Pursuant to Subsection 4-30-50(i) of the 2006 Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Commercial Use/Special Event Permit for commercial activities or events. 2. Karin Teague (hereafter, the "Applicant") has applied to the Director for approval of a Special Event Permit for the 2016 Ski for the Pass. The event will consist of a Nordic ski race on Hwy 82 from the winter closure gate to the Lincoln Creek Road intersection. The race will be held on February 2112016, from 10:00 AM to 12:00 PM. Setup will begin at 8:OOAM and be dismantled by 2:OOPM. Approximately 50 participants are anticipated. 3. The Applicant has provided a Certificate of Insurance demonstrating adequate General Liability coverage acceptable to the standards of the Risk Manager (and naming Pitkin County as an Additional Insured). 4. This application was referred to the Aspen Fire Protection District, Aspen Ambulance, and the U.S. Forest Service who has approved the event. The Sheriff's Office, and the East of Aspen Caucus has been made aware of the event. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County does hereby grant approval for the 2016 Ski for the Pass Special Event Permit subject to the following conditions: I. The Applicant shall adhere to all material representations made in, or in connection with, the application. 2. Emergency access shall remain open at all times. 3. We do not anticipate any vendors, security or other personnel. The event is open to the public who can register for the event at Ute Mountaineer 0 or on-line. Registration fee is $15.00/adult participant, $7/under 18, $30/family. There will be no limit to the number of participants since we expect far fewer than the venue can accommodate. No training is necessary for the volunteers since the event is a simple one-way race uphill and because most of the volunteers have experience at this or similar events. What little training may be required will take place prior to the event at the Start Line. There will be no amplified music. Site Plan (and maps): The course begins at the winter gate closure on Highway 82 east of Aspen, near mile marker 47, and concludes 7 kilometers up the corridor at the Lincoln Creek turnoff, mm 52. There will be no significant infrastructure associated with the event. Temporary and portable trash containers and porta-potties will be provided as will 'pop-up' tents at the Start and Finish Line. These will all be removed the day of the event. Since there is no auto traffic on the road at this time, there will be no need for traffic control. Parking will be at the winter gate area, which will be ample. Course personnel will be equipped with walkie-talkies to stay in communication and for any potential emergencies. There will be no food or drink vending although hot drinks will be supplied to participants. Security will not be necessary. Communication Plan: Staff is Karin Teague, Executive Director of the Independence Pass Foundation and Event Sponsor (274-9690), Paul Perley, Ute Mountaineer Staff and Event Director (920-1471), and Austin Weiss, City of Aspen Trails Manager, track - setter. Radio frequencies will be assigned on-site and will be used for emergencies only. Attendees and the public will be notified of conditions and other relevant information through local newspapers, twitter, Facebook and e-mail. No informational signage at the event is anticipated due to the small number of participants and the simplicity of the course and event. There will be one aid station at the midway point of the race (Weller Lake Trailhead, Mile Marker 49). The person manning the aid station (identity not yet determined) will have a radio with access to emergency aid. We do not anticipate any medical emergencies due to the small number of participants and the brief duration of the event. Two snowmobiles will be available in case of any need for emergency evacuation. Security Plan: This event does not pose risk to the participants or the public. The secluded nature of the site and the absence of any other traffic or facilities reduces public hazard to zero. Since the road is closed to auto traffic, there will be no conflicts with other users due to this arrangement. There will be no other impacts on private or public roads or streets." Parking Plan: See above. Sanitation/Recycling Plan: A single portable restroom will be made available at the Start Line. There is no way to transport a porta-potty above the Winter Gate. Hot drinks and water will be available at the Start Line and at the Finish Line and water and energy drinks will be available a the Weller Aid Station. Those three locations will be equipped with temporary trash boxes and liners and all trash (mostly consisting of paper cups) will be carried out and disposed of properly after the event." Alcohol Mitigation Plan: No alcohol will be available at the event. Accessibility Plan: The event will be fully accessible to any disabled person. The only noise produced from the event will be that of snowmobiles, which use the area regularly during the winter season, and possibly a gas generator to keep liquids warm." The rationale is that the RIDE for the pass application fee can cover both events. Thus , from now on when you submit the Ride for the Pass permit application, please include mention of the Ski Event (even if the detailed application is submitted later).Then technically your application costs are covered( but we deal with the event coordination/ emergency services referral just prior to the event).
