GENERAL PROVISIONS OF AN
INDIVIDUAL SEWAGE DISPOSAL PERMIT
This Permit must be retained and made available for inspection at the above location upon
request.
This Permit shall not be transferred without approval of the issuing agency.
This Permit shall expire 120 days after its issuance if construction has not commenced and
a valid building permit has not been obtained. Any change in plans or specifications after
the permit has been issued invalidates the permit, unless approval is secured from the
Health Officer for such changes.
This Permit is temporary until final approval is granted by the issuing agency in writing.
Final approval cannot be granted until construction, repair and/or operation have occurred
in conformity with the conditions of this permit. This Permit is valid only for the indi-
vidual sewage disposal system and/or equipment specifically identified herein.
Before issuing final approval of this Permit, the issuing agency reserves the right to
impose conditional terms and conditions required to meet its applicable regulations on a
continuing basis. Monitoring and testing requirements may also be imposed. The issuing
officer shall be notified not less than 24 hours prior to backfilling or closing up the
work which would prevent inspection of components installed in places otherwise inaccessible
following such backfilling or closure.
This Permit may be revoked or suspended by the issuing agency for reasons set forth in the
regulations of said agency or of the State Board of Health, as applicable, including failure
to meet any term or condition imposed thereon during temporary approval or upon final approval..
Each and every condition of this Permit is a material part hereof and is not severable. Any
challenge to, or appeal of, a condition hereof shall constitute a rejection of the entire
permit and upon such occurrence this Permit shall be deemed denied ab initio.
This Permit is issued and accepted with the understanding that a fee in the amount of
$ , plus cents for each mile traveled by a designated inspector from
the principal office ofthe issuing agency to the location of the system and return, may
be charged for each of no more than two annual effluent samples routinely collected and
tested from subject system as deemed necessary by the issuing agency to monitor said
system for compliance with the Provisions of Article 10, Title 25, C.R.S. 1973, as amended,
and the rules and regulations which implement said Article; and that a like fee may be
charged for each such sampling taken in conjunction with the determination of compliance
of subject system with a cease and desist order issued pursuant to C.R.S. 1973, Section
25-10-107(1)(k).
The issuance of this Permit does not imply compliance with other state or local regulatory
or building requirements, nor shall it act to certify that the subject system will operate
in compliance with applicable state and local regulations adopted pursuant to Article 10
of Title 25, C.R.S. 1973, as amended, except for the purposes of establishing final approval
of an installed system for issuance of a local occupancy permit pursuant to C.R.S. 1973,
25-10-111(2).

RE: SNOWMASS CREEK ON-SITE WASTEWATER DISPOSAL SYSTEM VARIANCES

We have received two applications from property owners on Snowmass
Creek to construct and repair on-site sewage systems for existing
houses within the minimum ten (10) foot property line setback.
In each case, this is necessary to achieve minimum setbacks
from the stream, water lines, or the well.
Section 3.7-4 of the Pitkin County Regulations on Individual
Sewage Disposal allow the Board of Health (Board of County
Commissioners) to authorize a variance in the case of an "undue
non -self-induced" hardship. A finding that the design and
construction of such on-site wastewater disposal systems does
not conflict with the intent of County regulations, injure adjacent
property owners, adversely affect health or cause possible pollution
of waters of the state.
The first case is an engineered design for a house owned by
Mery Perry at 1472 Snowmass Creek Road. As the plot plan attached
shows, in order to construct this system and remove a hookup
to his neighbor's system, it is necessary to build this system
to the County road easement and the north property line. The
design meets all other established criteria and should be acceptable
under County regulations.
The second property, just south of the Perry's house, is a similar
situation. While we have not finished our evaluation of that
site it is apparent that a similar variance will be needed.
As the proposed construction impacts the County road, the Perry
project was referred to County Engineering three weeks ago for
an opinion, but we have not received a response.

2. on Feeder, Manifold and Lateral lines, provide sufficient slope towards
their inlets to allow the piping to drain back into the dosing tank during
resting periods. Thus the dosing tank must be placed at a low enough
elevation to allow for this.
3. On -Off Float Swith. shall be set to provide a minimum of a 100.gallon
dove.
4. Sand shall be medium- texture sand.

6. The amount of fill outside of the 'sand area may vary from what is shown ;n
section A -A to allow the homeowner to blend the mound in with his
landscaping plan.
7. 10" of straw or 2" of figerglass insulation with the foil backing removed
shall he placed over the rock to prevent the topsoil from migratinq into
the media.
8. The pump shall be a Meyers SS4-11 pump or an approved equal capable of
40 GPM @14' TOR.
9. The Contractor and Owner shall take whatever measures are necessary to
assure that (a) the dosing tank, septic tank, and sewer lines are
completely water tight to prevent infiltration of groundwater into the
system, and (b) the system is to be installed. to prevent freezing of all
pressure and gravity sewer lines.
10. The County and Engineer shall he notified when construction commences so
that the system can be inspected at regular intervals for conformance to
- these plans.
11. If the last hole, based on 30 in. spacing, is equal to or greater than
15 in. from the end of the lateral, put another hole in the end cap of the
pipe or close to it.
