Any changes must be approved by this department and the design engineer pEior to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. There must be at least 10 feet between the absorption area and the property line. The system will serve a new edroom home (Lot 3) and two existing structures, each with one bedroom (Lots ' t 4&5). The system will con of one 2000 gallon two compartment tank with an effluent filter on the outlet. Another 2000 gallon tank with two AX20 packaged bed filters will also be installed. These tanks will be followed by one 1000 gallon discharge basin with a simplex pumping system. The filed will consist of a distribution valve assembly and 5 beds that are 2 Quick 4 chambers wide and 11 chambers long, for a total of 110 chambers. This permit is expressly conditioned on the property owner providing for the regular inspection, cleaning and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations. This department does not endorse any brand of products. This permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an as -built letter to this department. This department must also be called for an inspection with a minimum of 48 hours advanced notice. Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of applimbon. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. (HAMILTON) coordinated installation observations of the onsite wastewater system (OWS) installed at the subject site. The installation observations were performed by All Service Septic, LLC with site visits performed in December 2007. The OWS design was prepared in our report dated August 22, 2007 under Job No. 08-129, and with a supplemental to the OWS design dated November 8, 2007. At the time of the site visits, the sewer piping, septic tank, MicroFAST 0.9 secondary treatment system, the discharge basin with simplex pumping system, discharge piping and drain field were installed and ready for backfill. The MicroFAST 0.9 system was installed by EnviroTec Systems, Inc., the MicroFAST distributor in Colorado. An as -built diagram is presented on the attached Figure 1.0 with a system components labeled. Based on our site observations of the OWS, it appears that the OWS was installed In general accordance with the OWS design and supplemental noted above. Our installation observations do not imply a guarantee or warranty of materials or workmanship. The as -built diagram was derived from sketches of the installed OWS by All Service Septic. The Adventex treatment system presented in the OWS design can be replaced with the MicroFAST 0.75 system. The MicroFAST 0.75 is rated for 5 bedrooms or 750 gallons per day (average daily flow). Manufacturer information for the MicroFAST 0.75 is attached. The septic tank and dosing basin presented in the original septic design will remain. Valley Precast in Buena Vista, Colorado is the tank supplier for this system. A 1500 -gallon single compartment tank is required for the MicroFAST 0.75 treatment system. (Hamilton) has prepared this onsite wastewater system (OWS) design report for the subject project. This design report was prepared in accordance with the Pitkin County (County) ISDS regulations. The report was prepared for ISDS permit submittal to the County. This report presents subsurface data obtain by All Service Septic, LLC, drain field sizing calculations, and OWS design drawings. The body of this report, the notes on the Sheets, manufacturer guidelines and the current County ISDS regulations should be considered the technical specifications for this project. The OWS design will require the OWS installer have demonstrated experience in similar OWS installation. The terms Individual Sewage Disposal Systems (ISDS) and OWS are used interchangeably in this report. The manufacturer details presented in this report are recommendations for the type of OWS components to be installed. The OWS installer can propose alternative equipment to reduce costs provided design specifications and County ISDS regulations are satisfied. EXISTING AND PROPOSED FACILITIES Two single-family residences exist at the subject site (Lots 3, 4 and 5) and one lot is vacant with a single-family residence proposed. The total number of bedrooms for all three lots will be 5. Each residence is or will be less than 2,000 square feet in size. A site plan is presented on Sheets 3.0 through 3.2. It is proposed that one OWS will serve these three residences. The proposed average daily sewage flow is 75 gallons per day (gpd) per person based on two persons per bedroom, or 150 gpd per bedroom. The total average daily flow will be 750 gallons per day for the three residences. If the projected sewage flows will be greater than those described herein, Hamilton should be contacted so that the suitability of this OWS can be re-evaluated, if necessary. WATER USAGE AND MONITORING A wastewater disposal system serving multiple residences has inherent risks associated with the potential over -loading of the OWS with excessive water usage and sewage generation. A water meter should be installed to monitor