If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. The remainder, If any, will be due in two stages: first, at the time of issuance of the ISDS permit second, before final approval of the ISDS permit. Also, all necessary sewer and effluent line joints had been concrete encased and building setbacks were maintained. Please review the Record Drawing for this ISDS. This design is submitted to replace the previous design and site plan to correct deficiencies. Regarding your initial list of items needing correction or action (attached), we have addressed each as follows: Item (1) — We have met at the site and consulted with Katherine Honea, previous owner of the property (sold then to CDOT), the well driller who dug the well for Shelton Drilling, and obtained a CDOT map with well location indicated, and all three corroborated the general location of the well as it is indicated on the attached design site plan. Our efforts to dig up the well have failed. We have since consulted with a former Kewitt employee who witnessed an approximate 20 -feet length of steel pipe well head pulled up out of the ground during site work as they were preparing this staging area for construction of the previous Hwy. 82 project. Since then, we have met with the Pitkin County Engineer, Bud Eylar, who is satisfied with the evidence presented concerning the abandoned well location, and suggested we conform to the offset distance requirements for design of the sewage disposal system as if it were a live well. This was incorporated into the redesign of the system. Item (2) — This parcel is still adjoined to parcel no. 2467-21-200004 (Kathy Honea, owner) according to the Pitkin County Assessor's Office. Apparently, this subdivision (which took place in approx. year 1998) is still pending. Items (3),(4),(5),(6) — Included in redesign. Item (7) — Handsinks are installed in all bathrooms, and well water was determined to be of good quality and potable. Item (8) — No vehicles will be parked or allowed to drive on the newly proposed leach field area per the redesign. Item (9) — Included in redesign. Planned use of these two parcels is to include staging operations, as summarized below, for the completion of the Highway 82 construction project referred to above. Planned Use Narrative — Portions of Parcel No. 200003 This parcel has been sectioned per the attached drawing (RE: Exhibit B) to include subareas A, B, and C. Access points are as indicated on the drawing off of adjacent roadways. If permitted, Areas A and C will be used principally for Ames Construction, Inc. employee parking (up to 50 vehicles), limited equipment parking (including dump trucks, service tracks, and misc. construction equipment), office trailer (occupied during working hours only), limited parts and materials storage, and light mechanical repairs. Parts and materials will include project consumables such as pipe, lumber, concrete forms, fencing, rebar, fabricated steel, etc. (no hazardous materials). Areas A and B will be used for screening, mixing, and storage of topsoil for use on the project. These operations will be ongoing and performed as needed during construction of the Project. Normally, operations will include topsoil screening to remove rocks (screen is permitted with the State of Colorado), deliveries of topsoil and commercially processed compost to be mixed with topsoil, mixing operations using a dozer and/or front-end loader, and removal of processed topsoil using a loader and dump trucks. Normal time of operations will be included within the hours from 6 am to 7 pm, daily, including weekends. Ames Construction, Inc. will continually strive to minimize disturbance or hardship of any kind to adjacent or local residents surrounding this parcel. This includes dust suppressant (accomplished with periodic water spraying with a water truck), which is the only known potential adverse impact to the surrounding area. The duration of use is anticipated to extend through year 2004, at which time the parcel will be restored to its original use and condition, or better. This will include removal of all equipment, materials, or debris, and restoration of grading and vegetation as required by owner. Dear Mr. Ames: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. conducted percolation testing at the subject site to evaluate the feasibility of an infiltration septic disposal system. The results of our work are presented in this report. The work was done in accordance with our agreement for professional services to Ames Construction, dated June 19, 2000. A profile pit and three shallow backhoe pits had been excavated at the locations shown on Fig. 1. Percolation test holes were hand dug in the bottom of the backhoe pits. The test holes were soaked one day prior to testing. The soils exposed in the percolation holes are similar to those exposed in the profile pit and consist of about 1 foot of on-site clay fill materials and 5t/2 feet of stiff sandy clay with scattered cobbles overlying relatively dense, slightly silty sandy gravel with cobbles and boulders to the profile pit depth of 9 feet. The percolation tests were performed in the sandy clay soils. Groundwater was not observed in the profile pit and the soils were slightly moist to moist. Slotted PVC pipe was installed in the pit prior to backfilling to measure potential water levels. Percolation tests were performed on June 21, 2001 by a representative of Hepworth- Pawlak Geotechnical, Inc. The percolation test results are presented on Table I. Notary Publi Temporary Staging r1r.a ** TOTAL PAGE.Oe ** Ames Construction, Inc., Prime Contractor State Hwy. 82 Snowmass Canyon Project CDOT Project No. NHB 0821-052 (12270) September 5, 2001 CONTROL PLAN FOR FUGITIVE DUST AND EROSION FOR MORROW AND CDOT PROPERTIES (State parcel ID nos. 2467-212-00-003 and 2467-212-00-002) Introduction The following is an overview of the control plan to