If groundwater will cause instability problems to the septic tank, the tank shall be anchored in a manner designed and prroved by the engineer. Septic tank is to be tested for waterproofness. If approval takes longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. Application for an individual sewage disposal system is hereby submitted. The system was designed under our Job No. 10080, dated October 26, 1998. The existing system included a 1000 -gallon Cavitette Aeration treatment plant and a 250 SF drain field in an unknown location. The current system was failing and has been abandoned. The repair OWS was installed for a three-bedroom residence with 1800 SF of living area. The system includes one 1250 -gallon two-compartment precast water -tight concrete septic tanks with a pump in a biotube vault and two pressure distributed mounded sand filter chamber beds. Each bed had four rows of seven chambers. A drain to intercept runoff from Snowmass Creek Road was installed and daylights into Snowmass Creek. The pump was in place and power was connected at the time of our observation. The observed components of the OWS were installed in conformance with the plans and specifications. Box 36 Snowmass, Colorado 81654 Subject: OWS Repair Design, Existing Residence 1460 Snowmass Creek Road Pitkin County, Colorado Job No. 10080 Dear Mr. and Mrs. Keller, As requested by Bob Nelson of Nelson Environmental and wastewater Solutions (NEWS), we prepared an Onsite Wastewater System (OWS) repair design for the subject site. Subsurface conditions were investigated by NEWS to determine design parameters for the OWS design. SITE CONDITIONS - The site is a 1.28 acre site in Pitkin County, Colorado. There is an existing residence at the southeastern portion of the lot. The slope at the proposed field is less than 5% to the northeast. There is a sparse cover of grasses at the proposed field location. The southeast property borders Capitol Creek and the east property boundary borders Snowmass Creek. The west property boundary borders the Snowmass Creek Road Right-of-way and a drainage ditch. We understand the drainage ditch has water year round. The west property boundary has approximately 10 feet of fill from the road. The proposed field area is in a horse corral. Several fences are located in the area which will need to be removed for installation of the OWS. The site is served water by an Infiltration Gallery which collects water from Snowmass Creek. The site is served by an existing OWS. The OWS consist of a 1000 gallon Cavitette Aeration treatment plant and a 250 square feet (SF) drain field of unknown location. The OWS was installed in the early 1970's. The aeration plant was used for a drain field area reduction according to NEWS. We understand the system is currently failing as indicated by effluent backflow into the septic tank after pumping. EXISTING CONSTRUCTION - The existing residence has three bedrooms and approximately 1800 SF of living area. The sewage load is 450 gallons per day (GPD) using the Pitkin County standard of 75 gallons per day per person with two people per bedroom and three bedrooms. Sewage loading with a 1.75 peaking factor is 788 GPD. This loading includes a garbage grinder, dish washer, and washing machine. SUBSURFACE CONDITIONS - A subsurface investigation was performed by NEWS. Subsurface conditions were investigated by observing one profile pit and attempting to perform three percolation tests. Ground water was encountered in the profile pit at 3 feet. Ground water was encountered in percolation holes at depths of 1 to 3 feet. Percolation test were not performed due to the presence of shallow ground water. RECOMMENDATIONS - We recommend a septic tank, pump, and pressure distributed mounded sand filter chamber -bed OWS be installed at the location presented on Fig. 1. The OWS design is based on an average sewage load of 450 GPD and a sand filter application rate of 0.95 gallons per day per square foot. The drain field area could not be calculated on an average percolation rate due to percolation test not being performed. A percolation rate was back -calculated from the soil .? absorptive area after the system was sized by the above criteria. The back-naiculated e� rcolation rate is 191 MPI. We believe this percola- tion rate exceeds the actual percolation rate of the soils onsite. The drainage ditch near Snowmass Creek Road should be lined with a 10 MIL PVC liner, where the drainage ditch is within 50 feet of the drainage fields. We understand you would prefer to line the drainage ditch to intercept runoff from Snowmass Creek Road. We recommend thexistingaeration plant ba__abandoned and crushed inplace or filled with a sandy material. The aeration plant should be abandoned and not pose any structural problems to the existing shed. The aeration plant should be abandoned due to its construction and age. The existing drain field should be abandoned due to the Aspen/ Pitkin County Environmental Health Department (APCEHD) concerns with drain fields 20 years old and it's unknown location and size. We recommend the installation of one water -tight, 1250 -gallon, two- compartment, precast concrete, septic tank with a pump in a biotube vault. The septic tank should be installed greater than the distance of the aeration plant to the stream, approximately 35 feet. Current regulations indicate the separation distance a minimum of 50 feet. We prefer to install the septic tank relatively shallow due to ground water and the effluent pumping system. The septic tank can be located