Processing Tanks: During each visit, the scum and sludge layers in the septic and/or recirculation tanks will be measured. A recommendation for pumping will he made when the combined thickness exceeds 25% of the total liquid volume. Pumping System: During each visit all pumps shall be observed to verify proper performance. The pumps will be operated manually. The pump vault screen shall be removed and cleaned if it is required. Recirculating Filter: The Filter will be observed for signs of excess organic build-up or improper performance. The media will be cleaned as necessary. The system shall be observed to verity proper distri5ution across the media, and distribution laterals will be flushed. Drain Field: The surface area around the drain filed will be observed for signs of failure such as lush vegetation growth or effluent ponding. Liquid levels within the field will be observed through the observation pipes if available. Items not covered in this contract include but not limited to: I . Corrective and/or repair maintenance if necessary. 2. Effluent sampling, and analysis. 3. The cost of tank pumping. Service Calls: Service calls will be billed at a rate oF$90.00 per hour. Village Plumbing LLC, will perform O&M as outlined for $137.50 for one visit In 2011 (fall). The same O&M will be preformed with two visits in 2012 for $275.00. Payment in full for the upcoming year is required prior to initiation of the agreement. This agreement lasts until December 2011. A new agreement will be written for 2012. Pitkin County Assessor's records indicate that this property is owned by 48 River Bend Road, LLC. Other Pitkin County records indicate that the property is occupied by Mr. Scott Russell. On April 18, 2011 this department was notified by Valley Precast, Inc. that the Operation and Maintenance agreement for the Advantex unit located at 48 River Bend Road had expired and the homeowner had chosen not to renew the contract. Individual Sewage Disposal System (ISDS) permit 07098 allowed for the installation of an Advantex AX20 unit at 48 River Bend Road. The Advantex unit is a manufactured, secondary treatment unit. The permit was expressly conditioned on the property owner providing for the regular inspection, cleaning, and maintenance of the system by qualified personnel. Pursuant to Section 6.28.130(A) of the Onsite Wastewater Treatment Regulation the maintenance provider is required to notify the property owner(s)/ occupant(s) and this department if a service contract is terminated for any reason. Additionally, the property owner(s) or occupant(s) shall be responsible for maintaining service contracts for manufactured units. On April 20, 1 communicated with Scott Russell, occupant of the property, both by phone and email requesting that a maintenance contract be reestablished and provided contact information for alternative maintenance providers. To date, this department has not received notification that a maintenance contract is currently in place. Please be advised that unless a maintenance contract is in place no later than June 20, 2011, the Pitkin County Board of Health will be convened and a cease and desist order maybe issued. Drywells: Dry wells may be permitted only in soils with a percolation rate faster than sixty (60) minutes per inch. They must meet the following requirements. I. Dry wells must be filled with clean, graded rock that may vary from 1/2 to 2 1/2 inches in diameter. The rock must extend from the bottom of the pit to at least two (2) inches above the inlet pipe. 2. At least one four (4) inch perforated vertical stand pipe must be attached to the end of the distribution line with a tee fitting. It must go to the bottom of the drywell and up to the finished grade and be fitted with a removable cap to be used as an inspection pipe. 3. The absorption area of the dry well must be computed on the basis of percolation rates of each stratum penetrated. Soil logs must be provided showing percolation rates in each layer. The weighted average of the results must be used to obtain a design value. 4. The effective area of the drywell will be calculated by adding the area of the sidewalls below the horizontal inlet line and the area of the bottom of the pit, excluding any impermeable layer penetrated. 5. Drywells must be separated by a distance equal to the depth of the excavation or ten (10) feet, whichever is greater. Processing Tank: During each visit, the scum and sludge layers in the processing tank (septic tank) will be measured. A recommendation for pumping will be made when the scum thickness exceeds four inches, or the sludge thickness exceeds 24 inches. Pumping System: During each visit all pumps shall be observed to verify proper performance. The pumps will be operated manually. The Siombe screen will be removed and cleaned. Recirculating Filter: The filter will he observed for signs of excess organic build-up or improper performance. The media will be cleaned as necessary. The system will be observed to verify proper distribution across the media and distribution laterals will be flushed. Drain Field: The surface area around the drain field will be observed for signs of failure such as lush vegetation growth or effluent ponding- Liquid levels within the field will be observed through the observation pipe and levels recorded. Items that are not Included in this contract include: 1. Corrective and/or repair maintenance if necessary, other than covered under warranty. 