the water usage of each residence. It is suggested that the Home Owners Association (HOA) should be charged with monitoring water usage. The affects of overloading an OWS is described in the Operations and Preventive Maintenance section of this report. An educational program outlining the limits of an OWS for new and existing residents is recommended. HORIZONTAL SEPARATIONS Multiple OWS are proposed for the Hoaglund Ranch site. Policy 6 of the Colorado Department of Public Health and Environment (CDPHE) applies to the proposed and existing construction. The horizontal separation is 110 feet for a well and OWS with an average daily sewage flow of 750 gpd and a peak flow factor of 1.5. The zone of influence around the proposed drain field is also 110 feet. Zones of influence around this and adjacent OWS can not overlap. Pitkin County allows for the zone of influence to be determined based on the peaking factor of 1.5 per the CDPHE ISDS guidelines. SUBSURFACE CONDITIONS The subsurface conditions at the proposed drain field locations were explored by All Service Septic, LLC. A copy of their report is attached in Appendix A. A test pit was excavated in the vicinity of the proposed drain field. All Service Septic indicated sandy clay to a depth of 8 feet and percolation rates in the range of 16 to 27 minutes per inch (MPI). The gradation test results provided by All Service Septic indicate clayey and silty sand. A percolation rate of 30 MPI was selected for design. PROPOSED OWS DESIGN Based on the flow rates and subsurface conditions described above, it appears that an OWS can be installed at the site. The proposed OWS is based on an average daily flow rate of 750 gpd. The proposed design percolation rate is 30 MPI. Manufacturer information for the proposed OWS components is presented in Appendix B. The proposed OWS layout is presented on Sheets 3.0 through 3.2. Due to distance between the tanks and drain field, pumped discharge is recommended. Dosing of the effluent will allow for a drain field reduction of 30% and is included with the drain field sizing calculations. Internal Plumbing: The plumbing serving the proposed residence should drain by gravity to the sewer collection system. If an ejector pump is required, it should only lift the sewage generated on the lower level. The upper floors should drain by gravity where possible. If the • KC Hamilton Engineering, Inc. Job No. 07-129, August 22, 2007 Page 3 entire house will drain to the lower level and an ejector pump will be required, a duplex pumping system should be used in the event of a pump failure. Access for pump repair should be considered in the plumbing design, as necessary. The sewer stub out must be at least 50 feet from the onsite wells. Sewage Collection System: Sewer pipes should be 4 -inch diameter PVC pipe installed with a minimum slope of 2% and be properly bedded. Joints should be solvent welded, or bell and gasket connections. The pipe should be properly bedded per the County ISDS regulations and local plumbing code. Pipe shall consist of SDR 35 PVC pipe, with Schedule 40 PVC pipe installed in drive areas. Pipes installed less than 3 feet below planned grades and in drive areas shall be cased within a 6 -inch diameter SCH 40 PVC Pipe. Typical sewer pipe details are presented on Sheets 4.0 and 4.1. Cleanoutsr Cleanouts are required at: 1.) at the stubout from the buildings, 2.) at spacings not to exceeding 100 feet, and 3.) upslope of two or more closely spaced consecutive bends in the sewer pipe. A single bend in the sewer pipe is not to exceed 45 degrees. Sewer Pipe Invert Elevations. Sewer pipe invert elevations shall be determined in the field. Sewer pipe should not be buried more than 3 feet at the connection with the septic tank. The contractor should verify that adequate pipe sloping can be achieved before construction. Tracer Wine. New sewer pipe should be installed with a tracer wire for easy location in the future. Wader Line Crossings. Where the sewer crosses water lines and/or storm sewer pipes, the sewer must be encased 10 feet each side of the crossing per County ISDS regulations. Septic Tank: To accommodate peak surge sewage flows and manufacturer guidelines for the secondary treatment system, a minimum septic tank capacity of 2,000 gallons is recommended. One 2000 -gallon, two-compartment septic tank with an 8 -inch diameter effluent filter or two 4 - inch diameter filters is proposed. The tank should be approved for use in Pitkin County. The tank should be installed with water -tight seals. Risers should be installed for easy access to the tanks. Riser lids should be bolted to the risers or otherwise locked. Typical septic tank details are presented on Sheet 5.0. Tank Access. An access way to the tanks should be defined at the site for routine maintenance. Tank Site Protection. Fencing the tank site area should be considered. Secondary Treatment: Secondary treatment is required for the proposed OWS. An Orenco Systems, Inc. AdvanTex system is proposed. Two AdvanTex AX20 packed bed