With this move, antennae and generator upgrades need to be made to the property and is the focus of this review. This location and been deemed insufficient for the Dispatch Department's future needs. As a result, Pitkin County has contracted with the Aspen Fire Protection District for use of their space for the 911 Dispatch Department. The North Forty Fire Station is owned and operated by the Aspen Fire Protection District. The building and use was approved pursuant to a "master plan" pursuant to BOCC Resolution No. 040-2006. This "master plan" is unlike the planning area/Caucus master plans that are reviewed and approved by the Planning and Zoning Commission. The PUB, known as the "Public" Zone District, requires that when a rezoning to PUB occurs, a parcel specific master plan be reviewed and approved prior to development. The North Forty Fire Station has a specific master plan that sets dimensional standards and specific uses for this development. The parcel is currently developed with the approved uses and standards set forth in this master plan. PROPOSAL: The Applicant is proposing the following development at the North Forty Fire Station in effort to improve the infrastructure for the 911 Dispatch Center: • Affix an 8' antenna to the west side of the existing hose tower; • Construct a 216 sq. ft, 6' high building to house an emergency generator; • Affix 3 antennae on top of the existing western edge of the roof of the building, with the tallest antenna being 14' in height. ZONING: West of Maroon Plan (WOMP) Overlay Zone District and PUB. APPLICABLE MASTER PLAN: WOMP Master Plan PROCEDURE/PROCESS: C.R.S 30-28-110(1) provides that the Planning Commission shall review the location and extent of public projects proposed by a governmental entity in the unincorporated area of the County for conformance with the applicable comprehensive plan or master plan. The Planning Commission's action on a Location and Extent proposal is essentially "advisory", as disapproval may be overruled by the governmental jurisdiction making the proposal. REFERRALS: North Forty HOA, AABC HOA. No comments were received. STAFF COMMENTS: The WOMP was adopted in 2013 and included standards for development that include setbacks and height limits for specific "nodes" of development. The North Forty Fire Station is within the AABC Activity Node and the following guidelines apply: a. No structures within the ABC Subdivision should exceed twenty eight (28) feet to the midpoint and thirty (3 0) feet to the peak of the roof • or twenty eight (28) feet for of at roof. Staff Response: The North Forty Fire Station is not within the ABC Subdivision i. Within two hundred (200) feet of the Highway 82 Right of Way, structures within the ABC Subdivision are limited to frfteen (15) feet to the peak of the roof, or to the high point of a,Jlat roof, as measured from existing grade. Page 2 of 4 Staff Response: The North Forty Fire Station and the proposed development is outside the 200' setback from Hwy 82 and is not within the ABC Subdivision. ii. Within a perimeter of thirty (30) feet of the boundary of the ABC Subdivision, structures should not exceed fifteen (15) feet to the peak of the roof, or to the high point of a flat roof, as measured from existing grade. Staff Response: The roof mounted antennae, the generator and building, and the antenna affixed to the hose tower are not within the 30' boundary of the ABC Subdivision. The closest of the proposed development is the hose tower affixed antenna which is 45' from the ABC subdivision boundary. b. Outside of the ABC Subdivision and within the two hundred (200) foot setback from the Highway 82 Right of Way, all structures are limited to fifteen (15) feet to the peak of the roof, or to the high point of a flat roof, as measured from existing grade; buildings should incorporate design features that make the structure appear as one story as seen from the Highway 82 Corridor and from pedestrian paths. Staff Response: The North Forty Fire Station parcel is outside the ABC Subdivision and all proposed development is outside of the 200' setback from Highway 82. c. Outside of the ABC Subdivision and outside of the two hundred (200) foot setback from the Highway 82 Right of Way, structures are limited to heights allowed in the underlying zone district. Staff Response: The underlying zone district for the North Forty Fire Station is PUB. As stated earlier, the PUB Zone District requires that a parcel specific master plan be adopted to regulate development. BOCC Resolution No. 040-2006 is this master plan and limits structure height to 28'. The resolution also dictates that the hose tower also has a specific height limit of 34'. The WOMP specifically states that under this scenario, underlying zoning can be used. The Land Use Code in Chapter 5, states that antennae shall not exceed the prescribed height limit by more than 10'. The existing building height of the North Forty Fire Station measured at the western building element