prevent or minimize dust or other particulate emissions and prevent or contain erosion from storm water runoff at the Wingo Junction office and staging area, consisting of a CDOT owned parcel and a portion of Morrow owned property, referred to above. The CDOT parcel, located at 25011 Hwy. 82, is located adjacent to a portion of the Morrow property which is leased and used by Ames Construction, Inc. The entire area is located near mile marker 25 of State Highway 82 and just off Hoaglund Ranch Road. The properties consist of approximately 8.2 acres of lightly vegetated property that is currently being used for staging, office, employee parking, and storage activities related to the construction of the above mentioned highway 82 project through Snowmass Canyon. Activities also include the processing and storage of topsoil excavated from the Project, to later be incorporated back into the work throughout Snowmass Canyon. Planned Mitigation Procedures Operations expected to yield dust or emissions are considered to be the following: • Hauling, processing, and stockpiling of topsoil. • Employee, delivery, equipment, and other vehicular traffic traveling into and out of the site. • The topsoil stockpile itself if allowed to dry in windy conditions. • Earthen areas stripped of vegetation. Vehicular traffic shall be largely confined to on-site roadways, either paved or unpaved At the present time, all road surfaces are graveled or dirt. Planned improvements include HBP pavement to the CDOT parking and site entrance road surfaces (as approved by CDOT) following installation of a leach -field sewer system and service lines. No such improvements are planned for the Morrow property. Dust suppressant measures for gravel and dirt traveled ways will be accomplished using a 4000 -gallon water tanker truck. It is anticipated that well -traveled roadways will require approximately 3 to 7 sprayed -water applications to the entire traveled surface throughout a typical work day. During extremely hot and dry weather conditions, magnesium chloride application will be applied to the main site entrance to reduce the demand on the water tanker truck for other operations, as needed. Stockpile dust and erosion mitigation will be accomplished with the use of the water tanker truck through repeated sprayed -water applications prior to application of tack and mulch to the surface of the stockpile. Portions of the stockpile have already received this tack and mulch application, which has proven effective in stabilizing the pile surface. q <-/ Other dust suppressant measures shall include the preservation of existing vegetation and continual maintenance of the water source (pumped and/or hauled). Where vegetation has been traveled over, sprayed -water applications and mulch and tack will be applied as dust and erosion control. Erosion control measures have been placed on site to prevent damage from surface runoff and excessive flows into the existing drainage system, as indicated on the attached drawing. These measures include extensive use of silt fence, grading, barrow ditches, culverts, berms, etc., to prevent silt and debris from infiltrating and plugging drainage ways and/or flowing from the site. Erosion from excessive flows have been controlled by rip -rapped drainage ways and drop structures. The site is located at Wingo Junction and consists of a CDOT owned parcel and a portion of Morrow owned property, both referred to above. The CDOT parcel, located at 25011 Hwy. 82, is located adjacent to a portion of the Morrow property which is leased and used by Ames Construction, Inc. The entire area is located near mile marker 25 of State Highway 82 and just off Hoaglund Ranch Road The properties consist of approximately 8.2 acres of property that is currently being used for staging office, employee parking, and storage activities related to the construction of the above-mentioned highway 82 project through Snowmass Canyon. Activities also include the processing and storage of topsoil excavated from the Project. Planned Mitigation Procedures Operations expected to produce noise are the following: • Operation of unloading equipment (forklifts, front-end loaders, etc.) for deliveries. • Topsoil processing (mechanical soil screening equipment, front-end loaders, dozers, and dump truck traffic) • Vehicular traffic noise due to employee parking daily visitors, delivery drivers, and employee traffic. • Tandem truck traffic parked nightly at site. • Equipment repairs performed on site (limited scope work). Planned mitigation will include preventative measures as well as facilities constructed to lower excessive noise pollution to the surrounding areas_ These measures will include limiting Work and possible noise generation to only those hours permitted by Pitkin County environmental regulations for construction activities (between 7:00 am and 7:00 pm). Ames Construction, Inc. has and will continue to respond to any complaints received concerning excessive or annoying noise to surrounding residents. As a result of this, topsoil operations have been limited, by Ames, to the hours from 8:00 am to 6:30 pm. Other activities, such as mechanical repairs, will be performed inside or around a temporary shop building which is surrounded as well by a close -mesh green fence which helps to block noise and viewing from adjacent residents. Ames Construction personnel feel confident that any complaints from surrounding residents concerning excessive noise can be dealt with and solved in an effective manner. On September 4, 2001, a site inventory of materials considered "hazardous" was performed by an Ames Construction, Inc. employee, listing the following: 1. Approximately 3000 gallons of diesel fuel. 2. 75 gallons of 15/40 wt. engine oil 3. 50 gallons of 50 wt_ engine oil 4. 75 gallons of 30 wt. engine oil 5. 