Any changes must be approved by this department and the design engineer prior to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. This is a replacement for the tank that serves 4 of the bedrooms in building #3. The tank is to be a 1,500 gallon two- compartment concrete tank with 'Tees' and an effluent filter. WATER USE Water use and occupancy of the complex has previously been questioned regarding whether the ISDS falls under State Water Quality Control Division jurisdiction'. Multiple ISDS are treated as a single domestic wastewater treatment works that are subject to the site location and design approval requirements in Regulation No. 22 if the combined design capacity of the system is 2,000 gallons per day (gpd) or more. Design capacity is the average daily flow at full capacity, prior to the application of the 150% flow factor. Wastewater from the complex is not directly metered, therefore, the historical water diversions from the water supply well (less the irrigation flow) are being used to estimate the wastewater flow into the ISDS. Municipal indoor water use ranges from 50 to 80 gallons per day per capita (gpcd) and averages 70 gpcd nationally, for indoor uses Z. Water View Apartment complex consists of 16 Units with 18 total bedrooms (2 units have two -bedrooms). The total population has averaged 25 persons in which several of the units are occupied by singles. Therefore, the theoretical water use is 1,750 gpd (70 gpcd x 25 = 1,750 gpd). Average annual water use from the water supply well (less irrigation) for the complex is: 2005 .............................................1,037 gpd 2004 .............................................836 gpd 2003 .............................................602 gpd The above amounts are significantly less than the theoretical water use, which suggests that the 25 occupants use less water (35 to 40 gpcd) than the national average. There is an increasing trend in the average annual water use; however, it has not reached the 2,000- gpd limitation requiring State Water Quality Control Division jurisdiction. During the recent road stabilization project performed by the Colorado Department of Transportation (CDOT), the CDOT Contractor anticipated heavy construction traffic in the parking area (over the leachfield). This caused considerable concern by the owner of the complex. An investigation was made and several mitigating measures were required by the owner to protect the leachfield from heavy construction traffic. These included limiting the daily traffic to short-term parking, no construction during inclement weather and stabilization of the area with a layer of Mirifi 60OX Woven Polypropylene Geotextile Fabric covered with 8 -inches of Class 1 Aggregate Base 3. After construction was completed, additional aggregate base was applied to maintain positive drainage across the parking area. No adverse conditions or performance of the underlying leachfield were observed during or after the CDOT construction project. The retaining structures and walls installed during the project are located within the Highway 82 right-of- way and did not encroach onto the Water View Apartment leachfield. It was determined that an underground 'river" of water was flowing across the highway and under a portion of Building 3 that originally caused the CDOT road stabilization project to be necessary. This caused an increasing amount of water to enter the existing septic tank and pump station vault on the south side of Building 3. These original tanks were old and not of watertight design. SEPTIC TANK REPLACEMENTS The above CDOT construction along Highway 82 prompted the replacement of the adjacent 1,500 -gallon septic tank and pump station vault (Building 3) with two new 2,000 -gallon precast concrete tanks. Permit #01073 was issued October 23, 2001 and Condon Construction performed the replacement. Carla Block, PCHD, performed final inspection on April 18, 2002. Building 1 also received a new 2,000 -gallon septic tank under Permit #02003 (Approved: 1/25/01 and final inspected: 4/18/02). Plumbing problems with the lower apartments connected to the second Building 3 septic tank are currently being corrected and this project has received approval under Permit #06007 (on 1/26/06) to replace (and lower) the existing 1,000 -gallon septic tank on the north side of Building 3 with a new 1,500 -gallon septic tank. An additional lift station (if necessary) will be installed within the second chamber of the tank to deliver the effluent from the new septic tank to the existing pump station and leachfield.
