SCAM ��=3DB 0 0 COPY March 16, 1987 Mr .7im Tlolm�n 1317 Avon Drive Montrose, Colorado Re: Lot 1 and Part of Lot 2, Block 1, Filing 2, Gateway to Snowmass Mesa Subdivision, known and numbered as 1416 Gateway Road Dear Mr. Delman: As a result of an inspection conducted on the on-site wastewater disposal system on March 10 and 13, 1987 at the request of Amy Kiernan and Janet Mitchell of Showcase Properties Realty and for the purpose of obtaining certification of this sewage disposal system for a loan, it has been determined that the existing system serving the single family residence on the referenced property is malfunctioning. There is an apparent periodic surfacing of septic tank effluent over the lid of the tank, and when inspected the water levels in the tank and seepage pit were above the sewer and effluent lines indicating that the wastewater is no longer being absorbed into the surrounding soils. This discharge of partially treated sewage effluent uncon- tained upon the surface of the ground, constitutes a violation of Section 3-1 of the Pitkin County Regulations on Individual Sewage Systems, and the following repairs are suggested as one alterna- tive to correct the noted conditions and to bring the system into compliance: 1) It is our opinion that the absorption area is sealed and is no longer absorbing the wastewater discharged from the house. This seepage pit will probably be required to be replaced. 2) The effluent line between the tank and the existing seepage pit is broken in several places and clogged with sludge. It should be replaced. 3) While not required by regulation, we recommend that the existing tank be replaced with a standard septic tank with a larger first chamber (a volume of at least 625 gallons). The existing concrete aerated treatment plant does not function as well as a septic tank because the first compart- ment is only 250 of the effective volume, Should you, the prospective purchaser, or any consultant or contractor which you hire have other alternative suggestions or recommendations as to possible repairs which will eliminate the surfacing of sewage effluent, please contact this department. We are willing, at any time, to discuss and approve any other 0 0 Delman Violation Letter C O PY March 16, 1987 Page 2 methods which may be suggested which conform to county regulation and correct the problem detailed above. These repairs are to be completed as soon as practical, and at least by April 22, 1987, as required by regulation. Please consider this letter a notice of violations as re- quired by Section 3-10 of the regulations. We are enclosing a copy of Section 3, which details the administrative and enforce- ment procedures established by the Board of County Commissioners. In particular, we wish to call your attention to Sections 3-2.1 and 3-2.5 which outline the procedures for repair and emergency use. We wish to remind you that the repair work requires a permit from this department, and that a permit and soils testing fee varying from $100 to $150 must be assessed.
