than 3 bedrooms or 3 bedrooms with greater than 2000 SF, the septic tank must be upsized to 250 gallons per bed- room. Each additional bedroom larger than 2 bedrooms would require an additional 4807 SF of E -T type field based on current design data. We recommend the surface of the E -T field be seeded after installation of the system. A good native grass cover will promote E -T. We recom- mend a seed mix such as "Foothills, Pasture, or Prairie" mixes avail- able at local seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. The owner must realize an OSDS is different from public sewer service. The owner must assume the responsibility for maintenance of the sys- tem. The system is relatively maintenance free, but the owner must have the septic tanks pumped. We recommend the tank be pumped every 2 years. There are daily considerations, such as not putting plastic or other nonbiodegradable material into the sewage system. Water use must be monitored so toilets are not allowed to run when seals mal- function. To illustrate the point, a running toilet will consume in excess of 1000 gallons per day if allowed to run. An excess 1000 GPD loading could flood and irreparably harm the field and stress the well. Oo 3 We caution against installation of a water softener. The hydraulic loading from the backwash of a water softener can be detrimental to • OSDS and a separate drywell should be constructed for the backwash waste, if a water softener is installed. The test holes were excavated by hand in the bottom of the backhoe pits. The subsoil in which two of the percolation tests (# 1 and' 2) were run, consisted of the brownish tan clay. These clays were well consolidated These test holes were presoaked for over 24 hours to allow the expansive clay to become saturated. The rates measured in these test holes averaged 360 minutes per inch. The clay soil is :at ccnside',ed acceptable for a conventional infiltration design for the on-site sewage system. On the slopes farther to the North of the staked cabin location, the percolation test holes, while dug to approximately the same depth, were located with the bottom in the topsoil and the dark silty clay subsoil gust beneath. Thecae test holes were presoaked the evening before the test and Again for eight hour before the percolation test measurements were taken Tluc , ntca were considerably faster, and averaged 30 minutes per inch. Flowing wells shall be constructed to prevent any leakage around the casing or adjacent to the well. RULE 11 MONITORING AND OBSERVATION HOLES AND TEST HOLES 11.1 General - Monitoring and observation holes and test holes may be constructed by an authorized individual, other than a well construction contractor. The requirements for being licensed and notifying the State Engineer are summarized in Table 1. All monitoring and observation holes and all test holes must comply with the construction and plugging standards specified in these Rules. The person authorized to construct and to plug these holes shall keep accurate records of their work. 11.2 Monitoring and Observation Holes 11.2.1 Prior to the start of construction of any monitoring and observation hole, the State Engineer shall be notified pursuant to Rule 6.3. The monitoring and observation hole or holes must be constructed within ninety (90) days of giving such notice. 11.2.2 The testing and/or pumping of any monitoring and observation hole shall not exceed a cumulative total of two hundred (200) hours unless prior written approval for additional testing is obtained from the State Engineer. The well owner or his agent shall be responsible for obtaining permits and complying with all rules and regulations pertaining to the discharge of all fluids produced during the testing. 11.2.3 All monitoring and observation holes shall be plugged and sealed within one (1) year after their construction unless a permit has been obtained from the State Engineer, 11.2.4 All lithologic logs, water level data and water sample analyses obtained from monitoring and observation holes shall be submitted to the State Engineer upon request. 11.3 Test Holes 11.3.1 Notice of the intent to construct shall be submitted to the State Engineer for those test holes which are expected to penetrate through a confining layer. Notice is not required for test holes which are not expected to penetrate a confining layer.
