The study was conducted in accordance with our agreement for geotechnical engineering services to you, dated January 20, 1992. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered arc presented in this report. Proposed Construction: The four proposed residences will be one story wood frame structures with about 1500 square feet of living space. Ground floor will either be structural over crawlspace or slab -on -grade. The proposed building envelopes are located on the site as shown on Fig. 1. Cut depths for the buildings of about 4 feet are assumed. Foundation loadings for this type of construction are assumed to be relatively light. If building conditions or foundation loadings are significantly different from those described above, we should be notified to reevaluate the rcconunendations presented in this report. Sitc Conditions: The four lots were vacant at the time of our field work and were being used as a horse pasture. Approximately 1 ; feet of snow covered the site. The proposed building arca is a relatively flat valley bottom which slopes gently down toward Snowmass Crcck to the west at gradcs of 3% to 5%. A relatively steep slope rises up to the cast of the building arca at grades of about 40%. The height of the slope is 12 to 15 foci. At the top of the slope, to the cast of Lot I, is all existing two story wood Gallie house located on Lori 5. The building areas arc vegetated with grass and weeds. Scattered trees and brush arc located along Snowmass Creek to the west and along the steep embankment to the cast. Small boulders were observed scattered about the ground surface at the site. Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating 4 exploratory pits at the locations shown un Pig. 1. The logs of the pits are presented on Pig. 2. The subsoils encountered, below 2 to 5 feet of organic clay topsoil, consist of cobbles 3 Al1nm4Mnul111V11II1'j,"'plom4.nnns Dr. Robert Prccark January 29, 1992 Page 2 and boulders in a medium dense, clayey sand and gravel matrix. Results of a gradation analysis performed on a sample of slightly clayey sand and gravel with cobbles(minus 5 -inch fraction) obtained from the site are presented on Pig. 3. Free water was observed at about 5 feet below the ground surface in pit 4 at the time of excavation. Tic subsoils were moist to wct. The upper.I to 2 feet of topsoil was frozen. 17oundation Itcconuncndations: Considering the subsoils encountered in the exploratory pits and the nature of the proposed construction, we recommend spread footings placed on the undisturbed natural soil designed for an allowable soil bearing pressure of 3000 psf for support of the proposed residences. Footings should be a minimum width of 16 inches for continuous walls and 2 feel for colunms. I nose and disturbed soils and existing topsoil encountered at the foundation bearing level within the excavation should be removed and the. footings extended down to adequate ua tural bearing material. Exterior footings should be provided with adequate cover above lhcir. bearing elevations for frost protection. Placement of footings at Icast 42 inches below the exterior grade is typically used in this arca. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of 45 pc( for backfill consisting of granular soil. Floor Slabs; The natural on-site granular soils, exclusive of topsoil, are suitable to support lightly loaded slab -on -grade construction. The organic clays are soft and should be removed from beneath slab areas. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 -inch layer of free -draining gravel should be placed beneath slabs -on -grade to facilitate drainage. This material should consist of minus 2 -inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of fluor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. acquired fill can consist of the on-site gravel or imported granular soil devoid of vegetation, topsoil and oversized rock. Undcrdrain Systcnr Free water was encountered in pit 4 at a depth of 5 feet. It has been our experience in mountainous areas that local perched groundwater may develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. 'rbc water level will likely rise as a result of spring runoff and irrigation of nearby areas. Therefore, basements and possibly crawl space level may not be feasible. We recommend below grade construction, such as retaining walls and crawl space qChen a Northern, Il c GMCIIIIIIM�C�X�MYY �:IINI SC�Y1�1!aG 'Dr. Robert Frecark January 29, 1992 Page 3 areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. Underdrains may not be needed if slab -on -grade floors are constructed close to or above the surrounding ground surface. If drains are installed, the drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free -draining granular material. The drain should be placed at each level of excavation and at least I foot below lowest adjacent finish or crawl space grade and sloped at a minimum 1% to a suitable gravity outlet above the 100 -year flood level. Pres -draining granular material used in the undcrdrain system should contain less than 2%o passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 2 feel deep. Surface Drainaec: The following drainage precautions should be observed during construction and maintained at all times after the residences have been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the nt.utinttttm standard Proctor density in landscape areas. Free - draining wall backfill should be clipped with about 2 feet of the on-site, finer graded soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of G inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in pavement and walkway areas. A swale may be needed uphill of the residences on Loris I, 2 and 3 to direct surface runoff around the residences. 