They work all day and can't be reached to speak to personally, so I've needed to rely on the answering machine. I still haven't heard anything back at all from Howard - the caretaker - so I called and left another message today just in case, for some reason, he never got the first message. I tried to impress on him that it is really important that the process for this keep moving and that I'd like a call from him so that we know the status of this. If he's got the engineer working on this; we need to know that and also an estimated time as to when we'll receive the completed application packet. I told him that I will be out of the office until Wednesday, but that if he had any questions, that you knew the whole story on this and could talk to him about things... hope you don't mind. The first message I left that they needed 6 bedrooms was on 1/9/97. The second message was today, 1/30/97. The sand filter/mound system was in place, as well as the septic tanks and dosing tank. We measured the gravel/sand interface area as constructed, and it was 2790 square feet. The sand base area was considerably in excess of this, so both areas were larger than required. It appeared that the construction in place was in conformance with the intent of the design. Dear Mr. Smith: ASPEN • PITKIN E\\'IRONMENTAL HEALTH DEPARTMENT I am writing in response to your letter regarding the Adriani property. You have mentioned that Mr. Adriani has taken steps to identify the cause of the problem with his failing sewage disposal system and will do what is necessary to resolve the problem. Also that you are, as I am, awaiting a report from MTI GEO in order to determine the next steps to be taken. If the August 31st, 1996 deadline cannot be met for either repairing the existing septic system or for a new system to be installed, we will certainly work with you on this. Article 1, Section 1-1 of the Pitkin County Individual Sewage Disposal system Regulation states that "The purpose of this regulation is to preserve the environment and protect the public health; to eliminate and control causes of disease, infection, and contamination; and to reduce and control pollution of the air, land and water." Because of this statement, I must impress upon you that the situation of effluent surfacing on the ground must be resolved as quickly as possible. Although I have not seen the report from MTI GEO regarding their findings, I have been told that ground water was located at a depth of 6 and 1/2 feet. The fact that groundwater is present at less than 8 ft. will require an engineer to design the system. Due to the proximity of this property to the creek, I was not surprised that groundwater was found. I can understand Mr. Adriani wishing to research the possibility of water draining onto his property from the hillside above his property if he believes that this may be the problem, or part of the problem. I am suggesting two options. The first option is that, if Mr. Adriani wishes to investigate the source of ground water prior to repairing the existing system or installing a new system, the existing tank should be temporarily plugged to prevent any more effluent from leaving the tank which may surface from the field later. Also, the next time the tank has to be pun 1ped, it should be examined for soundness. If a crack or other problem is discovered that cannot be repaired, a new, watertight tank must be installed. This department must be contacted prior to installing a new tank or tanks since a permit will be required, the size of the tank requirement figured, as well as an installation inspection. It is advisable to limit water usage as much as possible until an absorption area is working properly. This means not using washing machines or dishwashers and limiting shower time. If the tank is allowed to get too full, it will more than likely back up into the house. The second option is that a new engineered design be installed. The investigation as to the source of ground water can still be continued. If it is determined that water is being received from the hill above the property, an engineered diversion can be designed and installed. Since an engineered design usually costs more than a conventional system, I can understand your concern if the reason for ground water being present is other than natural. However, even if the source of ground water is solely from neighboring properties on the hillside above this property, it is unlikely that water use will discontinue on those properties. Regardless of the reason why groundwater is present, this situation must be remedied. The system that an engineer will design should insure that groundwater, no matter the source, will not affect the functioning of the system. If it is discovered that the neighboring properties are influencing the water table, the engineered diversion should take care of that problem as well. Due to the public health significance of this matter, one of the two options must be chosen and acted upon as quickly as possible. If you have another suggestion, I would be happy to consider it. Snowmass, CO 81654 40 ASPEN • PITKIN ENVIRONMENTAL HEALTH DEPARTMENT Re: Individual sewage disposal system failure for the rental home Dear Mr. Adriane: A site visit to 1468 Snowmass Creek Rd. was conducted at two separate times. The first time was on May 3rd, 1996 by both myself and one other member of our department. The second was on August 7th, 1996 by just myself. Both times we met with Roger Baker who showed us the property. After a visual inspection of the sewage disposal system, it was determined that the system servicing the rental home at the entrance to the property is not functioning properly. Sewage is surfacing from the absorption field and is considered an immediate health threat. There is a definite odor and liquid can be seen running across the driveway. The Pitkin County Individual Sewage Disposal System Regulation (Article 4, Section 4-11.8 and 4-11.9) requires that you complete an application for a repair or new installation within two business days after receiving notice from this Department that the system is not functioning properly, or that it otherwise constitutes a nuisance or a hazard to public health. If you fail to comply, a cease and desist order will be issued until the system is brought into compliance. From conversations with Roger, I am aware that the process has been started to remedy the problem. He has made arrangements for a perc test and soil profile to be done, and will be in contact with this Department as to the status of things. The system should be repaired or a new system installed by August 31st, 1996. If there is any reason that this deadline cannot be met, this Department should be notified. The location of the existing leachfield appears to be the only area available for a sewage disposal system. Capitol creek runs behind the house and the well Is also located behind the house. There is no room to the north side of the driveway for a system. The area on the south side of the house doesn't allow for the setback distances required between the leachfield and home and the property line. Because of the proximity of this area to the creek, there is a good possibility that groundwater will be encountered within the 8 ft. profile hole. ASPEN, COLORADO 81611 • PHONE 303.920.5070 • Fax 303.920.5197 9 0 A couple of factors that may have contributed to the failure of the system are that trees have been planted in the area of the existing leachfield and that the grass covering the leachfield gets watered. Tree roots can grow into the distribution lines which would result in clogging those lines. Leachfields should not be watered because this adds additional liquid to the field that it was not designed to treat. This can overload the system and lead to failure. We recommend that leachfields be planted with dryland grass. If you have any questions, or if I can be of any assistance, please don't hesitate to call.