greater than or equal to 35 feet due to the repair situation. At least 1.5 feet of cover is required over the septic tank due to buoyancy from ground water. We should be contacted to confirm fill over the tank when a septic tank supplier is chosen. The septic tank must be waterproof. We recommend the installation of two pressure distributed mounded sand filter chamber beds. Each bed should have four rows of seven chambers. The drain fields must be located 50 feet from the streams and 100 feet from the Infiltration Gallery. The OWS should be constructed similar to Figs. 1 through 3. The proposed OWS is designed for a three bedroom residencewit 1800 SF of living area. If additional bedrooms are anticipated, ecom- mend the installation of a larger OWS to accommodate any "bui -out" of the residence. The septic tank would have to be increased 328 gallons for each additional bedroom. Each additional bedro m will require 273 SF of chamber bed or 18 chambers. 0 9 3 OPERATION AND MAINTENANCE - The owner must realize an OWS is different from a public sewer system. The owner must be aware of and assume responsibility for maintenance of the system. We recommend the septic tank be pumped and filter be cleaned (hosed off) every two years. We recommend performing maintenance during the late fall and early winter due to ground water and concerns with buoyancy. Buoyancy is a concern when the septic tank is empty during high water conditions. There are daily considerations such as not putting plastic or nonbiodegradable materials down the septic system. Water use must be monitored so toilets are not allowed to run, when seals malfunction. To illustrate the point, it should be noted a running toilet will consume in excess of 1000 GPD if allowed to run. An excess 1000 gallon loading will flood and irreparably harm the system. LIMITATIONS - Our layout, design and recommendations are based on data submitted. If subsurface conditions different from those described in this report are encountered, we should be called to observe the sub- surface conditions. If proposed construction is changed, we should be notified to evaluate the affect of the changes on the proposed system. All construction is to be in accordance with APCEHD ISDS regulations. Pipe type and size, burial requirements, septic tank construction, and other specifications, which are not depicted in our report, are to conform to the requirements of the ISDS regulations. The installer of the system must be familiar with APCEHD regulations, and is to have demonstrated a knowledge of the ISDS regulations and requirements. The OWS design includes one installation observation. Additional observations are not included in the cost of this design. Although there are no changes to the existing buildings on the lot, the proposed engineering design involves placement of fill during construction. The proposed replacement onsite wastewater system also involves locating the final treatment and infiltrative area of the system adjacent to the County road and constructing a mound over thirty (30") in height. Because of the type of planned sewage system needed, we understand that a variance from the board is necessary. Currently the existing residence is served by an antiquated, inoperative aerated treatment plant and poorly functioning absorption trench system that, on occasion, has failed. The tank aerator unit no longer works and the metal tank of this part of the system has become badly corroded. The absorption area of the septic system has become clogged after 26 years of use. Despite frequent pumping, occasionally the black, odorous tank effluent surfaces near the creek. The existing sewage system is in violation of county regulations and is in need of replacement before winter sets in. Because of the difficult site conditions, high ground water table, and the proximity to the creek and water supply, the Aspen/Pitkin Environmental Health requirements have necessitated design of an engineered mound to mitigate and minimize any pollution potential from a new, replacement system. This is one of the few design options available to this applicant to meet all of the county setback requirements contained in the Pitkin County Individual Sewage Disposal Regulation. These setbacks include providing proper separations from the stream and the drinking water source. There is also an important requirement for a four -foot vertical separation from the bottom of the effluent absorption area to the high seasonal ground water table that must be met. It will impossible for the applicant to comply with all of the permit requirements of the Health Department without a variance. The hardship for continued enjoyment of the residential property without replacing the septic system with a properly designed sewage system is evident. P.O. It is actually below the road embankment by about eight feet and will be feathered into this excavated cut of the original road construction. 2) The two properties to the South of this residence have very similar engineered mound systems, which required no variance at the time of their construction. These systems perform adequately and in compliance with all county requirements. 3) The Aspen/Pitkin County Environmental Health Department supports the proposed engineering design. We have received every indication that a permit will be issued to begin construction of the replacement septic system, once this variance request is approved. The sewage system consists of a 1000 gallon Cavitette aed treatment plant and a seepage bed of approximately are feet.