is 14' and well below the 28' maximum height limit. Therefore, the roof mounted antennae are in compliance with these dimensional standards. The hose tower affixed antenna is 8' above the prescribed height limit for the tower which is 34'. The hose tower antenna is in compliance with these dimensional standards. The generator structure is well below the 28' height limit. Staff Response: Scenic Viewplane: Page 90, "maintain low profile structures (not to exceed the height of the North Forty Fire Station) " Staff Response: The proposed antennae and generator structure are in compliance with this Code section. Aspen, CO 81611 Dear Mike: P�vicel T.D. 2(,4334gI1 Boo Via: Hand Delivered The following application requests a Locations and Extents Review per Sections 2-30.30(h)(10) of the Pitkin County Land Use Code of the following proposed exterior improvements necessary for the use of part of the North 40 Fire Station as the 911 Emergency Dispatch Center. It will require a single-step review by the Planning and Zoning Commission. The applicant, Pitkin County, is requesting two exterior changes as follows: 1) A 42'-6" tall telecommunications antenna on the west side of the hose tower; (8' higher than the existing building parapet) 2) A secure, emergency generator enclosure tucked against the retaining wall on the west side of the fire truck access, with extension of the roof for Fire Department trailer storage; The property is subject to the following applicable guidelines under Locations & Extents Review: West of Maroon Master Plan - WOMP for reference hereinafter. The applicable WOMP guidelines are as follows (with page numbers of the WOMP for reference, and attached herein): • Pg. 28: ABC Activity Node Location Map • Pg. 59-60: Additional Specific Guidelines that apply to all properties within the "ABC Activity Node" o The height limit that applies is under l.c: "Outside the ABC Subdivision and within the two hundred (200) foot setback from the Highway 82 Right of Way, all structures are limited to the heights allowed in the underlying zone district." • Pg. 90: Downvalley Photo 9 showing the "ABC Activity Node" between CMC and the North 40 Fire station o Maintain low -profile structures (not to exceed the height of the North 40 Fire Station) o Maintain view of ridgelines and sub•ridgelines. Addressing the key issues of each of these exterior requests: 1) The top of the antenna and associated microwave dishes will be at 42'-6" height above grade or less. No grade changes are necessary. The maximum height of equipment is non -conforming with the underlying height requirement. However, these height requirements are dictated by telecommunication needs that are essential for the 911 Dispatch to function, and must also be located above the building due to transmission line technical requirements. It is not anticipated that the antenna will break the ridge skyline as seen from Highway 82, but a story -pole will be erected to confirm that estimate. Consequently, the applicant is requesting a height variance due to this being an essential piece of equipment for an essential County facility. 2) NFPA 1221, (2010 Edition) Standard for the Installation, Maintenance, and Use of Emergency Communications Systems, Section 4.7.8.6 reads: "When installed outdoors, engine -driven generators shall be located in a secure enclosure capable of resisting the entrance of precipitations and the maximum wind velocities referenced in NFPA 5000." Preliminary sizing of the emergency generator indicates a size of approximately 5' wide x 10' long x 6' high, with minimum 3' of clearance required around all sides. That establishes an enclosure size of approximately 12' x 18' ("216sO and 11' high at the tallest point of the sloped roof above parking grade, but only about 7' above landscaped grade. This enclosure will be built with two sides on top of the existing retaining walls and two walls on top of the existing paved area. Walls will be block and/or brick to blend with the existing fire station, and the roof material will be a single ply membrane, with a metal fascia to match the existing Fire House fascia material. A buried propane tank may be included should the 911 Dispatch want backup fuel if the natural gas service is disrupted. What is proposed conforms to the Guidelines in the WOMP. Please review the attached documentation (as requested in the pre -application conference), and let us know if you require any additional information for this to be deemed a complete application for the March P&Z meeting. Therefore, APPLICANT agrees that in consideration of the COUNTY's waiver of its right to collect full fees prior to a determination of application completeness, APPLICANT shall pay a base fee in the amount of S $1029-00 which is based on —hours of staff time, and if actual time spent by staff to process the application exceeds the average number of hours by more than 20%, then the COUNTY will bill the APPLICANT quarterly for the additional time spent.
