We discussed the problem of sewage disposal as it relates to the total problem there. It would appear to me that an aerated treatment system will be necessary to replace the malfunctioning septic tank system, and a new leaching field. The leaching field location appears only possible at the extreme southern end of the property and they will have to pump the effluent from the treatment plant to get it there. I have asked Bob to make up a proposal based on percolation tests, and submit the proposal to my office so that I can then channel it on to the Water Pollution Control Commission. Later in the day, I went to Basalt to discuss the sewage disposal system at Schoon with Ron Troxel. He apparently installed a leaching field and two septic tanks for the southernmost apartment in 1970, and at this time it included only Schoon's house, an apartment over the garage, and one other. I showed him the situation as regards the water systems. The two wells have been properly reconstructed except for the construction of a building to house the equipment. Roger suggested that we put a pound of flourescein dye into the northern sewage disposal system to see if it will show up in the well that comes back repeatedly unsafe, and then to proceed from there. He also made a recommendation on the repair of the the malfunctioning septic system, to which nothing further has been done. The excavation around the tank is still open and filled with sewage materials, though I believe the apartment complex is essentially unoccupied ( probably one or two inhabited apartments). Roger suggested the construction of a lagoon and an aerated pollishing pond located at the southern end of the property. The following violations were found: 1) The two wells serving the first two units in the southern end of the complex were found to be not properly constructed, in that the casings of the wells are not properly protected and we are asking that the casings be brought up to at least 12 inches above the surrounding ground level, and that some kind of structure be be built over the well and well pit be filled up. 2) The third well serving the northern complex was found to be contaminated from the sample that had been taken Feb. 26. The well location appears to be in the same approximate vicinity as the leaching field and the supply will be resampled. 3) The septic system serving the southern building had backed up and some repair work had been attempted on it. In the process, the main sewer line was brAken to the septic tank and the line will have to be replaced with caste iron. We spoke with a new manager, and he said that Gassman has plans to repair the sewage disposal system. I indicated to him that I would be writing Gassman to vacate any of the units that are served by the malfunctioning system. They claim there are two septic tanks serving that complex. He indicated all the inhabitants were on the side of the complex served by the second septic tank. I told him that was not my impression and he had better check. He indicated only his brother-in-law and his girlfiend were living in the house at Sopris Creek. He wanted an extension to about the middle of July before remedying either situation. I told him I would want to see the Sopris Creek problem again first, but felt that we could work it out if he would keep the tank pumped. 8assman plans to be in this area from Chicago around the 10th of July. Bob Gassman claimed the only problem was in a broken line both to and from the septic tank. The hole has been filled over, and I see no further malfunction of the system. They are in the process of building a water system, utilizing only one of the wells. They've installed four big water storage pressure tanks. I did not see any provisions for a chlorinator and the well head needs to be properly sealed with a sanitary seal. Septic System HCE File Number 86021.001 Dear Mr. Dreager: • Enclosed are the calculations and drawings that reflect what was discussed on site with you and Bob Nelson on November 11, 1986. They also reflect later conversations with Bob Nelson and Jack Jacobson the next day. The drawing shows using what we can of the existing leach field, and installing a separate absorption trench system for the laundry flows. The laundry system is to be gravity feed, and the re -use of the existing field is based on adding a pressure dosing system. Bob Nelson requested that you install cleanouts on the ends of the field and trench in lieu of the air vents required by the regulations. The water line relocation is shown as new 2" pipe inside a 4" C900 sleeve. In my opinion, this is preferable to concrete encasement in that concrete will always shrink and crack and thus lose some of its protection. The plastic sleeve pipe should remain "bottle tight better than concrete would, and the plumber noted that he intended to use fittings at the ends of the sleeve pipe that would not allow water to enter the sleeve pipe. Note that the relocation of the water line is shown extending farther than will be constructed at present. It is my understanding that the rest of the sleeve and new pipe will be done when weather permits in the spring. Septic System HCF File Number 86021.001 Dear Mr. Dreager: I have enclosed a copy of the IDS calculations and drawings which show the revisions we discussed and agreed to on November 14, 1986. These revisions were due to the fact that further excavation in the area of the existing leach field showed contaminated ground even below the areas of the field where the gravel had apparently been unused. Thus it was decided to remove the whole existing field area down to where the existing ground was not saturated/contaminated. As we discussed, the replacement material is essentially a sand filter system with pressure dosing. The central manifold pipe was to be 4 inch to reduce head losses on the long narrow run necessary. As you are well aware, the sewage disposal system handling the southernmost complex has been malfunctioning for quite a period of time. Due to the good attitude and cooperation received from you by this office at the onset of the pvoblems noted at the apartment property, no specific action has been taken towards eliminating this potential health hazard. However, it is felt by this office that an unreasonable amount of time has been extended towards abating the above-mentioned problem, and it is therefore necessary to order the vacancy of any of the rental units which are served by this mal- functioning system. In order to rectify this problem, it will be necessary to submit plans and specifications to this office for its consideration and subsequent submission to the Water Quality Control Commission for their consideration and approval for a new system to service this apartment building. Unless positive steps are taken in this direction, this letter shall serve as an official notice to vacate the above-mentioned property by July 1, 1974. Yhey are subject to debris falling into the pit, and the wells themselves are subject to contamination by flood vaters running back into the well casings. In order to bring these water supply wells up to the standard for supplying water to the public, it will be necessary to make the following repairs; 1) The well head and all pumpiagg and pressure facilities must be brought to the ground surface. 2) :he sanitary seal needs to be installed on the veil casing. 3) Ecce sort of structure needs to be installed over the well head and mechanical equipmsat to give adequate protection from atmospheric conditions and run-off. 4) The well easing needs to be extended to at least 12 Inches above the surrounding floor level. 5) An automatic chlorinator needs to be installed so that the rater may meet with the regulations concerning quality of water supplied to the public. 5be third well, located at the northern snot t,uilding was found to be in good construction, however, it vas from this water supply that the unsafe sample vas taken. BOK I ASPEN, COLORADO 81611 field visit, it is believed that the absorption area for the sewage disposal system lies within perhaps fifty feet of the 2nd and 3rd wells, therefore indicating an absolute necessity of disinfection of the water supply. Another problem brought to mind after more consideration concerns the {swage disposal system for the southern building complex. As was noted during the field visit, the septic system for that building had malfunctioned and was exposed for repair. It was noted at that time that the septic tank was a steel tank and would probably not be of a greater capacity than T50 gallons. It is believed that a minimal sized septic tank was installed for the initial Schoon dwelling, and then the apartment units were added on at a later date. It is safe to assume that the septic system was not expanded to meet the increased flow caused by the additional living units. Six other dwelling units were then constructed, which would increase the volume of sewage to somewhere near 2,000 gallons a day. It is felt by this office that an adequately sized sewage disposal system must be designed to accomodate this dwelling complex. It is felt by this office that the water supply problems must be rectified by May 1, and that the sewage disposal problems be rectified by June 1.