2. Effluent sampling and analysis if applicable. 3. The cost of tank pumping. Alarms: VPI will respond to alarm conditions at no cost during the agreement period. Service Calls: Service calls will be billed at a rate of $70.00 per hour and 540.00 per hour for travel time. A visit to the site other than the routine visits provided by this agreement or a system warranty issue will be deemed a service call. The revisions are based on a decrease in the number of bedrooms from our last revised design, dated April 15, 2004. All previous designs should be discarded to avoid confusion. The subsurface investigation was performed on April 7, 2004. SM The lot is located in a rural residential area in Pitldn County, Colorado. The proposed drain field area has a slope of 1% to 3% to the west. There is a RM cover of irrigated lawn at the proposed field area A house with an OWS exists on the site. The house is to be demolished and cleared and the OWS is to be properly abandoned -,,The local water district will provide water. PROPOSED CONSTRUCTION A four-bedroom residence with a total living area less than 6000 square feet (SF) is proposed at the location presented on Figure 1. The OWS design is based on 4 bedrooms and an average daily loading of 800 Gallons Per Day (GPD) using Pitkin County Environmental Health Department (PCEHD) loading of 100 gallons per day per person. The sewage loading with a peaking factor of 1.75 is 1400 GPD. This loading includes washing machines and garbage grinders. If additional bedrooms in unfinished areas are possible, it is suggested that the OWS be constructed to handle the additional loading. The installation of a properly engineered OWS to serve firture build -out can be cost effective. SUBSURFACE CONDITIONS The subsurface investigation was performed by digging a test pit at the location indicated on Figure 1. A gradation analysis performed on a sample obtained from the test pit at 16 feet indicates the soil consists of 65% gravel and sand and 35% fines (silt and clay). The gradation classifies the soil texture as a loam According to PCEHD ISDS regulations, loam soils have associated percolation rates of 21 to 30 minutes per inch (MPI). The gradation analysis is included as Figure 6. RECOMMENDATIONS The OWS installation includes a septic tank with an effluent pump and a drywell drain field at the locations presented on Figure 2. The OWS design is based on an average sewage load of 800 GPD and a percolation rate of 30 MPI. The installation must include one 2000 -gallon, two-compartment, concrete septic tank with a pump in a Biotube® pump vault in the second compartment. A drywell drain field measuring -14 feet wide by 44 feet long by 8 feet deep,must be installed for a total infiltrative area of 1544 A2. The OWS should be constructed similar to Figures 1 through 4. Movement over the drain field bed area during construction should be kept at a minimum to reduce compaction of the receiving soils. The bottom of the drywell must be scarified with a pick, shovel, or backhoe bucket teeth prior to the addition of dispersal gravel. The surface of the drain field should be seeded after installation. A native seed mix should be sown of the drain field to revegetate the surface. These mixes do not require irrigation and develop a growth 10 to 15 inches high. Installation of an automatic sprinkler system over the drain field area is discouraged. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must be aware of and assume responsibility for maintenance of the system. In the absence of a monitoring program, the septic tank should be pumped every two years. Effluent filter and screened vaults, as applicable, are to be cleaned during pumping. There are daily considerations such as not putting plastic or other nonbi- odegradable materials into the septic system. Garbage disposal use should be minimized. The backwash of a water softener may be harmful to the OWS. A separate drywell should be constructed for the backwash waste, if a softener is installed. Chemically treated water from a swimming pool or spas should not be introduced to the OWS. LEWrATIONS A contractor who is experienced in OWS installations should install this design. Our investigation, layout, design and recommendations are based on data submitted. If subsurface conditions considerably different from those described in this report are encountered, we should be notified to evaluate the effect on the proposed OWS. If the health department makes modifications to this design, we should be contacted to evaluate the impact on the performance of the OWS. The county and our firm must be contacted upon completion of the OWS All construction is to be in accordance with the ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations.