4) Hoof downspouts and drains should diseharge well beyond the limits of all backfill. Limitations: This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this arca for use by the client for design purposes. Geologic hazards at the site such as flooding arc not addrosscd in this report. The conclusions and recommendations submitted in this report are based upon the data obtained front the exploratory pits excavated at the locations indicated on Fig. 1 and the proposed type of construction. The nature and extent of subsurface variations across the site may not become evident until further excavation is performed. If during construction, fill, soil, rock or water conditions appear to be different from those described herein, this office should be advised at once so reevaluation of the recommendations may be made. FREEARK, M.D. and RUTH N. FR E K (hereinafter referred to, collectively, as "Owner") and THE BOARD OF COUNTY COMMISSIONERS of the County of Pitkin, State of Colorado, as the governing body of Pitkin County, Colorado (hereinafter referred to as "County"). W I T N E S S E T H: WHEREAS, Owner has submitted to County for approval, execution and recording an Amended Plat (the "Amended Plat") of the Oh -Be -Joyful Acres Subdivision (hereinafter referred to as the "Subdivision") consisting of approximately fifty-six and one-half (56.5) acres on certain real property in Pitkin County, Colorado, more particularly described on the Amended Plat recorded in Plat Book 2-5_ at Page in the real property records of Pitkin County, Colorado; and WHEREAS, County has fully considered the Amended Plat, and is willing to grant approval of and execute the same upon Owner's agreement to the obligations herein, all as required b the County Land Use Code; and WHEREAS, Owner is willing to accept these obligations, and to ` enter into this Agreement with the County to provide for the same. NOW, THEREFORE, in consideration of the mutual covenants herein contained, the parties hereto stipulate and agree as follows: _C%—I .nr / C1 Vegetation. Owner shall vegetate all areas disturbed by �\'v. new construction, utility installation and regrading. I b /U 2. Utilities. Any and all utilities to the proposed building envelopes shall be buried along the driveway alignment. Owner agrees to install or guarantees installation of electric power lines and transformers to provide electric service to the lot lines of all of the lots in the Subdivision. New power lines shall be underground. Power lines, transformers and the installation of same shall conform to the requirements and specifications provided Owner by Holy Cross Electric Association. 12.2Owner agrees to install or guarantees installation of distribution cable and feeder facilities, including pedestals to provide telephone service to all of the lots in the Subdivision. New telephone lines shall be underground. Telephone lines, pedestals and the installation of the same shall conform to the requirements and specifications provided owner by U.S. West Communications. Fencina. All new fencing shall be no more than forty-two inches (4211) high. 4. Wildfire. Owner shall adhere to guidelines contained in the Colorado State Forest Service booklet Wildfire Safety Guidelines for Rural Homeowners. S. Soils. Site specific soil engineering shall be required for each home to insure proper foundation design, and to account for potential high ground water. PMH the Inc. !6. Landscaping. Owner shall landscape the entrance to the Lots in accordance with that certain Site Improvement Plan for Subdivision, dated May 29, 1990, executed by Design Workshop, 7. Setback. The soils engineer shall also recommend the proper setback from the stream bank, based on final locat',glill es of the home. In no event shall such setback bezlesswthaan, required by §5-107.2(f) of the Pitkin County Land Use Code. S. Septic System. An engineered waste disposal system shall be designed and approved by the Pitkin County Environmental Health Department. 9. Driveways and Roads. The driveways shall be designed by a Professional engineer. The driveways shall not exceed County width standards of eight feet (81) to sixteen feet (161) of driving surface. Owner agrees to construct the private roads as shown on the Amended Plat in conformance with Pitkin County "Country Access Standards Class Five" Road Specifications. Each such road shall be not less than twenty feet (201) in width, including two (2) two -foot (21) shoulders. 10. Radon Gas. Each home shall be designed towards mitigating the potential for radon gas accumulation. 11. Water Rights. Owner shall maintain historic water rights sufficient for agricultural and existing vegetation purposes. rr/ 12. Water Tanks. Owner shall install on Lot 7 a water tank of r en thousand (10,000) gallon capacity for fire protection for the Subdivision. Owner shall relocate the existing water tank to the new water tank easement located adjacent to PMH Lot 1. 13. Non -Development. PMH Lots. Five (5) PMH lots (the "PMH Lots"), each containing one (1) single-family PMH unit have been platted as part of the Subdivision. All of the PMH Lots shall be sold and governed by the moderate -income employee price and qualification guidelines annually adopted by the Board of County Commissioners. The PMH Lots shall be governed by the following specific provisions: AlThe residences on the PMH Lots shall be a maximum of 1,800 squar feet. The building height of the structures shall conform to PMH zoning in accordance with the Pitkin County Land Use Code. All structures and improvements on the PMH Lots (other than the dwelling units to be constructed by Owner) shall be approved by the Architectural Committee of the Oh -Be -Joyful Acres Home Owners Association, Inc., (the "Association") set forth in the Protective Covenants. Notwithstanding the foregoing, PMH Lot 5 contains an existing structure which shall be deemed in compliance with this Section. �. Construction Schedule. The Subdivision and improvements provided for in this Agreement may be developed and completed in phases; provided, however, that all improvements provided for in Exhibit "A" annexed hereto shall be completed on or before December 31, 1991; and further provided, however, that a building permit for construction of a residential dwelling on a particular lot in the Subdivision shall not be issued until the construction of the appropriate road access, water, electric and telephone services as described herein have been commenced for such Lot, and the collateral security described in Section 16 below has been approved and accepted by the County Attorney. 16. Financial Assurances. 16.1 Owner's performance of the obligations described on Exhibit "A" annexed hereto shall be secured by collateral in the form of an irrevocable letter of credit (the "Letter of Credit") sufficient to make reasonable provision for the completion of said improvements in accordance with the construction schedule and specifications set forth herein.
