by Joan Wheeler requesting special review approval to construct 2
residences of approximately 1800 square feet each, a guest
ranch/outfitting use and an apartment on 79.61 acres. The
property is zoned AF -1 and is located south of the Frying Pan
Road at Meredith.
Please review this material and send your comments to this office
no later than April 28, 1987 in order for this office to have
adequate time to prepare for its presentation before P&Z on May

Due to the proximity of the proposed cabin to other dwellings on
your property, the perc rate for this septic permit was determined
using the following available perc rates:
10 mpi (1987 permit #87040 on main house)
20 mpi (1991 permit #91038 on son's house)
After viewing the profile hole which was dug on 9/9/94, the soil
looked consistent with other soils in the area, and no ground water
or bedrock was encountered. Therefore, an average of 15mpi was
used.

RE: Wheeler Guest Ranch Special Review
This department has evaluated the proposed water supply system,
sewage disposal system, and other anticipated health or environ-
mental implications of the referenced development in order to
determine compliance with Colorado Department of Health regula-
tions, local regulations, and those requirements of the Pitkin
County Land Use Code under our jurisdiction. We offer the
following review comments for your consideration:
1. WATER SUPPLY
The proposal indicates that water is to be supplied from a well.A
domestic water supply of adequate quantity and of satisfactory
quality probably could be developed, although the submission
included little detail on the well or the required geologic
opinion of a recognized groundwater geologist that meets the
requirements of section 5-205 of the Pitkin County Land Use Code.
Further, no samples were indicated as being collected to test the
bacteriological quality or chemical quality. If there is any
development beyond the owners' residences or if the customers of
the outfitting operations are supplied water, we would require
testing, disinfection, and other appropriate water treatment as
required for public drinking water supplies.
SEWAGE DISPOSAL
The application states that the on-site wastewater disposal
system is to be a conventional septic system, designed to comply
with County standards. The other houses adjacent to the property
already are served with standard septic systems and conditions
were found suitable.
The soil mapping of this area by the Soil Conservation Service is
not available, but generally the surficial soils of the area
exhibit moderately rapid permeability and little swelling when
they become wet. It is our conclusion that the soils will most
likely be suitable for the construction of sewage disposal
systems which will comply with the Pitkin County Regulations on
Individual Sewage Disposal Systems..

3. AIR QUALITY IMPACTS
The single-family residences are limited to one fireplace and one
stove certified in compliance with the County Resolution. We
expect no problems for the applicant to meet these limitations,
and believe that, in this case, the wood burning has little
marginal impact upon the air quality of the upper Fryingpan
Valley.
4. WATER QUALITY IMPACTS
On this gently sloping, sagebrush meadow we expect little runoff
or sediment loadings associated with this proposed construction
project. It is important to control additional pollution by
preventing any runoff or drainage from flowing through the
existing corral area before leaving the property.
5. OTHER ENVIRONMENTAL HEALTH CONCERNS
If the residential units are, at some time in the future,
contemplated or found to be used in conjunction with a bed and
breakfast type operation, or if a permanently constructed cook-
out area for the outfitting operation is developed, then, this
department would require that all applicable foodservice stand-
ards be followed. The facility will be expected to comply with
all regulations governing food service establishments. Plans and
specifications regarding an general food preparation and serving
areas, other than those a dsociated with hunting camps or trail
rides, must be approved by this department prior to construction
and use.

Dear Ms. Sassano,
This letter grants consent for Jack Wheeler to act as my representative regarding all matters
pertinent to the enclosed application.
We propose to subdivide a 35 acre parcel and construct a single family residence, which may also
be used as bed and breakfast accommodations for the existing outfitting operation. The building envelope
is outside mapped hazards listed in #2 of the pre -application summary. The road to the cabin in zxisting
and utilities are on-site. The cabin will not disturb the scenic quality of the area and is consistent with
existing buildings on the ranch and is compatible with nearby public lands. Sewage and water are noted on
the pre -application form.
