If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. There would appear to be no substantive changes that would effect our plan for an Individual sewage disposal system for the property dated 01-06.04. My only general comment would be to double- check the required setbacks but the plan does not appear to create any confllcts and most of our setbacks exceeded the required minimums on the original plan. Only four changes were made to the plans. Change One - We flipped the bedroom level and the living level, removing the basement level. The house is now two levels rather than the original three. The living level is the top level rather the middle level. The bedroom level is now the lower level. The roof becomes a vaulted structure rather than the original flat ceiling trussed roof. Change Two - We narrowed the width of the Living Room by approximately four feet and moved it forward by four feet. Change Three - We moved the master bedroom forward in rotation to the Kitchen/Dining area. We also modified the bathroom and closet area. The stair also moved forward with that move. Change Four- We moved the Garage farther away from the entry door and made it larger The Kitchen and Dining area and the two kids bedrooms are almost identical to the original design. We divided the original Mud Roominto two roams. The Living Room, Entry, and Powder Room are also nearly identical except narrower and moved forward by four feet. The Master Bedroom size is the same but the bathroom and closet are modified to shorten the building width. On the lower level the playroom and guest master were flipped in location. The originalhousehad a powder room, four bedrooms with baths, one with a separate shower and, tub, a playroom with a three quarter bath, and a laundry. With the changes we still have four bedrooms with full baths, one with a separate shower and tub, and a laundry. We removed the 3 bath. The septic system was sized for five bedrooms. The new house at two levels rather thanthreeis lower to the grade by about 12 inches. Jay Hammond with SGM, Inc. has been working on this submittal to meet all of the requirements of the Environmental Health Department. In his letter he mentions that should my wife and I not be able to start construction of our home that we will suffer scheduling and financial hardship. I wanted to personally explain our situation so that hopefully the Environmental Health Department will approve the design and associated documentation submitted by Jay Hammond. We have an approved set of plans that have been through the Pitkin County Building Department and are merely awaiting the approval of Environmental Health to have our Building Permit issued. If we do not pay all of our fees and have the permit issued by March we will be forced to re -submit and endure the entire Building Permit Review process all over again. Additionally, we are temporarily renting a home during the period of our construction as our current home has sold. Finally, our contractor has a brief window of opportunity to begin construction of our new home that doses in March. I would hope that the Environmental Health Department would take into consideration these matters in the review of the submittal from SGM, Inc. Although you expressed some concern regarding the locations of the currently proposed beds relative to the percolation testing that has been done, we are, at the request of our client, submitting the attached design for review by the Pitkin County Environmental Health Department. As you know, we are currently under the winter season moratorium on percolation testing in Pitkin County. We therefore do not currently have the option of undertaking new or additional percolation tests to better support the current bed locations or investigate a potential re -location of the system on the property. Our client, Mr. Bob Daniel, has received final Building Department approval for issuance of a building permit pending submission and approval of the ISDS. He is still seeking to obtain a building permit during the winter season and faces a significant financial and scheduling hardship if we cannot proceed. I would offer several comments regarding the ISDS system for Mr. Daniel's property; I have attached several items from the Geotechnical Investigation for the property by CTL Thompson, Inc. dated October 2, 2002. Included are their summary comments regarding the percolation tests that were performed, the map of the test locations, the summary logs of the profile and percolation test holes and associated legend and the percolation test result sheets. Mr. Daniel and I visited the site and observed the test locations and the site in general before there was any significant snow cover on the property. My inspection, including the area where the bed is proposed across the driveway, indicated that soil conditions should be fti+t across the tower parcetmnd we did not observe any out- cropping of bedrock or topographic anomalies that would suggest significantly different soil conditions. I am of the opinion that, based on the apparently consistent percolation testing we do have and my observations of soil conditions across the remainder of the lower site, that the currently proposed seepage bed design is supportable and buildable as designed. Since our meeting on December 24'h, I have relocated the "upper' bed to encompass one of the percolation test locations by CTL Thompson. 4. 1 also mentioned during our meeting that Mr. Daniel has expressed his concern with constructing a bed -style ISDS on the property immediately below the house as we currently have it designed. Our discussion was that, once we can obtain new percolation and profile pit information in the area of the property above the house, we would seek to re -design the ISDS as a trench system above the house and pump wastewater from the septic tank to the trench field. Bob felt that a trench system above the house would be far less impact to the site and the existing native vegetation in the view corridor below his home. We would hope that you would find that the current bed system design is supported by the geotechnical investigation by CTL Thompson and is sufficient for the Pitkin County Building Department to release a Building Permit to Mr. Daniel. I would reiterate our intention ofgl000ft I a an the upper site in the sWft and , hopefully as a trench design, to the upper site if at all possible prior to construction. In the event that option did not work out, I believe Mr. Daniel would also be amenable to a condition that additional percolation testing be obtained to support the current design on the lower site if you feel it is necessary. In either case, we don't anticipate that the ISDS would actually need to be constructed prior to spring weather that would permit us additional percolation testing opportunities. Backfill around foundation walls should be moisture conditioned to within 2 percent of optimum moisture content and compacted to at least 95 percent of standard Proctor (ASTM D 698) maximum dry density. 4. The residence should be provided with roof gutters and downspouts. Roof downspouts and drains should discharge well beyond the limits of all backfill. Splash blocks and downspout extensions should be provided at all discharge points. 5. Landscaping should be carefully designed to minimize irrigation. Plants used nearfoundation walls should be limited to those with low moisture requirements; irrigated grass should not be located within 5 feet of the foundation. Sprinklers should not discharge within 5feet of the foundation or be directed toward the residence. 6. Impervious plastic membranes should not be used to cover the ground surface immediately surrounding the buildings. These membranes tend to trap moisture and prevent normal evaporation from occurring. Geotextile fabrics can be used to control weed growth and allow some evaporation to occur. PERCOLATION TESTS We performed percolation testing in the area of the planned percolation field. A profile boring (Profile) and three percolation borings (P-1 through P-3) were drilled at the approximate locations shown on Figure 1. Graphic logs of the soils encountered in the profile and percolation borings are shown on Figure 2. Our representative performed percolation testing in the borings on September 20, 2002. Percolation tests are presented on Figure 8 through 10. Test results indicate that the design percolation rate will be about 25to 35minrnch.