filters are proposed based on the total bedroom quantity of five. A 2000 -gallon single -compartment recirculation tank is proposed. The normal operating liquid level in the tank should be at the 1500 -gallon level. This will allow for a 500 -gallon surge flow capacity. The tank should be approved for use in Pitkin County. The tank should be installed with water -tight seals. Risers should be installed for easy access to the tanks. Discharae Basin: Due to distance between the tanks and drain field, pumped discharge is recommended. Dosing of the effluent will allow for a drain field reduction to be included with the drain field sizing calculations. A 1000 -gallon single -compartment septic tank is proposed with a duplex pumping system. The tank should be approved for use in Pitkin County. The tank should be installed with water -tight seals. Effluent Pumping System Requirements are outline below. Discharge Piping: The discharge piping from the effluent pump to the drain field shall be 2 - inch diameter schedule 40 PVC pipe with solvent welded joints as noted on plan set. A minimum pipe slope of 1% is required where pipe drainage is required between pump cycles to prevent freezing. The pipes should be properly bedded as presented on the plan set to the depths shown. Cleanouts. Cleanouts are proposed in the event access to the pipe is required. Clean outs can consist of solvent welded caps at the surface since pipe assess is anticipated to be rare. Cleanouts should be placed at: 1.) at spacing not exceeding 100 feet, and 3.) upslope of two or more closely spaced consecutive bends in the pipe. A single bend in the pipe is not to exceed 45 degrees. Pipe Invert Elevations: Sewer pipe invert elevations shall be determined in the field. Discharge pipe should not be buried more than 1.5 feet at the connection with the distribution valve assembly. The contractor should verify that adequate pipe sloping can be achieved before construction. Tracer Wire. New discharge pipe should be installed with a tracer wire for easy location in the future. Job No. 07-129, August 22, 2007 Page 5 The proposed pumping systems must meet the following specifications: Pumps— The discharge basin effluent pump shall be an Orenco Systems, Inc. model PF5005 HH pump. Manufacturer pump curve diagram is attached in Appendix C. The pump shall be UL and CSA listed as an effluent pump. Pump is to be activated by motor -contact switch. Access Risers— Access risers that extend to final grade must be provided. The risers are to be watertight and attached to the septic tanks such that a watertight seal is provided. Risers should be rated for the appropriate load requirements. Discharge Assembly— The pump discharge assembly (Orenco cold weather version) is to have a disconnect union accessible from the ground surface to allow pump replacement. The discharge assembly is to be plumbed to allow drainage between cycles to minimize freezing potential. Float Switch Assembly — The on/off, timer over -ride, and high water alarm floats are to be accessible for adjustment without removing the pump or vault. Float switches are to be low - amperage. Electrical power to supply the pumps shall not be through the float switches. The effluent pump float switches should be set to discharge volumes as outlined above. EieaticaiSp/ice Box— The splice box shall be UL approved for wet locations (NEMA 4X). All wire splices are to be completed with UL listed waterproof splice connectors. Controls and A/arms— Controls and alarms shall be listed per UL 508. Controls are to include a toggle switch for manual operation of the pumps; separate dedicated circuits for the pumps and the high water alarm; an audible and visual alarm; and an elapsed time meter. Panels are to be NEMA 4X rated. Location — The pump control panel is to be mounted within sight of the respective pump system. The panels are also to be located such that the alarm can be readily seen and heard (remote alarms to a location within the buildings can be provided). The panels are to be mounted at convenient heights to allow access and maintenance. SITE GRADING Good drainage should be incorporated in to the site -grading plan to direct runoff away from the drain field. Automatic sprinkler systems must not be installed over the fields. The surface of the fields should be seeded after installation of the system. Livestock is to be kept off the drain field areas. A seed mix such as "Foothills, Pasture, or Prairie" mixes should be used. These mixes do not require irrigation and develop a growth 10 to 15 inches high. OWS INSTALLATION OBSERVATIONS The installation of the OWS is to be observed by the HAMILTON. These observations include drain field grading. At those times, subsurface conditions, scarifying and fill material will be reviewed. At the time of final installation observations, the septic tank and pumping systems basin are to be installed with risers on the tanks, and inlet and outlet connections properly bedded. The drain field is to have distribution pipes in place. Other