80 gallons of 90 wt. gear oil 6. (2) cases starting fluid 7. (3) cases air break antifreeze 8. (3) cases glass cleaner 9. (2) cases 15/40 wt. gallon containers engine oil 10. (2) 55 -gallon drums 90 wt. gear oil 11. 200 gallons used oil Storage Plan Ames Construction, Inc. has adopted and enforces an extensive safety program, which addresses and enforces applicable rules and regulations regarding the use and storage of hazardous materials. The safety program also provides training of employees regarding the proper use and handling of such materials. Ames safety personnel have compiled a site specific Safety, Health and Environmental Action Plan which is available for inspection on site. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-170 and 3-70-100: •Itis the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available." (Prior code 2-17) Ames Construction has obtained a well permit from the Colorado Division of Water Resources and has constructed a well to serve the Ames construction trailer site. They have provided a water quality test that indicates there is no coliform. A condition of approval for this application is: None SEWAGE TREATMENT AND COLLECTION: Sections 2-180 and 3-110-050: "ft is the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Any proposed system most be shown to be financially feasible considering a reasonable tax base and other legal criteria prior to approval of any land use." (Prior code 2- 18) The applicant has submitted a completed application for a septic system permit designed by a Registered Professional Engineer. This Department has analyzed and review the proposed septic system design and is ready to issue a septic permit as soon as the applicant receives their Temporary Commercial Use Permit from the County. The application is for a maximum of three trailers with 6 offices in each trailer. A condition of approval for this application is: The service line extending into Roaring Fork Railroad Holding Authority property will not be installed until there is proof of legal easement. 5 1 r.N ". w.y'w Purer 0 0 The system is to be properly abandoned when the Snowmass Canyon Project is completed (spring of 2006). Documentation shall be submitted to this department of proper abandonment. WATER RESOURCES IMPACTS: Sections 2-140 and 3-70-050 and 3-70-100: "It is the policy of the County to preserve and protect its present water resources, recognizing the County's semi -arid character and that significant transmoumafn and transbasin diversions and the vested rights of senior appropriators in the basin have materially curtailed the availability of an already scarce water resource. To this end it is the policy of the County that no land use be initiated which would adversely affect the quantity, quality, or accessibility of the County's water resources; or which would occur at the expense of established water -dependent agricultural activities; or which would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures to reacquire or redistribute major water resources. It is also the policy of the County to maintain a natural vegetative buffer along its surface waters such that the surface and groundwaters of the area are not encroached upon by land uses or other human activities which could cause deterioration of water quality or impair the natural treatment processes provided by meadows and wetlands." (Prior code 2-14) The Environmental Health Department will be addressing impacts on down stream water quality. This application should not impact down stream water quality if the setbacks between the septic system and physical features comply with the Pitkin County Individual Sewage Disposal Regulations. The Environmental Health Department's mission includes preserving and protecting the quality of Pitkin County's water resources. Since a large percentage of the population is dependent upon water from wells, elimination of groundwater pollution, and protection of aquifers and their drainage areas are of utmost importance. Roofs and asphalt areas can be non -point sources of water discharge that can contaminate water supplies. This Department recommends that non -point sources of discharge be retained on the property of origin. To accomplish this, the owner can use landscaping, drainage patterns, detention ponds, and/or dry wells for containment of water runoff from buildings. AIR QUALITY: Sections 2-130 and 3-60-020: "It is the policy of the County to permit only that development which will not degrade air quality." This project will be taking place outside the Non -Attainment Area boundaries. FUGITIVE DUST This is an extensive project and activities such as screening, mixing, and storage of topsoil, and truck traffic will impact adjoining neighbors and/or roads. Blowing dust from dirt tracked out onto Hwy 82 has been a problem in the past in this area. A Fugitive Dust Pan is required. The measures must prevent windblown dust from blowing off the property or creating a nuisance. This plan must include, but is not limited to; fencing, watering of haul roads and disturbed areas, daily cleaning of adjacent paved roads to remove mud carried out by trucks, speed limits, graveled roads, or other measures.. The Environmental Health Department must approve the Fugitive Dust Plan. NOISE The application states that normal operations will be from 6 am to 7 pm, daily including weekends. 5 l PnNN "n Rny. W Pert The Pitkin County Noise Abatement Ordinance includes the provision that no construction noise is allowed in residential districts between the hours of 7pm and lam, and no noise is allowed on Sundays and federal holidays. (This is just a summary. Please refer to Pitkin County Code Title VIII for further details.) CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2-70: ^It is the policy of the County to consider whether approval of uses or development of lands within Pitkin County is consistent with applicable laws of the United States of America and the State of Colorado."