components such as effluent filters and pumping systems; as applicable; will be observed at that time. Since there are some discrepancies with the subsurface conditions described by All Service Septic, at a minimum the drain field must be observed by Hamilton. OPERATION AND PREVENTATIVE MAINTENANCE SCHEDULE The goal of an operation and maintenance schedule is to observe the operation, and perform minor maintenance to the onsite wastewater system to allow for proper, long term functioning of the system. An operation and maintenance schedule or contract with a private maintenance company is recommended. Septic Tank: The scum and sludge accumulation in the septic tank should be monitored yearly. Once the scum or sludge thickness reaches 25% of the liquid depth, the entire tank should be pumped. A pumping frequency of 1 to 3 years at design flows is anticipated. An alternative is a scheduled pumping frequency of every two years. Effluent Filters. Effluent filters at the septic tank discharge should be cleaned (hosed off) at the time of pumping or as needed. Drain Field; The surface area around the field is to be observed monthly for signs of failure such as lush vegetation growth or effluent ponding. No landscaping or plastic can be installed over the field. General., System users must realize an onsite wastewater system is different from public sewer service. Plastic or other non -biodegradable material should not be introduced into the system. Biodegradable cleaners should be used. Water use should be monitored. A malfunctioning toilet can consume a large amount of water. This excess water in addition to daily loading could flood and irreparably harm the OWS. Allowing fixtures to flow continuously to prevent water lines from freezing is not recommended. Although the proposed system can accommodate variable flows, spreading water use over the day and minimizing peak flows is recommended. The chemical and hydraulic loading from the backwash of a water softener may be detrimental to the OWS and a separate drywell should be constructed for the backwash sludge/waste, if a softener is installed. The design of the OWS is based on the treatment of domestic sewage only. No industrial or hazardous wastes should be introduced into the OWS. LIMITATIONS This OWS designs and recommendations are based on data submitted and the proposed construction. If conditions considerably different from those described in this report are encountered, we should be called to observe the conditions. If proposed construction is changed, HAMILTON should be notified to evaluate the effect of the changes on the wastewater system, if any. All construction is to be in accordance with the Pitkin County Individual Sewage Disposal System (ISDS) regulations. Pipe type and size, burial requirements, and other specifications, which are not depicted in this report, are to conform to the requirements of the County ISDS regulations. EXISTING CONDITIONS AND STRUCTURES The subject property is located in a residential area where Onsite Wastewater Systems (OWS) and wells are necessary. There are existing bams and residences at the subject property. The slope at the area of the percolation holes slopes approximately 5% to the southwest, and vegetation consists of a native grasses. SUBSURFACE CONDITIONS AND CONCLUSIONS The subsurface was investigated by digging one profile pit and five percolation holes, at the locations indicated on Figure 1. The materials in the profile pit consisted of 1 -foot of sandy clay root zone, underlain by sandy clay with gravelly lenses to the maximum depth explored of 8 feet. Groundwater or bedrock was not encountered. Percolation rates ranged from 16 minutes per inch (MPI) to 27 MPI, with an average rate of 22 MPI. This well is known as HRHPUD Well C. 5) The maximum pumping rate of this well shall not exceed 25 GPM. 6) The simultaneous pumping rate of this well and HRHPUD Wells A & B shall not exceed 75 GPM. 7) The combined average annual amount of ground water to be appropriated by this well and HRHPUD Wells A & B (permit nos. 64091-F & 64092-F) shall not exceed 4.225 acre-feet, being the annual amount of ground water to be appropriated by all wells operating under BWCD contract #477. 8) The owner shall mark the well in a conspicuous place with well permit number(s), name of the aquifer, and court case number(s) as appropriate. The owner shall take necessary means and precautions to preserve these markings. 9) A totalizing flow meter must be installed on this well and maintained in good working order. Permanent records of all diversions must be maintained by the well owner (recorded at least annually) and submitted to the Division Engineer upon request 10) This well shall be constructed not more than 200 feet from the location specified on this permit and not less than 600 feet from any existing well, that is not owned by the applicant, excluding all existing wells located within 600 feet with spacing statements submitted by the well owner waiving any objection to the issuance of this pemet.
